the World armlifting Federation / WAF.

The rules approved by the Presidium of the WAF and go into operation and the publication on 1
August 2017.

GENERAL RULES

1. World armlifting federation, hereinafter «WAF».

2. Technical Rules book of the WAF is the main document, which identifies basic
principles of organizing and running WAF championships. The athletes and coaches, who
take part in WAF competition, officials of the competitions must abide the technical rules.

3. The WAF confirms the following lifts in all competitions conducted under WAF rules:
- Rolling Thunder
- Apollon’s Axle
- Silver Bullet
- Hub
- Excalibur
- Two handed pinch grip block

4. Approval of competitions and their results.


The WAF recognizes results of armlifting, which have been accorded with official technical
rules. There are certified by competition organization.
WAF registers the following records:
- World
- Continental
- National
There also could be registered by Regional WAF (of the district, city or town). National
and regional representative have to register and account local records. Registration of
region records (subject of the country, city) is not compulsory requirement by Federation.
World and continental records are registered by the head of WAF or official record-speaker
of Federation.
In the case of the establishment of continental or world records on tournaments by national
departments of WAF, the Officials of WAF national departments are responsible for

reporting within 7 days after a tournament. They must submit the standard protocol of
tournament records.
Competitive results and records are determined in kilograms.

5. Age categories:
Men/Women:
Junior: 14 - 23 (inclusive).
Open: 24 - 39 (inclusive).
Master:
40 - 49 (inclusive);
50 - 59 (inclusive);
60 and older.

Competitive lifting shall be restricted to competitors aged 13 years and older. The athlete
must be at the minimum age on the day of the competition. The athlete who hasn’t attained
minimum age on the day of the competition can take part in the competition only with the
written permission of his parents or the child's legal representative, made in the prescribed
form. The day a Junior turns 24 years he or she is no longer a Junior.

6. Bodyweight categories:
Junior: 70 kg, 80 kg, 90 kg, 100 kg and 100+ kg.
Men: 70 kg, 80 kg, 90 kg, 100 kg, 110 kg, 125 kg and 125+ kg.
Master: 90 kg and 90+ kg.
Women: 52 kg, 60 kg, 75 kg and 75+ kg.

Note. In order to increase the value of competitive title, organizers combined age and
weight categories.

7. Team competition rule.


Each official team have to include a minimum of seven (7) competitors, maximum of
competitors is unlimited. Members of team can perform in different weight categories, both

in men and women. Teams shall be declared to the Weigh-In official by the end of the first
weigh-in session preceding competition.

There can be run several team championships during the competition. For example, the
championship between teams of different countries, between teams of different regions or
between teams of different clubs.

Other questions about team championship are regulated by the Competition Rules
(Statement).

8. The system of point scoring for team championship.


Team points are awarded only for the first ten places: 12, 9, 8, 7, 6, 5, 4, 3, 2 and 1. All the
participants of the competition ranked below the 10th place earn 1 point for command
superiority. The only one of three teams, which gets the maximum number of points
becomes a winner in the team championship. If the numbers of team points are equal for
two teams, the team which has more taken 1st places becomes a winner. In case of the same
amount of 1st places in the team and the same scores amount the winner is determined by
the number of 2d, 3d, 4th and so on places.

EQUIPMENT AND SPECIFICATIONS

1. Platform
All lifts shall be performed on a platform measuring between 2.46 m x 2.46 m minimum.
The surface of the platform must be flat, firm, nonslip and level. The surface of the
platform may be covered with an approved non-slip coating or the same material. During
lifting session on the platform can only be the athlete, the designated spotters, the three
referees on duty. If necessary, other official can be on the platform either. Solely the
assistance handle any cleaning, mopping, brushing or adjusting of the platform or
equipment. The pedestal for rewarding athletes must be at all continental, national and
international competitions. In order to the safety of participants and spectators, the
competition zone can be separated along the perimeter by a rope, a ribbon etc.

2. Discs
Discs must be in kilogram weight and be within in following range: 1.25kg, 2.5kg, 5kg,
10kg, 15 kg, 20kg, 25kg, 45kg and 50kg. For record purposes, lighter discs of 0.25kg,
0.5kg and 1 kg can also be used. The order of discs on device is a maximum ad minima.
The first and the heaviest discs must be loaded faced in; the rest of the discs are loaded face
out.

3. Lights
A system of lights shall be provided whereby the referees make known their decisions.
Each referee can use a white and a red light to mark his own decision, consequently, these
two colors represent "Good lift" and "No lift". In emergency cases (eg. a breakdown in the
electrical system) allow the referees to use small white and red flags to declare their
decisions.

4. Clocks
The timer (stopwatch) is used to set a time limit, after calling the athlete on the platform,
and before the start of the lift.
The timer must be placed within the overall visibility of the referees on the platform,
secretary, jury, spectators and athletes in the exit area on to platform. It must be an
information board on which is visible countdown allotted for athlete output.

