for Chile's outstandingachievementsin severalareasrelatingto:

Women's Health and Respectfor Life

Chile has attainedthe lowest matemal mortalit)' rate in all of Latin America! More Chilean
women have safely delivered their babiesthan ever before! This is a great advancementin
the area of women's health, and an example for other countries working to achieve the
reductionof maternalmortality, a key elementof the LN Millennium DevelopmentGoals.

As you announcedduring your "Message to the Nation" on May 21, 2010, your new
"Comprometidospor
la Vida" program will offer assistanceto pregnantwomen in difficult
circumstancesin order to carry their babiesto term. This supponive measureis a wonderful
complementto the long-standingChilean constitutionalprotection of the child before birth,
and essentialfor the health and well-being of women.

The Chilean government'sprogram "Chile Crece Contigo", begun during the administration
of former PresidentMichelle Bacheletand continuingunderyour administration,is a program
meantto advocatefor the well-being and protectionof young children, and to assistparentsin
their responsibilitiesto nurture their children.We wish to congratulateChile for the iinportant
emphasisthis program has given since its beginning to promote awarenessthat the unbom
child is a member of the family. and in need of care and protection. (We take note of two
especially creative and sensitive TV spots, "Estamos conectados,"aired by the Chilean
governmentin the inauguration of this program which make this point very effectively:
