before, and he’s done them for oth-
er people as a volunteer tax pre-
parer.
But as an aircrewman mechanical

to operating within the Navy. Whether they’re com-

civilian contractor, suggestions and comments are

being of all.
The Commanding Officer Suggestion Box pro-
gram at Naval Base Ventura County does exactly
that.
The CO Suggestion Box allows everyone to give
feedback to the commanding officer. It also provides
the CO with an opportunity to hear everyone’s
voice and take action where it is needed. Anyone
who might be apprehensive of possible consequenc-
es should not be concerned — all comments and

Voicing opinions and providing fresh perspective

“We’re looking to improve processes and imple-
ment ideas,” said Capt. Jim McHugh, NBVC com-
manding officer. “Employees are a great source of
innovative ideas, due to the first-hand experiences
they have in the day-to-day workplace. I encourage
all interested personnel to take advantage of this
option.”
The CO Suggestion Box is simple to use. Just
go to any of the drop box locations at the Warfield
Gym at Port Hueneme, Mugu gym, Navy Lodge,
Beach Motel, PSD and both galleys. Fill out a form
and drop it in the secured box. Anyone can use it.
Next time something of concern crosses your
mind, don’t hesitate to drop it in the suggestion box.

Each summer, all across the county,
summer camps take place for special,
unsung heroes: military children and
youth. Children of deployed military
members have an opportunity to attend
a free summer camp specifically crafted
and developed for their unique life-
style.
Offered by the National Military
Family Association, an organization
dedicated to advocating for the military
family (www.militaryfamily.org), Op-
eration Purple summer camps provide
military kids “a carefree, fun experience
while learning coping skills to deal with
war-related stress.”
Operation Purple camps are fun! Our
military teens and youth have an op-
portunity to experience camp with all
that it includes — activities, events and
experiences. Woven in the fabric of these
camps are opportunities for campers to

dren through Operation Purple.
“My oldest, my son, was able to con-
nect with other teens who also felt the
effects of deployment and specifically
as their new role as ‘man of the house.’
He came home with rich friendships and
a lighter spirit.”
She spoke of one teen daughter who
“wasn’t going to go.” This teen felt the
camp would hold nothing for her.

Barbara. That camp runs from Sunday, July
17, to Friday, July 22, and is designed for
children ages 7 to 13 years old. For more

Operation Purple camps are open to
military children from all branches with-
out regard to rank. Priority is given to
children whose parents are currently
within a 15-month “deployment win-
dow.”
This year Operation Purple will host
40 weeklong sessions in 25 states as well
as Japan. These camps are free to at-
tendees. Transportation costs are the
responsibility of the camper. Space is
limited, so early registration is encour-
aged; however, applicants are chosen
based on deployment criteria, not on a
first-come, first-serve basis.

Take time to celebrate Month of the Military Child
In 1986, April was designated as the
Month of the Military Child, a time when
each branch of the military service recog-
nizes the sacrifices made by the children
of parents who are serving our country
Here at Naval Base Ventura County,
military children are important year-
round. There are many programs and
services in place to support military fam-
ilies with children. The month of April
allows us to highlight these many pro-
grams.
Child Development Centers, Child De-
velopment Homes and Youth Centers are
available for children of all ages. These
programs provide child care and enriching
activities for military-connected children,
ages 6 weeks through 18. All of the centers
are accredited by national accrediting
agencies and offer high quality pro-
grams.
The Youth Centers provide school-age
care for elementary age children and cater
their schedule to the local schools’ sched-
ules. With either a “walking” bus or an
actual bus, children can be taken safely
from the door step of the Youth Center
to the steps of their school.

