I. SITUATION OVERVIEW:
• Tropical Storm "BEBENG" has weakened slightly as it made 2nd landfall
over Northern Casiguran, Aurora
• Location of Eye/Center: At 10:00 AM today, the center of TS “Bebeng”
was estimated based on satellite and surface data at 80 km South
Southeast of Tuguegarao City or 55 km North Northwest of Casiguran,
Aurora (16.8°N, 122.10°E)
• Strength: Maximum sustained winds of 75 kph near the center and
gustiness of up to 90 kph
• Movement: Forecast to move North Northwest at 15 kph
• Forecast Positions:
Tuesday Morning - 90 km Southwest of Basco, Batanes
Wednesday Morning - 240 km Northeast of Itbayat
Thursday Morning - 580 km Northeast of Itbayat

Regional Weather Situation
Region I
• Ilocos Norte and Ilocos Sur are experiencing cloudy skies while La Union and
Pangasinan have fair weather
Region II
• Isabela, Nueva Vizcaya, Quirino, Batanes and Cagayan are experiencing
cloudy skies with intermittent light rains
Region III
• Aurora (Public Storm Signal No. 2), Nueva Ecija (Public Storm Signal No. 1)
and Tarlac are experiencing cloudy with normal winds while Bataan and
Zambales are experiencing cloudy with intermittent moderate rains. Pampanga
and Bulacan are experiencing cloudy with light to moderate winds

Region IV-A
• Batangas and Laguna are experiencing cloudy skies with scattered
rainshowers while Cavite, Rizal and Quezon (Guinayangan, Infanta and
General Nakar) are experiencing rainy weather
Region IV-B
• Occidental Mindoro, Oriental Mindoro and Marinduque are experiencing
cloudy skies while Romblon and Palawan have fair weather
Region V
• Region wide is experiencing light to heavy rains
Region VIII
• Regionwide is already experiencing fair weather condition

CAR
• Ifugao is now experiencing cloudy skies while Apayao and Kalinga are
experiencing cloudy with light to moderate rains. Abra, Benguet, Bagui City
and Mountain Province have a fair weather

Status of Strandees (Details on Tab A)


• Ferry services to and from Romblon and from the port of Lucena to
Marinduque have resumed as of 3:00 PM, 8 May 2011. Hence, status of
strandees decreased from 9,327 persons to 663 persons

II. EFFECTS
A. Incidents Monitored
Region III
• A tornado occurred in Calumpit , Bulacan on May 7, 2011 with forty-one
(41) houses damaged: 4 Totally and 37 partially

Region V
• Flooding incidents occurred in San Fernando; Ticao, Masbate and Libon,
Albay (Brgys. Sta. Cruz, San Agustin, West and East Carisac, Paklas Zone 4,
Bulusan, Quigasang, Burabod, San Isidro, Bonbon) and Brgy Daguit , Labo
and Brgys Guinacotan, Mancayo and Linaugan
• Landslide incidents occurred in Brgy. Somol-ot, Casiguran, Sorsogon, Sitio
Acasia, San Jacinto, Masbate, and Balatan, Camarines Sur
• MDRRMC Bulan reported that a motor banca with 2 fishermen on board
capsized on 07 May 2011
Region VIII
• Flooding occurred in the municipalities of Northern Samar namely Lope de
Vega, Catarman, Mondragon and Rawis
• Landslide and erosion occurred along Lapinig to Arteche Road Northern
Samar

• Landslide occurred in Brgy Nadonghulan, Ormoc City on 07 May 2011 at
8:00AM, wherein affected residents of six (6) barangays were evacuated to
Brgy Hall of Alta Vista

NCR
• Landslides occurred in NHA Bilibid Housing Muntinlupa and Batasan
Hills, San Mateo Road, Quezon City
• Flashflood occurred along Alabang Riverside, Muntinlupa with one (1)
house swept away flood

