The
general
purpose
of
the
STSC
is
to
select
skaters
for
the
National
Racing
Programs,
to
select
discretionary
skaters
to
represent
US
Speedskating
at
international
competitions
and
to
address
all
special
circumstances.
The
STSC
will
also
recommend
skaters
to
the
Board
of
Directors
for
Category
1
status.
1. The
time
trial
is
skated
on
a
track
meeting
the
requirements
of
ISU
Rule
280
1-‐4.
2. A
Level
3
or
higher
USS
Official,
Board
member,
staff
member
or
representative
approved
by
USS
is
present.
3. If
manual
time
keeping
is
used,
then
three
time
keepers
and
one
substitute
timekeeper
must
be
appointed.
Independently
of
one
another,
they
shall
take
the
time
of
the
skater.
If
one
or
more
timekeepers
have
not
taken
the
time
for
any
reason,
then
the
time
taken
by
the
substitute
timekeeper
shall
be
recorded.
4. The
times
of
each
timekeeper
shall
be
recorded,
with
the
accuracy
of
one
hundredth
of
a
second.
If
the
watches
used
display
times
in
the
thousands
of
a
second,
any
decimal
digits
giving
precision
beyond
a
hundredth
of
a
second
shall
be
ignored.
5. When
two
watches
show
the
same
time
and
the
third
a
different
one,
the
time
of
those
in
agreement
shall
be
taken
as
the
result.
When
all
watches
show
different
times,
the
time
of
the
intermediate
watch
is
to
be
taken
as
the
result.
If
two
timekeepers
have
not
taken
the
time
for
any
reason,
the
mean
time
of
the
other
two
watches
shall
be
taken
as
the
result.
If
the
mean
time
is
not
a
multiple
of
one
hundredth
of
a
second,
the
lower
hundredth
of
a
second
is
taken.
6. The
official
time
of
the
time
trial
will
be
the
manual
time
plus
two
tenths
of
a
second
(0.2).
7. A
report
of
a
qualifying
time
will
be
sent
to
US
Speedskating.
The
report
shall
contain
the
name
of
the
skater(s),
date
of
the
time
trial,
the
name
of
the
USS
representative
who
oversaw
the
time
trial,
the
names
of
the
manual
timekeepers,
the
time
of
each
timekeeper’s
watch
and
the
official
time
of
the
time
trial.
G) Competition
Eligibility.
To
participate
in
a
US
Speedskating
selection
competition
all
skaters
must
be
eligible
to
represent
the
United
States
in
the
competitions
being
determined
at
the
respective
selection
competition.
H) Uniform.
Skaters
may
only
wear
a
uniform
or
skin
suit
that
they
have
earned.
Uniforms
must
comply
with
the
Athlete
Agreement.
A
skater
wearing
an
inappropriate
uniform
shall,
after
due
notification,
be
disqualified
from
the
remainder
of
the
competition.
The
Referee,
in
consultation
with
the
Technical
Representative,
shall
issue
a
warning
and
if
no
corrective
action
is
taken,
will
disqualify
the
skater.
D)
Medal
Contender
Illness
or
Injury
Clause:
Medal
Contender
status
is
used
exclusively
for
computations
for
the
Order
of
Eligibility
and
for
the
extreme
circumstance
of
injury
and/or
illness
that
prevents
an
athlete
from
completing/competing
in
a
qualifying
competition.
To
be
considered
as
an
athlete
who
has
earned
Medal
Contender
status,
an
athlete
must
have
met
one
of
the
following
criteria:
1. Medalist
in
an
individual
distance
in
the
2010
Olympic
Games.
2. Top
5
in
overall
classification
2010
World
Short
Track
Speedskating
Championships.
3. Based
on
the
forgoing
criteria,
the
following
skaters
achieved
Medal

