Citizen Board Members Submit Their Resignations

TCHC Citizen Board Members Stand by Their Accomplishments

Toronto, March 4, 2011

It has been a tumultuous week. The strong emotions, anger and dismay expressed in reaction to
the Auditor General’s findings have reminded the board that people expect public institutions to
meet the highest standard of accountability when spending money.

The Auditor General has clearly shown where Toronto Community Housing needs to improve.
We thank the Auditor General and his team for the work they have done. We take the
recommendations of the Auditor General seriously and we met this morning to review the actions
that the staff and board should take in response.

We offered to serve as directors of Toronto Community Housing Corporation because we are


committed to:
1. Social and affordable housing in the City of Toronto;
2. The 164,000 TCHC residents who make up 6% of our great City of Toronto;
3. Those who have been on waiting lists for subsidized housing;
4. To enhance the reputation of Toronto as a city that is caring and works;
5. Best practices and compliance with all regulations, laws and directives;
6. Work towards jointly harnessing resources through public, private partnerships to
regenerate communities; and
7. Dedicating our expertise to our great City as called upon.

On a personal note, I am the product of a good social housing organization. Social housing has
provided me with the opportunity to achieve great things. Like others, we are angry at what the
Auditor General found, because we believe Toronto Community Housing is capable of so much
more. Social housing is an essential part of building a great city. Toronto Community Housing is
an essential part of the city we live in – and the city we want to be.

Unfortunately, the present political reality has made it untenable to effectively govern. The Mayor
has spurned the Shareholder’s Agreement that governs TCHC by announcing unilaterally through
the media, that he has lost his confidence in us as a board and does not wish for us to proceed
with due process. Also his announced desire, yesterday, to privatize TCHC, the second largest
public housing organization in North America runs contrary to our collective views. We cannot
work effectively when the Mayor is unreachable for constructive dialogue with responsible and
dedicated citizens working to carry out the wishes of the City as described in the Shareholder
Agreement.

Therefore, I and my fellow citizen members will be submitting our resignation as TCHC directors
with immediate effect to the City Council.

I wish to record our sincere appreciation to Keiko Nakamura for her leadership and personal
integrity. Thank you to our Executive team and all TCHC staff for your ongoing commitment to the
people living in our communities.

We wish to thank those many people who have supported us and encouraged us to complete our
term of office.

Finally, to the TCHC resident community, we have enjoyed serving you.