B. Status of Lifelines
1. Roads and Bridges Condition (Details on Tab B)
• As of 12:00 NN, 9 May 2011, five (5) roads are still impassable namely:
San Jacinto Road in Masbate, Daang Maharlika in Camarines Sur, all in
Region V, and Lope de Vega to Catarman, Calbayog to Catarman Road,
and Brgy. Somoge, Catarman in Nortehrn Samar, Region VIII
2. Power interruptions
• Some municipalities in Northern Samar have no electric power
• Albay, Sorsogon, Catanduanes and Camarines Sur have power
interruption/on and off power supply
• Marinduque - province-wide power interruption - power restored
• Las Pinas, Rizal – power interruption was reported in some areas on 08 May
2011, power was soon restored on the same day
3. Water Facilities
• DOH will deploy water filtration system in Polangui, Albay
4. Communication Facilities
• Telephone lines are down in Camarines Sur and Albay
5. Dam Monitoring
• As of 6:00 AM, 9 May 2011, three (3) dams opened their gates, namely:
Ipo Dam (101.00 overflow), La Mesa Dam (80.15 overflow), and Binga
Dam (.3m/gate)

D. Population Affected/Evacuated (Details on Tab D)

A total of 21,320 families / 111,473 persons were affected in 150


barangays of 17 municipalities, 5 cities in six (6) provinces, namely
Albay, Camarines Sur, Camarines Norte, and Masbate (Region V); Leyte
and Northern Samar (Region VIII); and Metro Manila (Muntinlupa City)

B. EMERGENCY RESPONSE
AFP
• The 901 Bde in Region V deployed resources to assist disaster operations in
Albay
• The Philippine Navy Naval Forces Southern Luzon (NFSL) assisted in the
evacuation of affected population in Libon, Albay utilizing one (1) M-35 truck
with personnel
DSWD
• The disaster Response Operations Monitoring and information Center
(DROMIC) is closely coordinating with the DSWD-FOs concerned to obtain
significant effects of TS Bebeng
• Provided food assistance to the stranded passengers worth
PhP132,575.00: LGUs of Bulan PhP7,576.00 and DSWD Matnog
PhP125,000.00
PNP
• The Highway Patrol Group (HPG) of the Police Regional Office (PRO) 5 in
coordination with DPWH and LGU conducted clearing operations at
Maharlika Highway in Brgy Ubaliw, Polangui, Albay which was temporarily
closed due to a fallen tree
• Directed Regional Offices of Highway Patrol Group in PROs 1, 2, 3, 5, 8 and
COR to coordinate with local DPWH and private construction companies for
the availability of two trucks and wreckers for clearing operations of major
thoroughfares and highways
• Coordinated with Regional Offices of the PNP Health Service in PROs 1, 2,
3, 5, 8 and COR for possible medical operations in coordination with other
concerned government agencies
• PRO 8 deployed four (4) SAR teams from PRO Northern Samar and
provided assistance in evacuating the residents of flooded areas in
Lope de Vega, Las Navas, Catubig and Catarman
• Police Office Ormoc City dispatched five (5) SAR teams and assisted in
the evacuation of residents in Brgys Alta Vista, Libertad, Licuma and
Tambulid, Ormoc City affected by landslides
• PPO Western Samar dispatched two (2) SAR teams to assist in the
evacuation of residents in the flooded areas in Brgys La Paz and
Mangcol, San Jorge
• HPG Personnel in Region V assisted DPWH and LGU workers in the
conduct of clearing operations along the Maharlika Highway in Brgy
Ubaliw, Polangui, Albay and provided police assistance to the
motorists and commuters in flood-stricken areas in Regions 5 and 8
• PPO Albay dispatched eight (8) SAR teams to the flood-stricken areas
in Camalig, Jovelllar , Ligao Polangui and Libon and assisted in the
evacuation of residence
• PPO Camarines Sur assisted the motorists and commuters in the
flooded areas of Iriga, Balatan, Bula and Baao
• PNP Maritime Group deployed personnel at various ports and assisted
port authorities in enforcing order for the cancellation of sea travel
and provided police assistance to the to stranded passengers

DOH
• Has pre-positioned stockpiles of medicines and medical supplies at
Central Office ready for possible augmentation if needs in Regions V
and VIII arises
PCG
• PCG Unit Commanders in the area are still closely monitoring and
rendering assistance in coordination with local port authorities and
shipping companies to ensure the security and safety of stranded
passengers and vessels
DPWH
• Conducted clearing operations at the landslide area in Sitio Acasia , San
Jacinto in coordination with LGU