COSTUME AND PERSONAL EQUIPMENT

Equipment check is not realized by organizers. It will be the athlete and his coach
responsibility to be presents the costume/equipment in accordance with the rules.
Any items, which are worn on the platform considered objectionable by virtue of being
unclean, torn or tattered, indecent or offensive to the spirit of the competition must be
rejected before the athlete is permitted to proceed.
Informing athletes about acceptable equipment (if any) begins within one hour, but no later
than half an hour before the start of the competition. If any athlete successful in a new
record, the Head referee have to check personal equipment, device etc. immediately. If
referees or organizers find out the use illegal wraps or clothing, the lift shall be declared
invalid and the athlete may be disqualified from the competition.

1. Suit
A lifting suit shall be worn. The suit must be constructed entirely of fabric or a synthetic
textile material, such that no support is given to the athlete by the suit. The straps must be
worn over the shoulders at all times while lifting in competition. It may be of any color or
colors. The length of the leg, when worn must not exceed beyond mid-thigh (medial point
between crotch and top of kneecap). Use of suits with sleeves or short-cut legs (like a
swimsuit) is prohibited.

2. T-Shirt
A t-shirt must be worn under the lifting suit. Sleeves do not cover the elbows. The t-shirt
may be the official t-shirt of the contest in which the athlete is competing or have any
design that is not offensive or likely to bring the sport into disrepute.

3. Belt
Competitors may wear a belt. If participant wear the belt, it shall be on the outside of the
lifting suit.
The belt shall be made of leather, vinyl or other similar non-stretch material in one or more
laminations which may be glued and/or stitched together.
It shall not have additional padding, bracing or supports of any material either on the
surface or concealed within the lamentations of the belt.
The buckle shall be attached at one end of the belt by means of studs and/or stitching.

The belt may have a buckle with one or two prongs or “quick release” type (“quick release”
referring to lever.) A tongue loop shall be attached close to the buckle by means of studs/or
stitching.
Permissible to place on the belt any inscriptions or drawings that are not abusive and did
not discredit the sport.
Dimensions:
1. Width of belt maximum 10 cm.
2. Thickness of belt maximum 13 mm along the main length.
3. Inside width of buckle maximum 11 cm.
4. Outside width of buckle maximum 13 cm.
5. Tongue loop maximum width 5 cm.
6. Distance between end of belt and far end of tongue loop maximum 15 cm.

4. Shoes or boots
Shoes or boots shall be worn. Shoes with metal spikes or metal cleats are not permitted.

5. Wraps
Bandages, elbow sleeves, wrist wraps are not allowed. Medical tape or its like may not be
worn anywhere else on the body without official permission of the Jury, or Chief Referee.
Medical tape may not be used as aids to the athlete in holding the device.

6. General
а) No foreign substances may be applied to the personal equipment and on the platform.
b) The use of oil, grease or other lubricants on the body, or personal equipment is strictly
forbidden. Baby powder, resin, talc or magnesium carbonates are the only substances that
may be added to the body and attire.
c) Carbonate shall be used on platform only.

LIFTS AND RULES OF PERFOMANCE

The athlete has one minute for the attempt. He can use an unlimited number of attempts to
lift weight within the allotted time.

Rolling Thunder.
The lifter shall face the front of the platform. The device shall be vertically positioned
between the athlete's legs. The distance between inner edges of shoes must be no more than
80 cm. The device can be lifted up by any hand until the lifter is standing erect. The device
can have a stop in motion, but the downward movement is not allowed. A free hand shall
not touch the other hand or body of the athlete. The device must be lifted to a full lock-out,
with the knees locked in a straight position and the shoulders back, and the athlete standing
erect. The referee shows the signal the athlete to return the device to the floor with a
downward movement of the arm and the audible command "Down".
After signal, the athlete shall return the device to the platform with maintaining control
with hand.

Causes for Disqualification of the Rolling Thunder:


1. Failure to comply with any of the signal of the Head referee.
2. Supporting the device on the thighs during the performance of the lift.
3. Failure to lock the knees straight at the completion of the lift.
4. Stepping backward or forward or moving the feet laterally before the "Down" command.
5. Returning the device to the platform without maintaining control with hand.
6. Touching with the hand the fixed parts of the device.
7. The free hand touching of any parts of the athlete's body.

Apollon’s Axle.
The device shall lay horizontally in front of the lifters feet. The lifter shall face the front of
the platform. The axle must be grasped in a double overhand (both hands pronated) grip
(Hook Grip is not permitted). A conventional or sumo stance are permitted. The axle must
be lifted to a full lock-out, with the knees locked in a straight position and the shoulders
back, and the athlete standing erect. The referee shows the signal the athlete to return the

device to the floor with a downward movement of the arm and the audible command
"Down".
The signal does not be given until the device is held motionless and the lifter is in the
apparent finished position.

Causes for Disqualification of the Apollon’s Axle:


1. Any downward movement of the device before it reaches the final position before the
command "Down" of the Head referee.
2. Failure to stand erect with the shoulders back. Failure to lock the knees straight at the
completion of the lift.
3. Supporting the device on the thighs during the performance of the lift.
4. Lowering the device before receiving the Head referee’s signal.
5. Returning the device to the platform without maintaining control with both hands, i.e.,
releasing the device from the palms of the hand.

