II. EMERGENCY RESPONSE

 NDRRMC-OPCEN has been continuously disseminating NDRRMC Advisory on


Typhoon “JUAN” (MEGI) to all regions through SMS, facsimile and NDRRMC
website for further dissemination to their respective local disaster risk reduction and
management councils from the provincial down to the municipal levels
 NDRRMC OpCen was put on blue alert status on October 15, 2010 and on red alert
status on 17 October. All member agencies sent their representatives on 24-hour
duty at the NDRRMC OpCen
 Satellite phone earlier donated by the European Union (EU) thru Telecom Sans
Frontier had been activated for use in case of local communication breakdown
 The NDRRMC member agencies met early this morning to discuss the preparedness
measures undertaken in anticipation of the expected landfall in the mainland:
 Activated WASAR capabilities in Metro Manila in case needed within NCR or for
deployment to Northern Luzon.
 AFP Reservists mobilized with a contingent assembled in Camp Aguinaldo
 Should the effects of the typhoon go beyond the country’s capability to respond, the
ASEAN, under the terms and obligations of the ASEAN Agreement on Disaster
Management and Emergency Response (AADMER), will be requested for assistance
first before an appeal may be made to the international community
 In view of the expected increase of the rainfall intensity of Magat watershed
within the next 24 hours, DOST-PAGASA recommends that power generation
of Magat Dam be maximized before any impending releases from the spillway
as part of flood control protocol and will provide updates on time of water
release from the spillway should the situation warrants

III. PREPAREDNESS ACTIVITIES

A. NATIONAL

 Armed Forces of the Philippines (AFP) - has 2,003 units of response assets
deployed in northern and central Luzon broken down as follows:

 Philippine National Police (PNP) implemented its Disaster Risk Reduction and
Management Plan (LOI 35/10 “SAKLOLO REVISED”) and declared full alert for the
entire of Luzon area

 Philippine Coast Guard (PCG) placed all Coast Guard districts, stations and
detachments in Luzon on heightened alert and deployed floating/air assets and
Special unit Teams in various PCG Districts

 Bureau of Fire Protection (BFP) - heightened alert status of all its units and deployed
manpower, logistics and rescue equipment

 Department of Social Welfare and Development (DSWD) deployed 576 Quick


Response Teams (QRTs), 183 Social Welfare and Development (SWAD) Teams and
3,073 volunteers for warehousing and stockpiling of Food and Non-Food Items
(NFIs); prepositioned 18,147 family food packs worth PhP2,915,906.05, other food
and non-food items (NFIs) worth PhP121,980,854.25 and standby funds in the
amount of PhP 2,827,456.23 in Regions I, II, III, IV-A, IV-B, V, NCR and CAR and at
NROC/CO;
Other strategies: Partnership with NFA for rice requirements to be withdrawn at
NFA Provincial Warehouse nearest to the affected areas; local purchase of
emergency relief supplies utilizing prepositioned standby funds at the regional
levels; partnership with the private sector thru their social corporate
responsibility (CSR) arms like Air 21, SM and Petron Foundations, SMART
Communications for drop-off points, handling, hauling of relief supplies and
other requirements during relief operations.
As of reporting time two cargo trucks are on standby ready anytime the
airlifting starts. There are 2,000 family food packs loaded to a cargo truck at
NROC and repacking is still on going.
P2,000,000 worth of additional standby funds for CAR (Php500,000), Region I
(PhP500,000) and Region II (PhP1,000,000 was allocated in preparation for
relief operations for Typhoon Juan.

 Department of Health (DOH) – alerted ambulance, medical teams; regional offices


and hospitals nationwide and CHDs prepositioned drugs, medicines and medical
supplies at the provincial level

 Philippine Red Cross (PRC) has stand-by equipment for water search and rescue
(WASAR) (rubberboats), (medical) ambulances that could go to priority areas, can
serve 5,000-6,000 families with non-food items (NFIs) during emergency; with water
treatment plant; properly maintained portalets in evacuation centers with hygiene

promotion; educated residents on the proper use and maintenance of emergency pit
latrines

 Department of Education (DepEd) has alerted its QRTs in its regional offices and
advised its Regional Directors to announce today, 17 October 2010 on the
suspension of classes for tomorrow and ensure that the classes of children in areas
likely to be affected will not be disrupted

 Department of Interior and Local Government (DILG) issued advisories to their


Regional Offices last Friday advising all LGUs to coordinate with their respective DRR
operation centers

 National Grid Corporation of the Philippines (NGCP) activated its command centers
nationwide and continue to coordinate with PAGASA for the typhoon track; make
sure that canals and drainages are clean and clear; and ensures that all telecom
facilities are made available at all times; and its contingency plans (CPs) are in place

 Department of Agriculture (DA) activated all DA Command Centers and monitored


the availability and prices of basic goods/commodities The National Food Authority is
ready to provide and make the supply of rice available

 Department of Public Works and Highways (DPWH) deployed its equipment and
personnel at the critical road sections and as per assessment, all roads within
regions 1, II, III and CAR are still passable to all types of vehicles

B. REGIONAL

 OCD Regional Centers I, II, III, IV-A, IV-B, IV-B, VII, VIII, CAR and NCR are on Alert
Status; continuously disseminating weather bulletins, flood advisories and gale
warnings to respective local DRRMCs; closely coordinating with PDRRMCs and
M/CDRRMCs in low-lying areas and near mountain slopes; prepositioning of
response/search and rescue assets (personnel, equipment, logistics and relief goods)
for possible evacuation and relief operations; and conducting meetings with
respective Regional and Provincial DRRMCs members for preparedness measures
and actions to be undertaken

Region II

 PDRRMC Cagayan established three (3) Advance Command Post manned by


Rescue 29, PNP, PGSO, PEO and PSWDO; PSWD prepositioned 5,000 family
packs of food commodities and 1, 000 packs of used clothing at the different
Command Post; activated medical teams of Provincial Health Office; and Provincial
Engineering Districts prepositioned earth moving equipment in landslide prone
areas

 PDRRMC Isabela prepositioned resources including organized rescue units ;


PSWD prepared 2,504 packs of food and non-food items for stand-by; Provincial
and district Hospitals are readied with manpower and supplies; and 10 dump trucks
are readied with gas and driver for possible evacuation
