The hunter will know the pain only when the arrow hits him : Kunhalikutty
Jun 14 - Sharply reacting to former Chief Minister V.S.Achuthanandans allegation that he was being victimised by the new government, Kerala Industry Minister and IUML Leader P K Kunhalikutty said, While hunting, the hunter does not know the pain suffered by the prey; The hunter will know the pain only when the arrow hits him. Kunhalikutty denied the allega tion and said he was not aware of any such action by the then new government against the former chief minister. I was hunted, especially in the last one year of the previous Left government, by then chief minister V.S. Achuthanandan whose only aim was to trap me as an accused in a case and despite his best efforts which continued even after the last assembly polls, he failed to do so. And it was this clandestine operation which led to voters reaction in favour of us and we came out successful, said Kunhalikutty while addressing a Meet-the-Press Programme, organised by the Press Club here.
Thiruvananthapuram,
Minister indicated that the UDF government was preparing for a major shift in industrial deve lopment priorities, with emphasis on employment generation rather than promoting manufacturing industries. Basic structure of this policy had been laid out in the UDF manifesto and the government proposed to carry this concept forward. Development will focus on setting up environment-friendly industries that are suitable for the State, he said. With regard to State-owned public sector undertakings, he said the emphasis would no more be on privatisation. The PSUs would be strengthened with the overall social objectives in mind. He did not propose to bring out a White Paper at this point of time
but would conduct a review of the functioning of the PSUs under the auspices of the Reconstruction and Internal Audit Board under the Industry Department. He said there would be a general policy related to concessions and subsidies available to prospective investments in the industrial sector. The focus of the IT sector would be on industry promotion and e-governance. The State had lost a major opportunity in the last five years sitting on projects like Smart City by Previous LDF Government. When asked whether the agreement signed by the previous LDF government in their last days with the Smart City promoters would be reviewed, he said the government would like to hear the current position of the promoters at a meeting proposed on June 23. Kunhalikutty, who holds the Urban Development portfolio, identified solid waste management as a major challenge. He would rather give more responsibilities to
local bodies in relation to proposing industries, with the government giving the guidelines. This would ensure local-level participation in the development process and help the State avoid those proposals that were unsuitable. When asked wheather the e-governance initiatives of the LDF government would be reviewed, Kunhalikutty admitted that e-governance proposals had run into several problems. For example, the Information Technology Mission, which had been run with bare minimum employees, was now overstaffed, while the functioning of Technopark had gone out of the hands of the State government. Referring to cases in which prospective apartment owners were cheated by builders, Kunhali kutty said that the government would hence forth verify the status of the builders prior to issuing sanction. In response to a question on whether the IUML would have a fifth slot in the Cabinet, Kunhalikutty expressed confidence that the issue would be amicably settled through discussions.
readers. I intend to analyze the criticism made on the IUML and its leader Prof:K.M.Khader Mohideen. I spent 40 years in IUML out of 55 years of life. I have been serving in the party Head Quarters and serve as the party propaganda secretary.I also serve as the News Editor of the community daily Manichudar. Above all I remain as a critic from my school days.I do not hesitate to state what is right and what is wrong. I therefore solicit all those who criticized the party leadership and all those who read such criticism to read my analysis with patience and ponder over it. The strength and Weaknesses of IUML
The weakness of the party is that it has not publicized its achieve ments and has not advertised them in the media. The main allegation being that the party does not deal with muslim problems and it has no basic programme for the same. But this allegation is against the truth.
All problems brought to the notice of the party were attended to promptly. But the party did not bring out wall posters to blow its own trumpet. The other allegation being that the party has no functional programme to attract the youth. After the demolition of Babri Mosque a tremendous change took place in free India. People exploited the emotion of the muslim youth for their self aggrandizement, floated organizations, collected funds and amazed wealth. Emotionally incited youth lost their prime youth, they were driven to jails and their families were destroyed. (to be continued...)