Hub.
The lifter shall face the front of the platform. The device shall be positioned vertically
between the athlete's legs. The distance between inner edges of shoes must be no more than
80 cm. The device can be lifted up by any hand until the lifter is standing erect. The
athlete's fingers (all but the little finger) shall be placed vertically on the device. During the
lift, a slight displacement of the vertical position of the fingers is allowed. The device can
have a stop in motion, but the downward movement is not allowed A free hand does not
touch the other hand or body of the athlete. The prop of the device or the hand that holds it,
on any part of the body (the prop in the hip, abdomen, etc.) is not allowed.
The device must be lifted to a full lock-out, with the knees locked in a straight position and
the shoulders back, and the athlete standing erect. The referee shows the signal the athlete
to return the device to the floor with a downward movement of the arm and the audible
command "Down".
After signal, the athlete shall return the device to the platform with maintaining control
with hand.

Causes for Disqualification of the Hub:


1. Failure to comply with any of the signal of the Head referee.
2. Supporting the device on the thighs during the performance of the lift.

4. Stepping backward or forward or moving the feet laterally before the "Down" command.
5. Returning the device to the platform without maintaining control with hand.
6. The free hand touching of any parts of the athlete's body.
7. The prop of the device or the hand that holds it, on any part of the body (the prop in the
hip, abdomen, etc.).

Excalibur.
The lifter shall face the front of the platform. The device shall be positioned vertically
between the athlete's legs. The distance between inner edges of shoes must be no more than
80 cm. The device can be lifted up by any hand until the lifter is standing erect. During the
lift, a slight displacement of the vertical position of the fingers is allowed. The device can
have a stop in motion, but the downward movement is not allowed. The free hand should
not touch the other hand or body of the athlete. The prop of the device or the hand that
holds it, on any part of the body (the prop in the hip, abdomen, etc.) is not allowed.
The device must be lifted to a full lock-out, with the knees locked in a straight position and
the shoulders back, and the athlete standing erect. The referee shows the signal the athlete
to return the device to the floor with a downward movement of the arm and the audible
command "Down".
After signal, the athlete shall return the device to the platform with maintaining control
with hand.

Causes for Disqualification of the Excalibur:


1. Failure to comply with any of the signal of the Head referee.
2. Supporting the device on the thighs during the performance of the lift.
3. Failure to lock the knees straight at the completion of the lift.
4. Stepping backward or forward or moving the feet laterally before the "Down" command.
5. Returning the device to the platform without maintaining control with hand.
6. The free hand touching of any parts of the athlete's body.
7. The prop of the device or the hand that holds it, on any part of the body (the prop in the
hip, abdomen, etc.).

Two handed pinch grip block.
The lifter shall face the front of the platform. The device shall be positioned vertically
between the athlete's legs. The distance between inner edges of shoes must be no more
than 80 cm. The device can be lifted up by two hands, with the pinch grip, until the lifter is
standing erect. The device can have a stop in motion, but the downward movement is not
allowed.
The device must be lifted to a full lock-out, with the knees locked in a straight position and
the shoulders back, and the athlete standing erect. The referee will then signal the athlete to
return the device to the floor with a downward movement of the arm and the audible
command "Down".
After signal, the athlete shall return the device to the platform with maintaining control
with hand.

Causes for Disqualification of the Two handed pinch grip block:


1. Failure to comply with any of the signal of the Head referee.
2. Supporting the device on the thighs during the performance of the lift.
3. Failure to lock the knees straight at the completion of the lift.
4. Stepping backward or forward or moving the feet laterally before the "Down" command.
5. Returning the device to the platform without maintaining control with hand.
6. The free hand touching of any parts of the athlete's body.
7. The prop of the device or the hand that holds it, on any part of the body (the prop in the
hip, abdomen, etc.).

Silver Bullet.
The cargo weighing 2.5 kg is attached to the "Silver Bullet". The "silver bullet" is inserted
into the hand gripper no deeper than the upper edge of the stripe of a bullet located in the
middle. All four fingers shall compress the hand gripper. Any contact of a bullet with a
palm or fingers is prohibited. The hand must be in a horizontal position. The bullet has to
be clamped in the hand gripper and be in an upright position. The referee turns on the
stopwatch as soon as the bullet takes the correct position in the hand gripper.
If the athlete fails first attempt to fix the bullet securely in the hand gripper, he has the right
to discard it. In this case, he is able to make second attempt. The referee stops time when
the bullet drop is fixed.

Causes for the stop stopwatch in the Silver Bullet:
1. State of bullet is incorrectly installed in the hand gripper.
2. The bullet is not in an upright position.
3. The athlete's hand is not in a horizontal position.
4. Be it any touch of the bullet with your palm or your fingers during the lift.

