A measurement to secure Peace Gold Standard,

20 Years later, for success in the
Paris Peace Agreements on Cambodia - October 23, 1991

Khmer M’Chas Srok has invited all of the five “UN Special Rapporteurs" on the situation
of Human Rights in Cambodia to give interventions at the conferences on the situation of
human rights in Cambodia.

The five UN Special Rapporteurs (SR) who was invited are:

• Mr. Surya Prasad Subedi ( Nepal)

• Mr. Yash Ghai ( Kenya)
• Mr. Peter Leuprecht ( Austria)
• Mr. Thomas Hammarberg ( Sweden )
• Mr. Michael Kirby ( Australia )

All the five Special Rapporteurs would like to join these conferences; however, two of them
can not make it due to conflict of schedule and planning.

So, we would like to update you that the panelists who will come and intervene at the two
conferences are:

• Mr. Surya Prasad Subedi ( Nepal)

• Mr. Peter Leuprecht ( Austria)
• Mr. Michael Kirby ( Australia )

We received the confirmation from Mr. Michael Kirby, from Australia, that he will come
and he will also give us a copy of the paper of his speech this week.

Mr. Yash Ghai, due to his current commitment in Guyana, he finally could not come,
however, he will send us his paper on human rights in Cambodia to participate in these
conferences.
Mr. Thomas Hammarberg though could not attend at this time, however, has given his
support to the initiative for the organization of these conferences and he will join us at the
next conference.

The interventions will be given at two separate conferences which will be held on the same
day: March 18, 2011 in Geneva - Switzerland,
These two conferences will be held at two separate places:

1. The first conference at :

• the headquarters of the UN (Palais des Nations) in Geneva, Switzerland,
• Friday, March 18, 2011,
• from 4:00 PM to 6:00 PM

2. The second conference at :

• the University ADH Genève
"Academy of International Humanitarian Law and Human rights",
• Friday March 18, 2011,
• from 7:00 PM to 8:00 PM

We call upon our Cambodian community to attend and participate in the second Conference
at the University ADH in Geneva to show our common will and joint commitment to save
Khmer nation, by demanding to set up this “Immediate consultation” among all signatory
countries of Paris Peace Agreement on Cambodia of October 23, 1991.

"DROITS DE L'HOMME AU CAMBODGE"

le Vendredi 18 Mars 2011
Une action destinée à assurer, 20 ans après, une application réelle des
"Accords de Paix de Paris sur le Cambodge"
du 23 octobre 1991 afin de garantir une Paix définitive au Cambodge

Le Khmer M'Chas Srok a invité tous les cinq "Rapporteurs Spéciaux" de l'ONU sur la
situation des droits de l'Homme au Cambodge pour intervenir lors des conférences à Genève
sur ce même sujet.

Les rapporteurs spéciaux (SR) des Nations Unies qui ont été invités sont :

• M. Surya Prasad Subedi (Népal)

• M. Yash Ghai (Kenya)
• M. Peter Leuprecht (Autriche)
• M. Thomas Hammarberg (Suède)
• M. Michael Kirby (Australie)

Chacun des rapporteurs spéciaux avait accepté de venir à ces conférences, mais deux d'entre
eux ne peuvent finalement pas venir en raison de conflits de calendriers.

Nous tenons donc à vous informer que les Rapporteurs Spéciaux qui seront présents lors
des deux conférences sont :

• M. Surya Prasad Subedi (Népal)

• M. Peter Leuprecht (Autriche)
• M. Michael Kirby (Australie)

Nous avons reçu la confirmation de la venue de M. Michael Kirby qui, par ailleurs, nous
donnera une copie de son discours au courant de cette semaine.

M. Yash Ghai, empêché en raison de son engagement actuel au Guyane, nous enverra
néanmoins son texte sur les droits de l'Homme au Cambodge, tel qu’il l’aurait présenté lui-
même pour sa participation.

Par contre, M. Thomas Hammarberg qui pensait ne pas pouvoir être avec nous, bien qu’il
ait donné son appui à l’organisation de ces conférences, sera tout de même présent pour le
prochain cycle de conférences.
Les interventions seront données lors de deux conférences distinctes qui se tiendront le même
jour : le 18 Mars 2011 à Genève en Suisse.

Ces deux conférences se dérouleront aussi en deux endroits distincts:

1. La première conférence à l'adresse suivante :

• le Siège de l'ONU (Palais des Nations) à Genève, en Suisse,

Nous appelons à notre communauté cambodgienne de venir en nombre assister et participer
à la deuxième Conférence à l'Université ADH de Genève, afin de montrer notre volonté
commune et notre engagement solidaire pour sauver la Nation Khmère, en exigeant la mise en
place de la "Consultation Immédiate" entre les pays signataires des Accords de Paix de
Paris de 1991, procédure formellement prévue dans ces Accords.