fundamental flaw. Infrastructural drawbacks will solve themselves once this basic flaw is remedied. Let the nation place its future in the hands learned people rather than in the hands of the political ignoramuses. All other flaws will then takes care of themselves. Western approach to Education The so-called global explosion of knowledge is a vastly exagg erated description of the tech nological advance in the area of communication. For one thing, this lopsided emphasis on technology is an essentially capitalistic one, where speed and efficiency outweigh any human consideration. The Indian eths or, for that matter, the ethos of any religion would find it against its grain. Perhaps this basic inhumanity of modern technology is the reason why the East has lagged in technological progress. In that sense, keeping out of the sphere of this global explosion is not a fault. However, our potential is being exploited by the developed world to which there is a torrential brain drain There are also leaders here who Karnataka have been claiming that India is a forerunner in the IT race. This claim is factually wrong. For instance, Andhra Pradesh is said to have spend Rs.350-400 crores on IT publicity alone, at a time the whole state was reeling under drought, and farmers in total penury were seeking refuge in suicide. Although IT does offer a lot of job opportunities and business, its importance has been grossly overestimated. In the world software market, Indias share is a mere 1.5 per cent. Education may improve the situation, but it is a pertinent question whether is a pertinent question whether upsetting our true priorities in favour of a western approach would ultimately benefit us? Commercialisation of Education Education is a field which can be approached in either of two ways. One, it could be seen as an investment in future, a human investment in future, a human
investment and not a financial one, which will yield returns over a period of time. These returns too are not quantifiable in monetary terms. In this sense, imparting good education to young generation is the responsibility of the whole society, and it is the only guarantee for a prosperous state in the future. Commercialization of education will run counter to this concept. That in fact is the second
BJP HRD Minister way to approach education. It will free the state not only from the obligation of investing in education, but also from the possibility of reaping benefits from it. It is thus very undesirable. Commercialisation is tantam ount to surrendering the futu re of the country to vested inter ests. However, privatization need not necessarily lead to commer cialsitaon. Unless it does so, there is surely no harm in private ventures providing education. It will indeed insulate the society against the evil effects of state monopoly. Privatization is both inevitable and desirable, while commercialization is neither. The threat of communication is certainly real. History is being rewritten astrology introduced as a university course, and the educational structure from primary level to the research level given a new partisan orientation. Funds are being rechannelised to feed this communication. The recent changes in syllabi speak of partisan agenda in education. Many portions were censored. The process through which the objectionable paragraphs were removed was gross. It was planed by Minister the then HRD planned Murali Manohar Joshi who

presented and implemented in a bad way and shouted down before it could get a fair trail. Its basic student-centred approach militate against the traditional orientation of the teachers, parents and government. Besides, it was seen to be part of a foreign-aided scheme. It got very bad publicity and the government was not able to sell the idea by convincing the people. It was also defeated by the fact that only minuscule part of the teaching community was given proper training and motivation to implement it. The general failure of our educational system also created anxiety among the parents and they were not willing to risk the future of their children in a programme that was being executed by an insincere political leadership and incompetent educational structure. Although the implementation left many things to be desired, the concept of child centred education was basically very sound. Instead of discarding the whole thing it would have been better to preserve its concept and improve its implementation, with due consideration given to parents concerns. Education free from politics A better educational system is possible only when it gets liberated from political interests. But unfortunately education is getting more and more politicized. Centralized educational system should go, leaving space for diversification and decentralization. And jobs should be de-linked from university degrees, so that employers who wish to test job seekers do not depend on the highly unreliable universities. Jobs should be earned by candidates who pass the respective test.

Urdu is the mother of Hindi
New Delhi: Jamia Millia Islamias dept of Hindi organized Devdas Gandhi Memorial lecture on 21 Dec.2010. Speaking on this occasion, Rajendra Yadav, noted Hindi author and editor of Hans, said that normally Urdu is called younger sister of Hindi, but the fact is otherwise as Urdu Is the Mother of Hindi,or at least elder sister of Hindi. He said that if we study the earliest literary works of Hindi, these can be called neither Urdu nor Hindi. In support of this he talked about the works of Insha Allah Khan Insha,Mullah Wajhi and Wali Dakkhini. He said that it would not be wrong to say that Urdu and Hindi are one and same language, with the difference that Hindi to a large extent has been influenced by local dialects whereas Urduwalas avoided this, adding that the history of Urdu literature is four or five centuries old. Speaking about the talk of change of Hindi script, he said that because of SMS, Hindi and Urdu today are being written on a large scale in Roman script, instead of Devnagri and Persian scripts. He said that because of modern techniques their exists the possibility of a great change in matters of script. He said that cinemas role has been very powerful in the propagation and popularization of Hindi. He said one of the characteristics of West has been that there is no tradition of discouraging different ideologies and theories. Rather effort is made to encourage them but this is not the case in India.Whether it is science, literature or any other field of knowledge,we are always indebted to West and that is why we have a very small number of original theorists, ideologues and thinkers and more of copycats because of which almost our entire Indian literature is a copy of the West. He said that Urdu and Hindi literatures should give up this habit of copying the west and only then the survival of any language can be guaranteed. Devdas Gandhi was the first Hindi teacher of Jamia Milia Islamia who was sent by Gandhiji to teach Hindi at the Jamia and hence the significance of this lecture in his memory.