WEIGH IN

Weighing-in of the competitors shall be conducted 24 hours before the start of the
competition for a particular category.
The first weighing in session lasts an hour and a half minimum. Second weighing in session
is held two hours before, completed a half of an hour before the start competing appropriate
weight class. Two sessions are mandatory. Additional sessions are possible by decision of
Organizing committee. Information on all sessions must be brought to the attention of
athletes and coaches.
All athletes in the category/categories must be weighed during one of two mandatory or
additional (if so provided) sessions, which are carried out in the presence of at least one
certified WAF referee. Weighing in of each participant is held in separate room behind
closed doors or a screen, where the participant is in. Besides, his coach or manager and
referee or appointed official can have a right to be in while weighing in session.
Athletes can weigh in naked or in underwear (briefs for men; bra and panties for women).
Weighing in must be conducted by officials of the same sex as the athlete. In this case can
be appointed additional officials having a corresponding category of referees.
Each athlete is weighed only once. Re-weighing is allowed only to those athletes, whose
own weight was less or more than the permissible limits of the weight category. These
athletes must return to weigh-in and be weighed again on one of two mandatory sessions,
before the end of the last weighing session for the one and a half hour for this category,
other way they will be excluded from the competition in this weight class. An athlete, who
trying to correct weight, can weighing many times, but in time for this weight class.
If weight of athlete exceeds border of weight class, he can go to the next, heavier weight
class. This athlete must weigh-in in time for next weight class, if it establishes by the
regulations. Athlete must match for all established qualification standards of this
competition. Qualification check is performed in the presence of the athlete.
If weight of athlete is lower of border of weight class, he can go to the next, lower weight
class, provided that the procedure for weighing this weight class is not over yet.
Qualification check is performed in the presence of the athlete.
Official weight of athlete, which is recorded in the protocol, will be fixed with rounding up
to 100 grams.
Participants of age categories “Juniors” and “Masters” may declare their participation or
reconsider in “Open” category without additional weigh-in, or be weighed again if they
wish.

In case of severe weather or emergency situations in the competition area, time of weigh-in
may be extended by decision of technical secretary or jury member.

ORDER OF COMPETITION

1. The organizers will appoint the following officials:


1) Speaker/Announcer;
2) Technical Secretary;
3) Time Keeper;
4) Marshals/Expeditors:
5) Secretaries;
6) Spotter/Loaders;
7) Additional officials may be appointed as required, e.g. doctors, paramedics etc.

2. Responsibilities of the Officials are:


2.1. Speaker/Announcer:
The speaker is responsible for the efficient running of the competition.
- He acts as Master of Ceremonies and arranges the attempts that are chosen by the athletes
in an orderly fashion, dictated by weight and, if necessary, lot number. He works with the
protocols and participants' cards.
- He announces the weight required for the next attempt and the name of an athlete.
- Additionally, the speaker announces the weight required for the next attempt and the name
of the lifter.
- When the device is loaded and the platform cleared for lifting, the Head Referee indicates
the fact to the Speaker. When the Speaker announces that the weight is ready and calls the
athlete to the platform, the clock will begin. To clarify, - when the Speaker announces that
the weight is “ready/loaded”, then the athlete is committed to the attempt. Attempts are
announced by the speaker must be displayed upon the scoreboard erected in a prominent
position, with the athletes names in order of lot number.

2.2. Technical Secretary:


- The Technical Secretary is responsible for compiling the Jury, Referee and the other
officials. The Technical Secretary makes schedules from the names of those referees
declared available for duty throughout the competition.

- If a full jury of three people is not required, he can be the one responsible for enforcing
WAF rules. If the technical secretary is absent from the competition, then the official of the
highest status must fulfill his duties.
- He is responsible for interacting with all the personnel of the competition, with the
referees and athletes, resolve any disputable issues, referring to the technical rules.
- He is responsible for checking and monitoring compliance with the technical requirements
for hosting WAF tournaments, the availability of all necessary documentation in the
tournament.
- He is responsible for registering the new records and collecting information for the
preparation of documents.

2.3. Time Keeper:


- The time keeper is responsible for accurately recording the lapse between the
announcement that the device is ready and the athlete starting his attempt.
- He is also responsible for recording time allowances whenever required, e.g. after an
attempt the athlete shall leave the platform within 30 seconds. The only exception is if the
referee checks the equipment of the athlete, after setting a new record. Once the clock is
running for an athlete, it can only be stopped by the completion of a time allowance, by the
start of the lift, or at the discretion of the Chief Referee. The athlete is allowed one minute
in which to start his attempt after the Speaker calls the athlete to the device. If he does not
start his attempt within this time allowance, the time keeper will call “Time”. The lift will
be declared “No lift” and the attempt forfeited.

2.4. Marshals/Expeditors:
- They are responsible for collecting the weight of required attempts from the athletes or
their coaches and passing the information without delay to the speaker. The athlete is
allowed one minute between completing his last attempt and informing the speaker, via the
marshal, of the weight required for his next attempt.
- They are responsible for controling compliance with the rules of athlete equipment in the
warming-up zone. If an attempt is found to violate the requirements for the equipment, they
must immediately indicate to the participants (or his representative) who violates the rule. If
this is not possible, then inform the Chief Referee or the referee on the platform.

- They are responsible for the weighing and registering participants, competitions,
recording all results and providing signatures of three referees on the records of the
competitions, records of new records and other documents requiring signatures.
- They are responsible for preparing the award ceremony. Also they are printout of
diplomas of winners of personal, absolute and team championships. As far as possible, the
functions of the Speaker and the Secretary should be distributed among several official
representatives. And, they are responsible for admission of the referees to the WAF
competitions.

2.6. Spotter/Loaders:
- Spotter/loaders are responsible for loading and unloading the device, cleaning the device
or platform.
- All the spotters must work together as a team, and shall be neatly dressed in a clean
uniform, including in tournament T-shirts.
- All the spotters must inform the chief referee of any malfunctions in the equipment so that
they can assess the problem and take necessary measures to solve it.