When teens no longer need child care,
they still need a safe place to “hang out”
and meet other teens. The CYP teen pro-
grams provide highly interactive and excit-
ing teen rooms catered to the interests of
the teens in their programs. Best of all,
teens who are new to the area (or maybe
haven’t even arrived yet) can connect with
teens who are already here and become
familiar with the area through the Navy
Youth Sponsorship Program.
Already planning a soccer season, bas-
ketball season and a kids run, the NBVC



Youth & Fitness Program is off to a racing
start, with many new fitness and sports
programs coming. This program will allow
children to find true enjoyment in sports
and fitness in a safe learning environment
while also learning the fundamentals of
teamwork and fair competition.
Even prior to birth, military children
are taken care of at the Fleet & Family
Support Center. Through the New Parent
Support Program, expectant parents can
find support, knowledge and resources.
Once the baby arrives, a new spectrum of
questions and concerns may arise and New
Parent Support will be there to lead the
parents to the resources and help they
need.
General parenting classes, step-parent-
ing classes and support for families with
exceptional family members lead into an-
other area of support for military children
at the FFSC. When parents seek support
and knowledge, their children benefit.
The NBVC school liaison officer (SLO)
is also available to families with any edu-
cation-related questions. The SLO can
assist families in finding educational re-
sources, such as free online tutoring. Also,

the SLO can guide parents when making
a school related decision. Every school
system is different; therefore, the NBVC
SLO is the person to go to with questions
regarding local schools.
During the month of April, installations
worldwide will plan events and offer op-
portunities to show appreciation to mili-
tary children. It is estimated that there are
more than 1 million children who have at
least one parent serving on active duty.
Here in Ventura County, it is estimated
that there are nearly 5,000 children who
are military-connected.
To show appreciation to those children,
a Kids Day event is planned for April 30,
from 10 a.m. to 2 p.m., at NBVC Point
Mugu.
Please take time this month to recognize
and appreciate the military child in your
life. Their support, sacrifices and contribu-
tions are essential to a healthy military
family.

 Fasting, done properly, helps relationship with God

We are currently in the season of Lent,
which most Christians celebrate. Lent
commenced on Ash Wednesday and ends
for some on Holy Thursday and for others
the day before Easter. It is a recognized
time of repentance, self-denial, sacrifice
and overall Christian growth.
In preparation for the celebration of the
Resurrection of Christ, Easter, we are ex-
pected to be introspective, search our own
hearts and take spiritual inventory. We are
to look within and identify anything we
need to change within our lives that inter-
feres with or hinders our relationship with
God. This is why many choose to fast from
food or something that has demanded
most of one’s time, thoughts and atten-
tion. For example, some give up sweets,
meat and other foods, alcohol, video
games, cigarettes, watching television,
shopping sprees, drinking coffee — and
the list goes on.
Although fasting is an essential part of

Lent, the purpose is to bring one closer
to God. Therefore, an exchange is sup-
posed to occur. When one fasts, the pur-
pose is to give more of yourself and your

while in Afghanistan

KANDAHAR Afghanistan — Seabees from Naval Mo-
bile Construction Battalion (NMCB) 3 assigned to Kan-
dahar consistently maintain a high-quality camp in support
of special operations forces.
These Seabees have been fixing broken doors, leaky fau-
cets and taking care of most anything in the camp having
to do with electrical, plumbing and carpentry work.
Maintaining the camp has been no easy task. In a mat-
ter of four months, there have been more than 60 plumb-
ing repairs, including the replacement of 300 feet of
sewer piping and 100 building repairs.
“I have repaired a little of everything but mostly the
plumbing of the camp,” said Utilitiesman 3rd Class (SCW)
Benjamin Sanders. “I didn’t plan on just doing work re-
lated to my rate [trade skills]. I actually planned on doing
mostly builder type of work, but it is definitely nice to get
so much experience in my rate doing the work that I have
done.”
The Seabees have also used their construction skills to
make life in the camp more organized and comfortable.
“I provide any carpentry work that’s needed in camp,”
said Builder 3rd Class (SCW) Nicholas Emmons. “I have
built about 50 shelves and repaired 50 beds.”