C. REGIONAL INITIATIVES
Region II
• OCDR2 coordinated with PDRRMC Nueva Vizcaya, Quirino, Isabela and
Batanes to monitor any possible effects and alerted the residents living in
mountainous area for possible landslides and flooding
• DSWD 2 SWAD teams were advised to work closely with respective
PDRRMCs and stockpile of food, used clothing and standby funds are
available for possible augmentation
CAR
• Alerted all its Emergency Response Groups and continuously provided
weather information to PIA-CAR and local media to assist the regional
council in the dissemination of weather and warning advisories
• OCD-CAR skeletal force is on Alert Status
NCR
• Disseminated severe weather bulletin to LGUs and other concerned offices
via sms and fax
• Task Force Delta of OCD-NCR has been activated
• LGUs and Civil Defense Action Group (CDAG) are monitoring the situation
in their respective AOR and pre-positioning standby assets for immediate
response operations

RDRRMC - V
• OCD-V is placed on heightened alert to continuously disseminate weather
updates to all RDRRMC member agencies, Action Officers, LGUs, and local
media to effectively ensure public safety; continuously coordinate with
BICOL PCG District regarding updates on stranded passengers and
vehicles; and with the LGUS for the weather situation in their AORs and
other incidents monitored in connection with TS Bebeng
• Coordinated with RDRRMC Response Teams re preparedness measures in
connection with TS Bebeng
• Philippine Navy NFSL alerted its Disaster Response Teams
• RD, OCD-V has provided media interview in connection with the latest
update on Tropical Storm Bebeng
• DOH personnel in all government hospitals are on alert status to respond
to any disaster -related cases

• NFSL assisted in the ongoing search and rescue operations and ongoing
relief assistance in Libon, Albay

PDRRMCs
Albay
• Advised barangays along the eastern seaboards to closely monitor rainfall
rate and prepare countermeasures including evacuation of residents near
steep slopes for landslides and low lying areas for flashfloods. SAR teams
were placed on alert status
• Disseminated guidelines on movement of vessels during heavy rainfall to the
maritime community. No sailing at sea especially for small sea craft and
fishing vessels. Coastal barangays to closely monitor and prepare against
possible storm surge
• Conducted pre-emptive evacuation of 13,392 household with an estimated
63,964 population in 152 Barangays in coastal areas of the eastern
seaboard; evacuation of families living in houses made of light materials and
those living close to the shore and in the lahar zone of Legazpi, Daraga,
Camalig, Sto. Domingo, and Guinobatan with an estimated population of
7,546 families /34,533 persons in 69 brgys
• PSDWO was ordered to prepare the relief goods for the evacuated families
Camarines Norte - continuous monitoring and stockpiling
Camarines Sur – closely monitoring the east coast areas
Catanduanes – closely monitoring landslide prone areas
Sorsogon – activated SAR and monitoring teams especially around the
area of Bulusan Volcano

RDRRMC - VIII
• CO 19IB, 8ID, PA troops proceeded to Libertad to assist CDRRMC
personnel in the conduct of evacuation
• Continuously disseminates weather bulletins and advisories to the members
of the RDRRMC and local DRRMCs
• Coordinated with PCG to preposition rescuer boats to their office
• CDRRMC Tacloban activated its disaster operations center and warned
coastal and mountain side barangays to take precautionary and pro active
measures
• City Engineering Office of Tacloban immediately cleared the debris along
the city streets/highways
• RDRRMC is continuously monitoring the critical areas and disseminating
weather advisories

AGENCIES’ PREPAREDNESS MEASURES

PREPAREDNESS MEASURES UNDERTAKEN


• NDRRMC-OPCEN has been continuously disseminating NDRRMC Advisory
on Tropical Storm “Bebeng” to all regional centers through SMS, facsimile and
NDRRMC website for further dissemination to their respective local disaster
risk reduction and management councils from the provincial down to the
municipal levels
• NDRRMC OpCen was put on blue alert status effective 8:00AM, 07 May 2011
• PCG Commandant directed Coast Guard Districts in Central Eastern Visayas,
Southern Tagalog and Bicol to ensure high state of preparedness of disaster
response assets and to closely coordinate with PCG Auxilliary, PDRRMCs,
LGUs and media in information dissemination to warn/recall fishermen

