Whereas, the redevelopment of the Tysons Corner area under the Tysons Corner Urban Center
Comprehensive Plan approved by the Fairfax County Board of Supervisors on June 22,2010, will require
some two billion dollars in infrastructure investment in the next 20 years-the vast majority for
transportation improvements-and billions more in the decades that follow, and,

Whereas, no County poliq, process, entity, or mechanism exists to generate the billions of dollars
required to provide that adequate infrastructure in the Tysons Corner Urban Center, and,

Whereas, commercial propetty owners and developers in Tysons Corner will be the primary
beneficiaries of the planned redevelopment there, and can-if they choose-pass added tax costs on to
tenants, and those tenants can pass their added costs on to their customer and clients, and,

Whereas, private homeowners have no ability to share any added tax burdens with others and,
therefore, added taxes lower their standard of living, and,

Whereas, the Board of Supervisors has established an effective precedent in the creation of a
transportation public facilities recovery plan for the Route 28 corridor, i.e., a 75% to 25% split between
landowners and other funding sources, and,

Whereas, on December 1,2010, the McLean Citizens Association resolved (a) that the Board of
Supervisors establish a public facilities cost recovery plan to cover the required infrastructure, including
but not limited to transportation, and (b) that the public facilities infrastructure cost recovery plan use a
formula similar to that used successfully for transportation in the Route 28 corridor (a 75-25 split
between landowners and other funding sources),

Therefore be it resolved that:

The Reston Citizens Association endorses the Mclean Citizens Association resolution t o establish a
public facilities cost recovery plan that allocates a 75-25 split in funding sources between Tysons
Corner landowners and other county-wide sources respectively as a fair and equitable way t o balance
the costs and benefits in providing the vital infrastructure needed t o support the future growth of the
Tysons Corner Urban Center.