Steel Worker 1st Class (SCW) Teddy Brown has been deployed
to Afghanistan for more than four months, and he has made a
superb impact on military and locals alike during his time in coun-
try.
Brown deployed with Naval Mobile Construction Battalion
(NMCB) 3, but he is currently assigned to the 25th Naval Con-
struction Regiment (NCR) in Kandahar as the bridge program
manager.
“Right now, we’re working on Gen. David Petraeus’ freedom of
movement initiative on the main supply routes for the country,”
said Brown.
He has tasked units with 30 different bridge repair projects since
he has been deployed.
“I’m in the process of mapping every bridge in the country, no
matter what size it is,” he said.
Keeping Afghanistan’s bridges safe and stable ensures freedom
of movement for NATO troops in the country and also helps the
locals with their travel. Safe bridges provide stable supply routes
for military convoys, and they help local farmers transport their
wares from villages to market, often over extremely rough terrain.

“Our No. 1 priority is freedom of movement for commerce and

said. “We asked where she was hurt and
assessed her for trauma and bleeding. Re-
markably, she seemed in pretty good shape
except for her face being very bloody.”
The woman asked the Sailors to call her
daughter, which they did. She arrived
about the same time as the ambulance.
She rode with her mother in the ambu-
lance, while Haag drove the daughter’s

 High school student attends ‘A’ School

following a high schooler’s experience at
“A” School.)
As a 17-year-old high school junior,
Andrew Geer of Oxnard is getting an A-
level education.
For 11 weeks, Andrew, a standout auto
mechanics student at Channel Islands
High School, is attending Construction
Mechanic “A” School, working alongside
24 Navy and Air Force recruits at the Na-
val Construction Training Center, Port
Hueneme, learning the ins and outs of the
engines, power trains, brakes, steering sys-
tems and other critical components of
military and commercial vehicles.
By the time he’s done, Andrew will have
the high school credits he needs plus a
jump start on a vocational school educa-

vantage of a fledgling program that opens
NCTC’s doors to outstanding mechani-
cally inclined high school students. Two
other local high school students are cur-
rently in the program, and two graduated
earlier this year.
“We’re ecstatic about being able to pro-
vide this program,” said NCTC Chief
Construction Mechanic Jeff Bright. “It
helps students to graduate on time with
the correct number of credits, and it can
provide some direction to those who aren’t
sure what they want to do with their
lives.”
“It’s pretty good so far,” Andrew said
during his second week of classes. “We
spent all last week on the cooling system,
the ignition system and the basics of an
engine. The cooling system – I didn’t know
anything about that.”
Safety was also a big part of the cur-
riculum, as was paperwork for the re-

NCTC classrooms from 7 a.m. to 3:30
p.m. Officially, he’s in independent studies,
so he squeezes in English, physical educa-

studying electrical components and bat-
teries, lighting and warning systems, start-
ing systems, electronic ignition, on-board
computer systems and diesel engines.
The second half of the class deals with

tems, plus transmission, drive lines, gear
boxes and brakes.
Andrew’s father, Eric, worked as a me-

Still, it was by sheer accident that he
ended up in auto shop in high school.
“I’d signed up for cooking, but they put
me in auto shop,” he said. “It ended up
being pretty interesting.”
At the start of this school year, Andrew

“I thought they’d all be drill instructors,
yelling and screaming,” he said. “It’s a lot
more relaxed than I thought. It’s also

