MAHMUD TARIQ

Mr. Tariq an Architect is a well known Planning, Management, Institutional and


Participatory Development expert. Having over 32 years professional experience of both
Public and Private Sectors, abroad and within Pakistan of tackling almost every facet of
the Project Planning, Development and Implementation, Institution Planning and Building,
Human Resource Development, Participatory Development and Social Services Provision
Projects. with valuable long experience from various senior and responsible positions in
the Public Sector which gives him in-depth understanding of government rules,
institutional culture, staff working capabilities and limitations, constraints and opportunities
in the working of Public Sector institutions. Retired from the Government Service on 1 st
May,2010 and now working as Consultant in Peshawar . His experience includes a broad
range of sectors and aspects of development including policy analysis, strategic planning,
community driven development, supervision, monitoring and evaluation. Mr. Khan has a
broad range of experience of planning and executing major master planning and
participatory development projects, designing and implementing projects for capacity
building, systems and institutional developments for Physical Planning, Housing and Local
Government Departments in NWFP-Pakistan. Also supervised the Final year Msc
studentsThesis in ENVIORNMENT, and Urban Planning of Peshawar University.

Major Achievements
1986-2010–Director Building Control/ Planning/General Manager/Director General:
working for the Peshawar Development Authority, and Project Management Unit (PMU),
Second Urban Development Project (SUDP), Community Infrastructure Project (CIP),
Environmental Protection Agency(EPA), Traffic Engineering Management Unit(TEMU),
NWFP and as Director General Provincial Housing Authority NWFP.

• As Deputy Director,assisted in Preparation of Development Plans for Peshawar,


Abbottabad, Bannu, D.I.Khan, Kohat, Mardan, and Mingora (Swat).
• Reviewed/updated Master Plans of Hayatabad and Regi lama Townships (area of
4500 plus acres)
• Developed Land use plans for 7 major urban cities and developed manual for their
implementation,
• As Director Planning and Development in PMU of SUDP, Supervised the Designing,
prepared and Investment Package of Integrated Urban Infrastructure Improvement
and Provision Programme (US$ 100 m funded by ADB) for Peshawar and six towns of
NWFP through Second Urban Development Project. Also prepared PMU ,PC-1,for
implementation of project components in Projects Towns.
• As Director P&D Created, Community Laision Unit(CLU) in PMU and headed the same
to facilitate implementation of Project Components through Community participation at
each level.The CLU organized the communities and imparted training to the Women in
Health and income generating activities by involving UNICEF and other organizations
to suport the communities in diffrent activities.
• Supervised preparation of Community Driven Basic Infrastructure Development and
Services Provision Model (where the communities contributed 20% of the project cost)
for the first time in the South Asia through NWFP-Community Infrastructure Project
(CIP), co-financed by the World Bank, SDC, UNICEF, Govt. of NWFP, local councils
and communities. The social component included i) capacity building of local
communities, local councils ii) health hygiene and sanitation education iii) special
support to women & children.
• Prepared PC-1 for the creation of Traffic Engineering and Management Unit
(TEMU) in NWFP and handled its Institutional Development and Capacity Building,
• Iprepared PC-1 for setting up of NWFP Environmental Protection Agency and
handled its subsequent Strengthening and Capacity Building in its intial stage.
• Initiated preparation of NWFP-Urban Development Project, being implemented
through Tehsil Municipal Administration in NWFP. In addition to developing physical
infrastructure schemes including water supply and sanitation schemes, the project also
includes components for community mobilization, capacity building of the local
governments and systems strengthening.

• Headed . Building Control Agency (BCA) for Peshawar and guideded Building Control
Units (BCUs) in other LAA’s of NWFP for implementation, of NWFP Building Control
Regulations 1985.
• As the Director in Muncipal Corporation Peshawar was assinged resposibity as team
leader by the Local Government under devolution of Power Programme in
December ,Year2000, to
i)Set up Muncipal Towns Boundries
ii)Set up Administrative Arrangements/Institutional set up for District Government and
Tehsil Administration in line with Local Government Ordinance 2001.
iii)Finalise Human and Machinary requirements of each unit
iv)Distribute resources available amongst District and Four TMAs in Peshawar.
v)Identify Buildings for Administrative set up of Newly created District Government and
other develoved Departments and Towns.
vi)As project Director Completed District Government offices and Assembly Hall and
related officeswell in time for operation on 14th,August,2001.
• As Director Administration of City Development & Municipal Development
Department(CD&MD) newly created Department as a merger of Peshawar
Development Authority(PDA)and MCP(Muncipal Corporation Peshawar) as per
LGO2001 for Development and Maintenance of Major Infrastucture facilities,of
CDG Peshawar, prepared Institutional set up with resposibilities, rules and
duties,adjusted human resources accordingly.
• As General Manager in CD&MD resposible for Planning and Estate
management,introduced for facilitation and transparancy One Window
operation,along with other steps to reduce hard ship on one hand of the General
Public and to increase the Income on otherhand of the Department.
• As Director General Provincial Housing Authority(PHA) initiated several project and
the same were approved by the Government for Govt:Servants and General
Public,including Land Use Planning Project,Feasibility studies for New towns along
M-1,Pir Sahawa in Haripur District After taking posession( from the ex-
owners/tanents) of Govt Land acquired during 1987-88 in Differant Part of Province
initiated Housing Sches for General Public and Govt:Servants.