3. The round system.

3.1. According of the technical rules of WAF each competitor is allowed three attempts,
except for “Silver Bullet”. Each competitor is allowed one attempts in “Silver Bullet”.
The athlete or his coach must state the first attempts during the weigh-in. The secretary has
to enter this information into the athlete's card. The athlete must to declare the second and
the third attempts in one minute after his lift.
The weight in following attempt shall increase. An athlete is able to declare less weight on
condition that the previous attempt was failed. Responsibility for weight declaring lies on
an athlete or his coach. The athlete can change the weight in the third attempt two times.
The change of the weight may be higher or lower than the lifter’s previously submitted
third attempt. However, these are only permitted provided that the lifter has not been called
to the device already loaded to his previously submitted weight by the speaker.
If on competition more than 10 athletes, they must be separated for few rounds with an
approximate number of participants. In one round there cannot be more than 10 athletes.
The round may include one or several weight classes, by the opinion of organizer.

If number of participants in one round are less than 6, an added time shall be provided in
the end of each round: 5 athletes – 1 minute, 4 athletes – 2 minutes, 3 athletes – 3 minutes
and so on. 3 minutes are the maximum.

3.2. The athlete who has declared an attempt with less weight, gets the right to lift first. The
weight of the device cannot be changed after the announcement of its loaded on the device.
Weight can be reduced only after mistakes.

3.3. If two athletes declared the same weight, athlete who has less own bodyweight lifts
first.

3.4. Athlete can change the first attempt weight in each lifts. Weight can be increased or
decreased, after that order of lifts in round must be changed. Weight changing is possible
not later than 5 minutes before start of first attempt. Number of change unlimited.

4. The order of attempts.


Each athlete makes first lift in the first round, second lift in the second round and third lift
in the third round.
All record lifts are after the third good attempt for each lifts.
The Head referee (or organizer) can allow the fourth attempt only for records.

5. The order of weight increase between successful attempts.


In all WAF competitions, the weight of the device must always be a multiple of 2.5kg in
Rolling Thunder, Apollon’s Axle, Silver Bullet, Excalibur, Two handed pinch grip block
and 1,25 kg in Hub. In a record attempt, the weight of the device bell must be at least 500
grams in excess of the current record.

Errors in setting the weight of the device:


1) If the device is loaded to a lighter weight than originally requested and the attempt is
successful, the lifter may accept the successful attempt or elect to take the attempt again at
the originally requested weight. If the attempt is not successful, the lifter will be granted a
further attempt at the originally requested weight. In both the above cases, further attempts
may only be taken at the end of the round in which the error occurred.

2) If the device is loaded to a heavier weight than originally requested and the attempt is
successful, the lifter will be granted the attempt. However, the weight may be reduced again
if required for other lifters. If the attempt is not successful, the lifter will be granted a
further attempt at the originally requested weight at the end of the round in which the error
occurred.

3) If the speaker makes a mistake by announcing a weight lighter or heavier than that
requested by the lifter, the Head referee will make the same decisions as for errors in
loading.

6. The order of awarding.


6.1. All athletes must attend the award ceremony. If the athlete is absent the award is not
guaranteed.
6.2. The Best lifter is determined by the maximum lifted weight.

7. Requirements for the registration of new records.


7.1. Registration of records only takes place in the tournament sanctioned by WAF and in
full compliance with the rules of this federation and with the full accordance of the
equipment, referees qualification to the rules.
7.2. National records may be registration on any tournament sanctioned by WAF, provided
that all certified referees of the WAF sports federation (at least one of them international or
national) are present at the competitions on platform during of record attempt.

8. Causes according to which the athlete can be disqualified.


8.1. Any lifter or coach, who by reason of his misconduct before, during, or after the
competition is likely to discredit the sport, shall be officially warned. If the misconduct
continues, the Meet Director or Head Referee may disqualify the lifter and order the coach
to leave the venue. This includes any lifter, coach, or the lifters support personal, from
arguing, using foul language, or becoming abusive with any Referee or official about the
outcome of any lifts, or the legality of equipment determinations.

The jury or referees may immediately disqualify an athlete or official by their majority
decision if they believe that the violation of the rules is serious enough to entail an
immediate disqualification rather than a warning.
8.2. Any valid referee of the WAF sports federation may be forever suspended due to the
actions that are directed against or for any athlete.
8.3. If the athlete / representative inflicts physical harm on the competition official or
spectators, the organizers of the competition must notify the President of the WAF sports
federation not later than three days after the incident, indicating the names of the
participants in the incident.

REFEREES

1. Referees on platform
The referees shall be three in number, the Head referee and two side referees. All referees
are equal to each other. Decision of the referees in a controversial attempt is not subject to
change.

2. Responsibilities of the Head referee.


The Head Referee is responsible for giving the necessary signals for all lifts.

3. The location of the referees on the platform.


The three referees may seat themselves in what they consider to be the best viewing
positions around the platform.

4. Specificity of referees.
The referees are responsible for the qualitative and timely evaluation of attempts. The
referees supervise observance of rules of competitions and performance of lift. Each referee
is responsible for his viewing.

