Hi and Hola - Welcome to this edition Southem Online.

The U.S. Secretary of State Hillary Rodham Clinton visited “down under”
recently as a part of her tour through Asia. For this part of the world, it was
quite a big deal actually, particularly New Zealand which has had a bit of an
awkward relationship with its American ally since banning visits by nuclear
warships. While in the New Zealand capital, Mrs Clinton and New Zealand
Prime Minister John Key signed the “Wellington Declaration”. Commentators
were quick to highlight it as a mostly “feel good” document, with the main
focus being on participation in military activities. However, a key sentence in
the declaration states “The partnership will also see us working together in
critical areas like meeting the challenges of climate change, the pursuit of
renewable energy initiatives, and disaster recovery initiatives within the
region.” Although the two countries are at opposite ends of the Kyoto
Protocol debate, behind the scenes a number of activities have been
underway on climate change. Subscribers can download a transcript of

Fire authorities in key southern hemisphere countries look to be making every


effort to be prepared for the looming summer season. Australia and Chile, in
particular, have beefed up their forest fire fighting capacities, as noted in our
headlines below. One area of uncertainty does remain – arson by disgruntled
or disenfranchised members of the community remains a problem. Lower
than usual new forest planting levels in Australia may have at least one
positive spin-off - less publicity promoting the expansion of eucalypts near
rural communities may lead to a reduction in the number of arson attacks.

AUSTRALIAN SCIENTISTS IN GIANT NASA BUSHFIRE STUDY


Scientists in the Australian island state of Tasmania will take part in a NASA
study of giant bushfires across three continents, ABC has reported. Professor
David Bowman, from the School of Plant Science at the University of
Tasmania, will lead Australia's involvement in the research, which will study
fire behaviour in south-eastern Australia, the Amazon in Brazil, and in western
United States. The news comes as southern hemisphere countries prepare
for the summer fire season.

FIRE AUTHORITIES PREPARING FOR SUMMER


Meanwhile, authorities in Australia have been gearing up for the coming fire
season. More than 100 members of brigades in the state of Victoria recently
participated in a joint group exercise during which a number of fire scenarios
were held.

CHILE STEPS UP TECH TOOLS TO FIGHT FOREST FIRES


Meanwhile, in Chile, government agency Conaf and forestry companies have
taken initiatives to better combat summer fires. Six new generation
helicopters thermal sensor thermal cameras able to penetrate smoke or fog
are part of the new technologies with which Conaf and the forests companies
will combat forest fires which last year cost US$50 million.

ARAUCO PANELES RECEIVES GO AHEAD FOR $110M PLANT


The board of the Chile’s Paneles Arauco S.A. has approved plans to build a
US$110 million medium density panel (MDP) plant. The “Teno MDP Panel
Mill” project will be located in the Teno commune, in the Curicó Province of
Chile’s Maule Region.

COURT CLEARS FOR ARAUCO PIPELINE PROJECT


An overwhelming majority of judges in a Chilean Supreme Court decision
have determined that forestry group Arauco carried out sufficient consultation
to meet standards as laid down by the country’s environmental law in a
contentious project. The decisions involves Arauco’s building a pipeline from
a pulp mill at Valdivia to the coast and out into the sea to discharge treated
effluent.

Struggling contractors in the Australian state of Tasmania could have to wait
several weeks before the Federal Government delivers a A$20 million forestry
rescue package, it’s been reported.

NZ PLANNING NEW APPROACH FOR FOREST CARBON MEASURE


Consultation has opened in New Zealand on a proposed new approach for
owners of post-1989 forest to more accurately assess the carbon absorbed by
their trees. Under proposed regulations open for consultation today, everyone
with 100 hectares or more of post-1989, or “Kyoto” forest, in the Emissions
Trading Scheme or Permanent Forest Sink Initiative will be required to use
the measurement-based approach for determining the carbon stored in their
forests, and hence the carbon credits they can claim.

South Africa’s global paper group, Sappi, has joined with a leading grocery
retailer to launch what they are calling an eco-friendly alternative to plastic
shopping bags and spearheading a new direction in food packaging.
Launched initially as paper bags for delivery to online customers, the Pick n
Pay chain in South Africa has introduced the bags at a new flagship store
along with paper packaging throughout the store.

“INNOVATION IN FOREST ENGINEERING -


ADAPTING TO STRUCTURAL CHANGE”

The Department of Forest and Wood Science at Stellenbosch University,


South Africa in conjunction with IUFRO, is proud to announce the
presentation of the 4th Forest Engineering Conference in April 5-7, 2011 at
the Protea Hotel, The Winkler, in White River, Mpumalanga, South Africa.

The Forest Engineering Conference (FEC) is an international event held every


four years and is a forum for forest engineers from around the world to share
their knowledge, experience, and emerging ideas. This meeting follows
previous successful FEC events held, in Mont-Tremblant, Canada (2007);
Växjö, Sweden (2003); and the inaugural event in Edinburgh, Scotland in
1999.

The three-day conference, will include both oral and poster presentations. A
full-day field excursion is being arranged for the 6th of April in and around the
Nelspruit and White River industrial forestry plantation of Komatiland Forests
and York Timbers. A call for papers and posters related to the conference
theme and other important information will follow this first announcement.
FEC sponsors’ logos will be added to the website, other official
correspondence and future announcements.