‘Plank owner’ Miller helped create Mugu

Miller, who was assigned to the brand-new
Naval Air Missile Test Center at Point
Mugu in 1946 — making him a “plank
owner” — died March 5. He retired from
Point Mugu in 1965, then was appointed
technical director of the Pacific Missile
Range, a position he held until 1984.
Bill Cunneen, a retired naval officer who
served as vice commander during part of
Miller’s tenure at the Pacific Missile Test
Center, wrote this story based on a 53-page
transcript of a tape recording Miller made
about his life and career. The transcript
and accompanying photographs are

development and test facility. That group
eventually recommended Point Mugu, a
choice that Congress and the president of
the United States affirmed.
Miller had begun his engineering career
with the Navy’s Bureau of Aeronautics
(BUAER). As a degreed aeronautical en-
gineer, he was immediately assigned to
BUAER upon his graduation from the
University of Minnesota and commission-
ing in 1943, and so he missed combat in

After three years, Miller was transferred
from BUAER headquarters to Naval Air
Station Mojave, where early elements of
the Point Mugu workforce were being as-
sembled. At Mugu itself, facilities were
being prepared for the Oct. 1, 1946, com-
missioning of the Naval Air Missile Test
Center (NAMTC).
Miller’s first assignment was the Gar-

Miller, by now a captain, returned to
Point Mugu as the director of missiles for
the Naval Missile Center (NMC). BUAER
had been succeeded by the Naval Air Sys-
tems Command (NAVAIR), and Miller
was deeply involved in a NAVAIR pro-
gram titled Total Airborne Weapon Sys-
tem Performance Evaluation Program
(TAWSPEP). It concentrated on entire
system integration that included the air-
craft avionics, the missile guidance and
fire control system, and aircrew functions
and interfaces.
Up until then the interfaces were not
sophisticated, but the introduction of the
dual operator F-4 and then the F-14 con-
vinced NAVAIR management that the
entire system required special integration
attention that included testing. This led
to the development and use of special

systems, represented on the PMR as aer-
ial targets. The SITS was owned by the
Navy and used by system and support
contractors Hughes and Grumman.
Flight test was conducted on the PMR,
which required instrumentation and tar-
gets commensurate with the sophistica-
tion of the weapons being tested.
In 1965, Miller retired from the uni-
formed Navy and applied for the senior
civil service position at the PMR. In the
taped interview, he expressed the belief
that a prime reason for his selection for
the range position was that, in his role at
the NMC as director of missiles, his proj-
ects were a major user of PMR services,
and the PMR management believed that
he could improve the relationship be-
tween the NMC and the PMR, particu-
larly because of the increasing sophistica-
tion of the systems being tested. His
selection for this position was controver-
sial among PMR senior civil service per-
sonnel who had been serving in the PMR
and thought themselves highly qualified
for this senior position. In typical Mike
Miller fashion, he won the skeptics over
and was instrumental in improving the
performance of range functions, in at-
tracting new programs to the PMR and
in capturing Defense Department invest-
ment in upgrading PMR capability.
NAVAIR systems were a major source
of testing on the PMR, but the Naval Sea
Systems Command (NAVSEA) was
emerging as another serious contender
for the use of the Sea Test Range, par-
ticularly as the AEGIS Combat System
was being developed. The USS Norton
Sound, homeported at Port Hueneme,
became the testbed for AEGIS capabil-
ity, which has the primary mission of
protecting the fleet from attack by air-
craft and guided missiles and became a
priority demand for testing on the PMR.
This created a split in sponsorship at
Point Mugu between NAVAIR and NAV-
SEA.
Over the next several years competition
between NAVAIR and NAVSEA pro-
grams at the PMR would result in many
scheduling and resource conflicts, with
Miller and the PMR professionals trying
to satisfy competing demands.
The subject of how a major multipur-
pose, multiuser test range is funded be-
came a primary focus for Miller and the