5. The referee’s responsibilities.


Before the contest, the three referees shall jointly ascertain that:
1) The platform and competition equipment comply in all respects with the rules.
2) Devices and discs are checked for weight discrepancies and defective equipment
discarded.
3) The lifters weigh-in within the limits of weight and time for their bodyweight category.
4) All participants of the competitions are informed about the technical rules and timing of
the competition.

During the contest the three referees must jointly ascertain that:
1) The weight of the loaded device agrees with the weight announced by the speaker.

2) On the platform the lifter’s personal equipment complies with the rules. If any referee
has reason to doubt a lifter’s integrity in this respect he must after completion of the lift,
inform the Chief Referee of his suspicions. The president of the Jury may examine the
lifter’s personal equipment. If the lifter is found to be wearing or using any illegal items
other than that which may have inadvertently been passed in error by the examining
referees, the lifter shall be immediately disqualified from the competition. If wearing any
illegal item passed in error by the examining referees, and the lift in which the discovery
was made is successful, the lift will be rejected and then the lifter will be granted a new
attempt (having removed the illegal item) at the end of the round.
In cases of minor disruption in the equipment, the athlete's attempt may be counted. In this
case, he is issued a warning so that this violation has been eliminated to the next approach.
If such a violation is found before the approach begins, the referee should ask to correct this
violation. However, the time allotted to the athlete does not stop at the approach.
Note. Referees may be required to limit excessive "psychostimulation" (abuse, prayer,
spanking and striking) by athletes.

6. Actions of the referee if he sees mistakes during the lift.


A referee who has seen a mistake during in the lift shall give a signal after the completion
of the lift. He cannot influence the decision of other referees, except in the event that the
mistake endangers the athlete. Any athlete has the right to file a written complaint to the
president of the WAF sports federation regarding the violations he observed on the
incompetent referees of the competitions that were sanctioned by this organization. The
management of the WAF sports federation have to consider within two weeks and give an
official response to every complaint received in writing.

7. The actions of an athlete regarding the determination of violations committed by him.


The lifter or their coach may request the reason for a "no lift" decision from any of the
referees immediately following their lifters attempt. Such request must be made before the
next lifters attempt begins, so as not to interfere with the progression of the competition.
The referee has to comment on the mistake clearly and briefly, in order to prevent the delay
of the competition. In the case of a decision "2 to 1" referees, the athlete or his
representative has the right to appeal to the jury within one minute (if there is a video
recording of his attempt of appropriate quality, on which you can determine the error of the
referees). Together with the video material, the sportsman or his representative gives a
deposit amount of 1,000 Russian rubles to the jury. If the jury recognizes the fact of the
erroneous decision of the referees, the deposit is immediately returned to the athlete or his
representative, and the athlete is given an additional attempt at the end of the round
currently in progress (if, up to the end of this round, three other athletes or less, who filed

an appeal, acted as the last in the approach, then before his additional attempt a break is
given for three minutes). Decision of the referees in a controversial attempt is not subject to
change. In the case that the jury recognizes the referees' assessment is correct, or the video
cannot unambiguously and unmistakably determine the correctness of the athlete's
approach, an additional attempt is not given to the athlete, the lien is not returned to the
athlete and transferred to the cashier for further expenditure at the discretion of the Head
referee of the competition.

8. Influence the decisions of referee to the other referees.


A referee shall not attempt to influence the decisions of the other referees.

9. Referees consulting.
The referees may consult with each other, the jury or any other official as necessary in
order to expedite the competition. Consultations must be short and general, so as not to
interfere with the competition. The athlete is not responsible for mistakes of the officials of
the competitions. All misunderstandings are interpreted in his favor. It is strictly forbidden
for referees to argue with each other during the competition, except for specially designated
places (referee room).

10. Referees will be uniformly dressed as follows:


Men, winter: Black/Dark blue blazer and black/dark blue trousers with a white shirt. Men,
summer: Black/Dark blue trousers with a white shirt. Polo shirt is allowed.
Women, winter: Dark blue blazer and black/dark blue skirt or trousers and a white blouse
or shirt. Women, summer: Black/Dark blue skirt or trousers and a white blouse or shirt.
Polo shirt is allowed.
The referees of tournaments WAF must have the appropriate distinctive signs, chevrons.

The WAF President has the right to amend and supplement to the right of officials, if it
necessary. He also decides on the competence of the jury in the performance of their duties.
Has the right to dissolve and approve the jury.

The jury takes final decisions in all areas of activity of the WAF sports federation. The
panel of referees is responsible for testing new referees and make final decisions regarding
the results of the competition, provided that the jury is not responsible. The Jury, in

conjunction with the organizers of the competitions, conducts briefings of the referees
assigned to the refereeing of the competition in armlifting.

The organizers of the competitions are responsible for the conduct of the competitions, the
assignment of referees and other personnel for the competition. The organizer of
competitions is also included in any commission at the competitions. The organizers of the
competitions are responsible for sending the results of the competitions to the relevant
organizations, in particular to the President of the WAF sports federation.

QUALIFICATIONS OF REFEREES.

Referee of regional category.