When
the
Medal
Contender
Clause
is
invoked,
the
medal
contender
would
first
challenge
for
the
third
(last)
individual
distance
racing
spot
for
the
2011
World
Short
Track
Speedskating
Championships
in
a
9
lap
time
trial
race
off.
If
the
Medal
Contender
were
successful
in
the
race
off,
the
previous
third
place
(last)
individual
racing
spot
holder
would
lose
the
third
spot
and
would
move
to
the
fourth
spot.
The
previous
fifth
place
spot
holder
would
lose
the
fifth
spot
and
would
become
the
alternate
for
the
team.
The
conditions
of
the
race
off
must
be
approved
by
the
Short
Track
Selection
Committee
and
take
place
no
later
than
two
weeks
prior
to
the
2011
World
Short
Track
Championships.
The race off will be a 9-‐lap time trial, which meets the following criteria:
1. The
time
trial
is
skated
on
a
track
meeting
the
requirements
of
ISU
Rule
280
1-‐4.
2. A
Level
3
or
higher
USS
Official,
Board
member,
staff
member
or
representative
approved
by
USS
is
present.
3. If
manual
time
keeping
is
used,
then
three
timekeepers
and
one
substitute
timekeeper
must
be
appointed.
Independently
of
one
another,
they
shall
take
the
time
of
the
skater.
If
one
or
more
timekeepers
have
not
taken
the
time
for
any
reason,
then
the
time
taken
by
the
substitute
timekeeper
shall
be
recorded.
4. The
times
of
each
timekeeper
shall
be
recorded,
with
the
accuracy
of
one
hundredth
of
a
second.
If
the
watches
used
display
times
in
the
thousands
of
a
second,
any

5. When

Travel
Policy
A) US
Speedskating
will
adhere
to
the
USS
Travel
Policy
in
booking
all
tickets
for
domestic
and
international
events.
The
USS
Travel
Policy
is
posted
on
the
USS
website.
Coaching
Policy
A) Coaching
Policy
for
International
Events.
US
Speedskating
will
select
the
coaches
to
attend
international
events
listed
herein
for
coaching
credentials.
These
coaches
will
be
National
Team
Program
coaches
unless
the
Short
Track
Selection
Committee
determines
the
need
for
support
by
non-‐National
Team
Program
coaches.
Non-‐National
Team
coaches
may
be
selected
for
credentials
by
the
Short
Track
Selection
Committee,
other
than
for
the
Olympic
Games,
subject
to
the
Non-‐
National
Team
Coach
signing
the
Additional
Coaching
Agreement
outlined
by
US
Speedskating.
1) Seeding
into
the
first
qualifying
round
(1500m)
of
American
Cup
I
will
be
determined
by
the
Order
of
Eligibility
from
the
previous
season.
Skaters
not
on
the
Order
of
Eligibility
list
will
be
seeded
after
skaters
on
the
Order
of
Eligibility
by
seed
time.
Ties
for
seeding
will
be
broken
by
random
draw.
Seeding
for
subsequent
rounds
of
the
1500m
for
skaters
that
advance
beyond
heats
and
quarterfinals
will
be
based
first
on
placement
and
then
on
time
and
then

advancements

the
preceding
round.
Remaining

format.

be

highest
placement
in
any
distance,
and
then
by
fastest
1500m
time
skated
at
the
competition.
Any
remaining
ties
will
be
broken
by
random
draw.
4) Seeding
for
skaters
that
advance
beyond
the
heats
and
quarterfinal
rounds
of
the
500m
and
1000m
will
be
based
first
on
placement,
then
on
times
and
then
on
advancements
from
the
preceding
round.
Remaining
skaters
in
quarterfinals
and
heats
in
the
500m
and
1000m
who
are
being
seeded
into
C
and
below
Finals
will
be
seeded
by
time.
5) Placement
by
seeding
will
always
be
in
a

Ranking

Money
1) In
the
final
classification
of
each
competition,
the
competitors
shall
be
ranked
within
the
following
categories:

2) Skaters
may
earn
prize
money
only
once
per
competition.
If
eligible

Senior

Junior
portions

prize

skater
will
receive
the
greater
amount
and
not
both.
If
the
amount
is
the
same,
the
skater
will
receive
Junior
money.
3) Prize
money
shall
be
as

upon
budget

These
points
are
NOT
the
Final
Points
that
are
awarded
during
the
competition
itself,
but
are
used

determine

American
Cup

2011
American
Cup
Final
and
the
2011
U.S.
Junior
Short
Track
Championships,
Ranking
Points
will
be
multiplied
by
1.5.
Qualification.
In
addition
to
the
invited
twenty
four

skaters

earn
an
individual
medal
at
the
2010
Olympic
Games
and
2010
World
Short
Track
Championships
will
pre-‐qualify
to
skate
and
compete
in
the
9
lap
time
trial
at
the
2011
U.S.
Short
Track
Speedskating
Championships.
Selection
Procedures:
A) 2010
Fall
World
Cup
Team
members
who
compete
at
the
2010
Fall
World
Cups
are
automatically
selected
to
participate
in
the
2011
U.S.
Senior
Short
Track
Championship
9
lap
time
trial.
B) The
remaining
positions
will
be
selected
from
the
combined
ranking
points
from
American
Cup
#1
&
American
Cup
#2
in
the
senior
division
to
have
24
skaters
competing
in
the
Men’s’
and
Ladies’
event
at
the
U.S.
Short
Track
Speedskating
Championships.
If
a
skater
declines
their
invitation
to
compete
in
the
U.S.
Short
Track
Speedskating
Championships,
replacement
skaters
will
be
invited
using
the
same
ranking
list,
in
descending
order.
All
ties
for
the
twenty-‐fourth
(24)
and
final
position
will
be
invited
to
skate
the
9-‐lap
time
trial.
C) Additional
skaters
may
qualify
to
compete
in
the
2011
US
Short
Track
Speedskating
Championships