challenges were either
emerging or were
overcome while Miller
was the senior civilian.
PMR management. In the early days of
the NAMTC it was conceived by Grayson
Merrill and BUAER management that a
guided missile test range was needed as
a location where development contractors
could demonstrate the capabilities of
their systems, rather than have each con-
tractor own their own range. This also
provided Navy personnel an early op-
portunity to gain familiarity with emerg-
ing systems and ultimately conduct inde-
pendent testing and suitability evaluation.
By 1962 the use of the PMR had expand-
ed to the point that considering NAVAIR
as the sole sponsor was no longer tena-
ble.
As time went on the Defense Depart-
ment began to accept more responsibil-
ity for the capability of ranges that had
been established by the services to pursue
their own programs, which sometimes
had common goals.
As an example, both the Navy and Air
Force share the common goal of develop-
ing effective air-to-air missiles, although
for different launch platforms. In the
1950s the Navy developed the F-4, which
became so effective that the Air Force
began acquiring their own versions of
the F-4, which did not need to operate
from an aircraft carrier. In parallel, the
Navy had developed the Sparrow and
Sidewinder missile systems, which were
also adapted for all versions of the F-4.
Therefore the Defense Department tried
to determine which service should man-
age the major test facilities for guided
missiles, creating a competition between
the services that persists today and is a
concern for PMR management.
What this illustrates is that the invest-
ment and operating environment for the
PMR is highly complex and intertwined
with other services that include the Army,
the Coast Guard and foreign armed ser-
vices and extend to the Ballistic Missile
Defense Agency. All these management
challenges were either emerging or were
overcome while Miller was the senior
civilian. The PMR is universally recog-
nized as the test facility to use to prove
effectiveness of weapons, partly due to
the leadership of Miller and the dedi-
cated civilian work force.
Miller was the technical director of the
PMR when the Navy decided to collapse
the three major commands at Point Mugu
— the PMR, the NMC and Naval Air
Station Point Mugu. In July of 1975, he
became the acting technical director of
the newly consolidated PMTC under
NAVAIR sponsorship, similar to the
NAMTC structure.
By 1975 the organization at Point
Mugu had grown so much that it was
decided to create a Program Management
Group that would coordinate the various
activities associated with specific pro-
grams. The technical director position
had evolved into a position of oversight
of the emerging technologies that were
being employed and improved. Miller
performed this function until mid-1976
when Thad Perry, formerly technical di-
rector of the NMC, returned from a sab-
batical to assume the position for PMTC.
Miller then resumed his position as tech-
nical director of the Range Directorate.
Until he retired in 1986, he oversaw a
Range Development Department that
was larger than any similar group at any
of the national ranges.

On May 8, 1911, Navy Capt. Washing-
ton Irving Chambers, officer in charge of
aviation, requisitioned the Navy’s first
aircraft from aviator and inventor Glenn
H. Curtiss.
And so was born naval aviation.
That day — along with the birth 60
years ago of electronic warfare at Point
Mugu — was celebrated on Thursday,
March 31, with displays, guest speakers
and a luncheon for more than 400 people
at what is today Naval Base Ventura
County (NBVC) Point Mugu.
“It’s wonderful to be able to celebrate
this here,” said Capt. Jim McHugh, com-
manding officer, NBVC. “A lot of events
have happened here that have been critical
to naval aviation.”

When Cmdr. Allen Blaxton took com-
mand of Fleet Readiness Center South-

Mugu, earlier this year, he knew right away
how to state his philosophy to his Sail-
ors.
“‘A Message to Garcia’” is an essay that
was placed in my inbox (the old-fashioned
wooden kind) after about a week in my
first squadron by our newly-arrived squad-
ron safety officer,” he said. “Little did I
know the impact this essay, which indel-
ibly etched a mindset that I try my best to
emulate daily, would have on my career