Armed Forces of the Philippines (AFP)


• Sent out advisories to CENTCOM, NOLCOM, SOLCOM, NCRCOM, and
major services as early as 6 May 2010; issued warnings for sea travel and
flood prone areas; prepared DRTUs; liased with NDRRMC Operations Center,
prepositioned forces; and placed OPCON DRTUs to CENTCOM, NOLCOM,
SOLCOM and NCRCOM
• The 901BDE in Region V placed two (2) trucks and two (2) squads with one
squad composed of ten (10) personnel and the other five (5), were placed on
stand by at the SOLCOM building, Camp Ola
• TOG-PAF has one (1) team with one (1) troop carrier KM-450 on standby in
Region V
• The 802nd Brigade, 19IB, and SID of the PA extended assistance to the
affected areas in Region VIII
• Deployed two (2) M-35 trucks to be deployed to Ligao City in Region V to haul
rice for relief operations of APSEMO

Philippine National Police (PNP)


• Placed the Regional Offices of the PNP Maritime Group in PROs 1, 2, 3 and 5
on alert status and ensure availability of respective watercrafts for possible
dispatch in water search and rescue operations
• Directed all PROs expected to be hit by typhoon Bebeng to undertake
precautionary measures and to submit regular situation reports to the PNP
National Operations Center. Likewise, they were directed to coordinate with
their respective RDRRMC and PDRRMC for other preparations
• Placed the PNP Special Action Force (SAF) Search and Rescue (SAR)
Company based in Bicutan and in Subic on standby alert for SAR
deployment
• Highway Patrol Group (HPG) personnel are placed on alert to assist and
conduct traffic directional control and advisory to motorists in coordination with
local DRRMCs

• In Region V, two (2) vehicles (Hilux patrol car and SKW Truck) were placed
on standby at the Public Safety Office, Camp Ola, Legazpi City with one (1)
section composed of two (2) teams of 8 personnel.
• Prepositioned their search and rescue equipment in Region V

Philippine Coast Guard (PCG)


• Placed on heightened alert all Coast Guard Districts, stations, and
detachments in Central and Eastern Visayas, Southern Tagalog, and Bicol
Region
• Placed the Deployable Response Group of respective CGDBCL
stations/detachments in coordination with PCGA DRG,
RDRRMC/PDRRMC/MDRRMC on stand-by status ready for any possible
dispatch
• Coordinated with Tri-Media for widest dissemination of latest bulletin for TD
Bebeng
• Advised shipping companies, motorized banca owners/operators, fisherfolks,
and coastal barangays to take precautionary measures and not to venture at
sea until the weather returns to its normal condition
• PCG of Matnog and Bulan, in coordination with corresponding LGUs,
provided meals to the stranded passengers aboard PPA terminals
• CGS Sorsogon in coordination with PDRRMC Sorsogon is closely monitoring
Mt. Bulusan’s 8-km PDZ.
• CHS Albay together with Albay PDRRMC/PHIVOLCS are closely monitoring
Mt. Mayon PDZ on the effects of continuous rains that may result to
flashfloods and landslides
• Coast Guard Station in Romblon had already cancelled trip from Romblon to
Azagra Pier, San Fernando and from Batangas to Romblon

Department of Health (DOH)


• DOH-HEMS alerted its coordinators in the six (6) provinces of Region V;
sent memorandum to all directors of Centers for Health Development (CHDs)
affected; coordinated with CHD V RHEMS coordinator; and continuously
coordinate with PAGASA. Code white alert is activated in all CHDs affected
including Metro Manila

Department of Social Welfare and Development (DSWD)


• Prepositioned PhP3.38M standby funds and PhP32.41M worth of relief
supplies in all DSWD-Field Offices along the typhoon path, amounting to
PhP35.79 M

Department of Public Works and Highways (DPWH)


• Prepositioned all its available assets in Region V