1. Must be a member of the sports federation “WAF / World Armlifting Federation”.
2. Must be recommended by his regional representative and approved by the President of
the WAF.
3. He should be at least 18 years old and must have a minimum of 1 year experience as an
athlete competing in powerlifting and single lifts.
4. Must pass a written test on the form adopted in the WAF and a practical test under the
supervision of the chairman of the referees committee (or candidate for his position) at the
time of full competition, sanctioned WAF.
5. He must pass the test on the 90% and higher.
6. Must pass a practical test within 30 days after delivery of a written test.
7. Shall officiate as a referee for at least at the 2 competitions, status is not below those
which are assigned to the title of Master of Sport, throughout the year in WAF to maintain
accreditation.
8. He must follow all the updates and changes in the rules of the WAF.
9. The referee, who is not running for 2 years, loses its title.

Referee of national category.


1. Must be a member of the WAF.
2. It must be recommended by a regional representative, a referee of a national or
international category in his region, and approved by the president of the WAF.
3. Must running a referee of regional category for at least 2 years.
4. During this period must be in referee at least on 6 events, status is not below those which
are assigned to the title of Master of Sport, with an average experience of the five flight on
a single event.
5. Must pass a written test on the form adopted in the WAF under the supervision of the
chairman of the referees committee.
6. He must pass the test on the 90% and higher.

7. Shall officiate as a referee for at least at the 2 competitions, status is not below those
which are assigned to the title of Master of Sport, throughout the year in WAF to maintain
accreditation.
8. He must follow all the updates and changes in the rules of the WAF.
9. The referee, who is not running for 2 years, loses its title.

Referee of international category.


1. Must be a member of the WAF.
2. Must be recommended by the chairman committee of the referees WAF and approved by
the President of the WAF from among the referees of a national category.
3. Must running a referee of national category for at least 3 years.
4. During this period must be in referee for at least on 9 events, with an average experience
of the five flight on a single event. During this period must be running a referee by at least
on three national and three international tournaments.
5. Must pass a written test on the form adopted in the WAF under the supervision of the
chairman of the referees committee.
6. He must pass the test on the 90% and higher.
7. If not passed the test, the candidate must wait 6 months to retake the test.
8. Shall officiate as a referee for at least at the 2 competitions, status is not below those
which are assigned to the title of Master of Sport, throughout the year in sport federation
WAF to maintain accreditation.
9. He must follow all the updates and changes in the rules of the WAF.
10. The referee, who is not running for 2 years, loses its title.

MEMBERSHIP IN NATIONAL WAF

1. All athletes, referees, and other officials of the competition have to be active members of
their national WAF on the day of the tournament.
2. Heads of national offices can set annual Federation membership fee (the "Fee"). The fee
amount can be specified in the Competition Rules. The payment is made by athletes at the
registration (during the Technical rules book WAF, weighing procedure). Payment by the
referees is made after the initial assignment of referee category, or at the at the registration
of the participants, before beginning of the referee work.
3. Fee is made once a year and valid through 12 months from the date of payment. After
this period the fee has to be re-paid.
4. In international competitions all the athletes and referees should be members of the
national WAF offices. If WAF office does not exist in the current country, they shall come
to the national federation of the country which holds the tournament by paying the annual
membership fee. The same rule applies to foreign participants, referees at any tournament
of national WAF.
5. All members of the WAF must be entered into a one database. The database is available
in every tournament at weighing secretary. Secretary has to conduct verification of
participants in this database in registering participants. If athlete from other country
participates in competitions and if it is necessary, organizers can request the member’s
database of the national department WAF from this country.
6. In order to apply for opening a regional department of WAF, you must submit your
application in any form. Sending a request by e-mail info@russia-armlifting.ru and leaving
contacts for feedback.
7. The President of WAF makes the decision to open a National Office.

INTERNATIONAL AFFILIATION

1. Any country in the world can open a national office at WAF performing the established
order of affiliation.
2. For getting the status of national department of WAF a potential representative must
submit an application in a free form about the decision to open an office leaving contacts
for feedback. The application can be sent an email address of the president of WAF:
info@russia-armlifting.ru.
3. After sending the application potential representative must provide a work plan of WAF
department.
Work plan must contain:
- a position’s list, which specify the officials of the national department; - the number and
level of scheduled tournaments for the calendar year;
- compliance with technical equipment for tournaments, according to the "Technical
requirements for WAF competitions » with the attaching of photos and description of
available material-technical equipment;
- a list of the referees or the list of those who will take on the assignment of referee
category.
4. The minimum requirement for the work plan of national department WAF for one-year
activity:
- Holding two national tournaments;
- Training of referee consisting of one national category referee and at least three regional
category referees. The presence of one referee of national category is a prerequisite for
holding a tournament. In case of absence of suitably of qualified referees in the national
department of the Federation, it is possible to attract referees from other countries.
Requirements for referees and surrendering referee test are described in the document
"Qualifications of WAF referees for other countries".
5. Application for the opening of national department is considered by the Presidium of the
Federation during the period of 3 months from the date of getting of the application. The
decision of registration of the national department is made only by current president of
WAF.
6. The main requirement for national WAF department is:
- be ready to fulfill all the WAF rules requirements;