Who knew a simple story could hold such
insight on idea of being a successful per-
son.
The story takes place in the late 19th
century during the American conflict with
Spain. In the beginning of the story, the

been a very frustrating and confusing time
in my young career. It’s always tough to con-
stantly be wrong and always accept criticism
without being resentful. Today, specifically
I have been having a tough time because I
feel that I am doing quite well yet I feel that
it’s either underappreciated or neglected or
the praise was given to the next higher up
than me. And I wanted more than anything
to just give up and go into a corner and cry.
But I read “A Message to Garcia” and real-
ized that it’s not always about me or my
praise or what I need. And it shouldn’t al-
ways have to be that way. Yes, everyone de-

serves to be praised when they are doing what

Garcia” is that it’s always best to give it your
all. You should always work to the best of
your ability even though you’re mad because
you feel as if you are always messing up. If
every person took it upon themselves to give
it their all in all times the world would prob-
ably go a lot smoother. And if any military
branch took it upon themselves to execute
any order that they were given, even if they
had no idea the reason, then there would
probably be a lot less “oops” and a lot less
“my bad’s.” And we should try to eliminate
as many mistakes as possible.
Rowan’s character in this article is exactly
how I want to be in my naval career. Rowan
was a man that under no real instruction did
exactly as he was asked. He went out and did
that job even though it was a huge risk to his
life and was a task that at first seemed quite
impossible. If I can strive to always do my
best and do as I am instructed no path that
I attempt will every come out the way I do

not wish. Rowan is a person that is hard to
find in society. Everyone wants to rebel, re-
sist, or do something they feel is better. I may
fail at times to be the way Rowan was but if
I constantly am fixing myself I will be better
than doing nothing at all.
Yes, I believe that it would be in the best
interest to follow all orders without gripe or
complaint. But it is also the responsibility to
our leaders to be sure that each and every
order that they issue is just and in the best
interest of the Navy. Any unconditional obe-
dience must come from an unconditional
command.
I want to strive daily to be the best Sailor
that I can be. I just hope that all my fellow
Sailors will join me in this task and strive to
be the best that they might be themselves. It
is up to all of us to do our best as well as
hold all other people accountable to be the
best and do their best as well.

The story of “A Message to
Garcia” is a very unique one,
given the fact that the story was
written in less than an hour after
the author’s son, Bert, comment-
ed at the dinner table on Wash-
ington’s birthday in 1899. The
story is about Rowan who took
initiative to deliver a letter to
Garcia; he was a general in the
Cuban army. Garcia took com-
mand of the rebellion against
Spanish rule. Years later the
Spanish-American war started.
At this time President McKinley
composed a message of support
to Garcia, and was advised that
a U.S. Army officer named Row-
an could be relied upon to de-
liver the message. Rowan ac-
cepted the task without
questioning it; he completed the
mission that contributed to the
eventual outcome of Spain’s de-
feat.
Rowan took initiative to de-
liver a letter to Garcia. To reflect
on this it is important to under-
stand what is initiative. Accord-
ing to Hubbard (1899), initiative
is doing the right thing without
being told. But next to doing the
thing without being told is to do
it when you are told once. Simi-
larly personal initiative is defined
as the individual’s taking an ac-
tive and self-starting approach
to work, and going beyond what
is formally required in a given
job (Lantz & Andersson, 2009).
A lesson that I learned years ago
was to have pride in your work;
the story also states that a man
who does his work when the boss
is away is to be praised. People
do not always get recognized or
rewarded for a good perfor-
mance, but having satisfaction
and pride in oneself’s work pro-
vides a satisfaction that cannot
be purchased with money.
On the other hand, the story
describes different categories of
people. It stated that we have fel-
lows who will not do the right
thing even when someone goes
along to show him how to do it.
Initiative is important. Some
take initiative to do more and
some do not. Proactive behavior
is defined as “taking initiative in
improving current circumstanc-

es or creating new ones; it in-
volves challenging the status quo
rather than passively adapting to
present conditions” (Lantz &
Andersson, 2009). Society is one
long, anxious search for just such
individuals. The story makes it
clear why this attitude is cher-
ished and needed in every work-
place.
Rowan accepted the task with-
out questioning it. This type of
attitude and behavior has re-
warded many people including
myself. The story is a good re-
minder that not everyone gets
recognized or rewarded for their
actions nor should they be ex-