skaters

ranked
by
their
best
finish
in
an
individual
event
at
the
2010
Olympic
Games.
Second,
members
of
the
2010
Fall
World
Cup
Team
will
be
ranked
on
their
final
placement
at
American
Cup
I.
The
third
group
of
skaters
shall
be
ranked
in
order
of
their
final
combined
placements
at
American
Cups
I
and
II
until

entries
are

Skaters
who
enter
through
the

in”

Disqualified
skaters
will

A-‐B
semi-‐finalists,
C-‐D
semi-‐
finalists,
quarter-‐finalists,
etc.
All
finalists
are
ranked
ahead
of
semi-‐finalists;
all
semi-‐finalists
are
ranked
ahead
of
quarter-‐finalists,
etc.
3) Disqualified
skaters
in
a
preliminary
round
(heat,
quarter-‐final
or
semi-‐final)
will
be
ranked
last
in
their
group.
They
will
receive
a
rank
within
that
group
equal
to
the
total
number
of
skaters
in
that
group.
They
will
not
compete
in
subsequent
rounds
at
that
distance.
4) Skaters
disqualified
in
a
final
will
be
last
in
that
final
and
receive
a
rank
in
that
final
equal
to
the
total
number
of
skaters
in
that
final.
5) Remaining
skaters
will
be
ranked
upon
their
finish
place
in
their
respective
group.
7) A
skater
must
finish
the
entire
distance
or
will
be
considered
disqualified.
If
the
referee,
at
his/her
discretion
feels
that
the
skater
was
prevented
from
finishing
due
to
reasons
beyond
the
skater’s
control,
then
the
referee
may
declare
the
skater
having
reached
the
finish,
but
no
time
will
be
recorded.
8) If
a
skater
withdraws
from
the
competition
or
fails
to
start
the
first
qualifying
round
of
a
distance:
a) They
will
retain
all
Final
Points
earned
to
that
point
and
be
ranked
in
the
Overall
Classification
according
to
those
points.
b) They
will
not
be
seeded
in
subsequent
rounds
or
finals
for
the
500m,
1000m,
1500m,
and
3000m.
c) If
the
skater
who
withdraws
is
ranked
among
the
top
8
plus
ties
there
will
be
no
move
up
in
seeding
for
the
3000m
Final.
e) If
the
skater
who
withdraws
does
not
start
a
race
in
the
first
round
of
a
distance,
the
skater
will
be
disqualified
from
races
at
that
distance
and
receive
no
points
for
that
distance.
C) Group
One
(1)
of
the
2011
U.S.
Junior
Short
Track
Championships
is
only
open
to
skaters
who
are
eligible
to
represent
the
United
States
in
the
2011
World
Junior
Short
Track
Championships.
(Have
reached
the
age
of
14
before
July
1st
preceding
the
championships
and
has
not
reached
the
age
of
19
before
July
1st
preceding
the
competition
–
ISU
Rule
108)

A) Group
One
(1).
The
top
16
after
the
9-‐lap
time
trial
will
be
placed
into
Group
One
(1).
In
the
case
of
ties
for
the
16th
position,
additional
9-‐lap
time
trials
will
be
skated
until
all
ties
are
broken.
B) Group
Two
(2),
Three
(3)
&
Four
(4).
The
remaining
skaters
will
be
placed
into
up
to
three
(3)
additional
groups.
For
these
groups,
there
will
only
be
two
(2)
rounds
in
the
500m
and
1000m
events,
where
the
first
(1st)
place
finisher
in
the
heat
will
qualify
for
the
‘A’
final,
the
second
(2nd)
will
qualify
for
the
‘B’
Final,
the
third
(3rd)
will
qualify
for
the
‘C’
Final
and
the
fourth
(4th)
will
qualify
for
the
‘D’
Final.
The
1500m
super-‐final
for
these
groups
will
be
skated
as
‘A’
and
‘B’
Finals
only.
The
last
group
must
consist
of
at
least
4
skaters.
C) Those
skaters
who
have
met
the

qualification