- fixing national records in accordance with WAF rules and issuing certificates on the
establishment of record for record holders accordingly to established samples. The sample
can be obtained on request from the head office of WAF;
- fixing of continental and world records, in case of committing of the level of holding
tournament and the level of referee categories. Sending the information about fixed records
to WAF manual, with a Meet Result, within 3 days from the end of the tournament, for the
official registration of these records;
- holding competitions using the instruments and software agreed with the Head of the
Federation;
- maintaining member’s database of National department of WAF in the prescribed form,
indicating the names of the athletes, referees, their date of birth, city of residence, date of
made fee (if fee payment is meant to be done in the national department), name of
tournament where fee was paid. Providing this database upon request of other national
offices, in case of needed confirmation of the membership of the athlete in the country in
his national office of WAF;
- certification and training of referees, organization of the referee.
7. Head of the referees WAF must be elected in every national office. His responsibilities
include:
- training and certification of referees according to the work plan. Carrying out referee tests
according to common requirements of WAF. For the certification of referees a unified form
of the test was developed. It is received by the head of referee from national department of
WAF upon registration of the office. All referees of WAF required to take the exam in this
form. Classification of the referees, the requirements for taking the exam, as well as other
requirements to them are described in the chapter «WAF referees» of these Rules;
- keeping the international database of referees pointing their name, surname, date of birth,
referee category, the date of assignment referee category, rank and number of tournaments
where the referee worked during the year. The assignment of national and regional referee
categories is made by the head of referee of national department of WAF. Assignment of
international referee category is carried out only in conjunction with the head of the referee
of WAF. National offices have to provide in 14 days the database of the of referees in
established sample upon request of the head of WAF referee.
8. President of the National WAF may establish an annual membership fee for the athletes
and referees who participate in competitions under the rules of WAF. This fee is used only
on the work needs of the federation, officials, printing and issuance of record certificates,
release and delivery of insignia, sports categories, uniform of referees, etc.

9. In the case of a positive decision on the opening of the national WAF department, an
agreement in established form signs between national department and a head of WAF.
Department of WAF receives a certificate of representation and stamp.
10. Further details are discussed with the head of national department. There could be made
other requirements for national in the issues of the scale of tournaments, different work
plan, different requirements for technical equipment, but all these differences are not
contrary to the basic rules of the federation and to the minimum requirements of work for
foreign departments.
11. Any kind of disagreements, proposals, as well as questions which are not included in
these rules shall be considered in the following order:
- President of the National Office sends a written request in any form to the WAF president;
- The request is made by e-mail to the following address: info@russia-armlifting.ru.
- The maximum period of consideration of the request is 3 months from the date of its
receiving
- Presidium of the Federation must give an official response to each request.
12. Decision about dissolution of the national department of WAF is made by the Head of
the department or by the Presidium of the National Office. They must inform the WAF
presidium about the decision to close the department in any form not later than 3 months
prior to the dissolution of department. Registration records, titles, qualification of referees
according to WAF is made only by valid WAF departments.

INSURANCE

The WAF does not provide accident, medical, or liability insurance for lifters or spectators
at meets. The WAF assumes no liability for injury, damages, personal losses or death
resulting at an event.
A proof of insurance is an insurance policy obtained on the time of the competition.
WAF recommended to the organizers of the competition to provide an opportunity to insure
on the duration of the competition in the amount of $ 500 for each day of the competition.

APPROVAL TO THE COMPETITION

The organizer of the competition shall apply for running the competitions by version WAF
in writing or by e-mail not later than three (3) months in order to obtain authorization. The
President of WAF have to give an answer, within five (5) days.

At the discretion of the President WAF, the organizers of the competition are urge to
reimburse representative (s) of WAF for accommodation and travel to the venue of the
competition, up to the moment when the representative of the WAF leave the venue of
competition.

DUTIES OF THE ORGANIZERS OF COMPETITION

1) Organizers of the competition are required to be courteous and polite to all athletes.
2) The organizers of the competition may take part in the competition as athletes and
representatives of athletes.
3) The organizers of competitions may not use their position to influence the decision of
referees.
4) The organizers of the competition are cannot to speak in a rough tone with any of the
officials of the competition, athletes and spectators.
5) The organizers of the competition must send copy of scoresheet to Secretary General of
WAF by e-mail, within 30 days
6) The organizers of the competition can provide a video recording of the competition, in
particular, that it was clearly visible lights of referees.
7) The organizers should not give advantage to any athlete, team or coach. They should
make all the decisions, regardless of their relationship with the athletes, teams and coaches.
8) The sound of music shall not prevent the participation of the athletes and for the work
referees.
9) Competitors are prohibited to warming up on the equipment of competition installed on
the platform. The athlete may be disqualified if he does not comply with this requirement.
10) All the results of weighing and sequence of performances of athletes with physical
features must be declared immediately after weighing. It is desirable also to provide a
regulation / competition schedule to head coach / team representative.
11) The organizers of the competition are required to draw up a list of equipment that will
be used during the competition on the platform and in the warming-up.
12) The organizers of the competition shall provide the athletes a chalk in the warming-up
room and on the platform.
13) At the discretion of the organizers, on the national and regional competitions the
commands of referees can be replaced by a similar command in the national language.

Note: Failure to comply with any provisions of these requirements leads to the imposition
of sanctions on the organizers of the competition, including the denial to running of their
competitions throughout the year.