It is clear that though justice in Sadiq Jamais case in the earthly court might be delayed [or even denied ] but the Divine Court gave a quick verdict . The officer suffered one disease after another culminating in blood cancer . Other officers too are extremely disturbed and have begun visiting innumerable dargahs .
that is the death penalty . A bench comprising of justices Markandey Katju and Gyan Sudha Mishra said that if any case of fake encounter is proved against policemen in a trial then they must be subjected to the death sentence while treating it as the rarest of rare cases. The bench said, The encounter philosophy is a criminal philosophy, and all police men must know this. Trigger happy policemen who think they can kill people in the name of encounter and get away with it should know that the gallows await them. The bench also observed that fake encounters are brutal murder by those who are supposed to uphold the law. Crime committed by an ordinary man deserves ordinary punishment but if it is committed by policemen then a stringent punishment should be given because their act can be said to be in contravention of their responsibility and duty. If a policeman is given an illegal order by any superior to do a fake encounter, it is his duty to refuse to carry out such an illegal order otherwise he will be charged for murder and if found guilty sentenced to death. The supreme court made this observation while rejecting the bail plea of Mumbai policemen involved in the fake encounter at nana nani park which involved Pradeep Sharma, encounter specialist and others. Suryawanshi,Kadam and about a dozen policemen had kidnapped a real estate operator Ramnaryan Gupta on 11 November 2006 and shot him dead in an encounter.

Control of Madurai
Going back to 1734, when the Madurai Nayak King Vijaya Ranga Chokkanatha Nayak died in 1731, he was succeeded by his widow, Queen Meenakshi, who acted as Queen-Regent on behalf of a young boy she had adopted as the heir of her dead husband. She had only ruled a year or two when an insurrection was raised against her by Bangaru Thirumalai, the father of her adopted son, who pretended to have claims of his own to the throne of Madurai approached Safdar Ali Khan, the son of Dost Ali Khan, the Nawab of Arcot with a couple of millions, while the queen sought Chanda Sahib, Safdar Ali Khans brother-in-law. At this time the Madurai Nayak ruler was a feudatory to the Mughal emperor inDelhi, whose local representative was the Nawab of Arcot, and an intermediate authority was held by the Nizam of Hyderabad, who was in theory the subordinate of the emperor, but the superior of the Nawab. The treacherous Chanda Sahib after extracting a huge amount from the queen humbled Vangaru Tirumala and later murdered him. After a few years Chanda Sahib breached the agreement with the queen and assumed control of Madurai, keeping the helpless Queen Meenakshi under house- arrest in the rock-fort at Trichy. The haples queen soon consumed poison. After the death of Chanda sahib in the last of the Carnatic wars, Madurai kingdom came under Mohammed Alis (the incumbent Nawab of Arcot) control, who in turn gave the tax collection rights of the whole Madura kingdom to the British, from whom he had borrowed huge sums of money. The polygar system had evolved with the extension of Vijayanagar rule to Tamil Nadu by the Nayaks. It was the brain-child of Aryanatha Mudaliar (Thalavaai Mudaliar), the celebrated Tamil general and prime minister of Viswanatha Nayak, the first Nayak ruler of Madurai. The country was divided into provinces or Palayams (pronounced Paalayam). Each palayam usually consisting of a few villages, was placed under the control of a Palayakkaran (Polygar or Poligar as mentioned in the English records) who was expected to provide in return, an annual tribute and military service to the Madurai ruler. Given their numerical strength, extensive resources, local influence and independent attitude, the Polygars came to constitute a powerful force in the political system
Carnatic wars
In 1751, there was an ongoing scuffle between Muhammed Ali Khan Wallajah, (who was the son of the previous Nawab of Arcot Anwaruddin Muhammed Khan hence the rightful claimant) and Chanda Sahib his relative and a pretender, for the throne of Arcot. The former sought the help of British and the latter the French. Chanda Sahib initially succeeded and became the Nawab, forcing Muhammed Ali to escape to the rock-fort in Tiruchirapalli. Chanda Sahib followed and with the help of the French, besieged Trichy. Muhammed Ali and the English force supporting him were in a grim position. Ensign Robert Clive, (who had earlier joined the East India Company as a writer) with a small English force of 300 soldiers made a diversionary attack on Arcot to draw away Chanda Sahibs army from Trichy. Chanda Sahib dispatched a 10,000 strong force under his son Raza Sahib to retake Arcot. Raza Sahib was aided by the Nellore Army and Yusuf Khan as a Subedar must have been in this force. At Arcot, and later at Kaveripakkam, Chanda Sahibs son was badly defeated by Robert Clive, and it was now Chanda Sahibs turn to escape to Tanjore where he was killed by Mankoji, a Tanjorean general. The English quickly installed Muhammed Ali as the Nawab of Arcot and most of Chanda Sahibs native forces defected to the English.

renovated the tanks, lakes and forts damaged by Hyder Ali, restoring law and order. By now whatever he did increased revenue to the Nawabs and British coffers.
Sent to Madurai
In 1756, March Yusuf Khan was sent to Madurai to collect taxes and restore order. But during that time Madurai was under control of one Barkad thullah of Chanda Sahib days, with the support of Hyder Ali of Mysore. During this time an old Fakir climbed the top of the Madurai Meenakshi Temple and was preparing to build a dargah for himself, which angered the locals. Barkadthullah justifying the Fakirs attempts further added fuel to the fire. During this time Yusuf Khan arrived with little as 400 troops to take control of Madurai, showing his brilliance in defeating Barkadthullahs large army, with Barkadthullah fleeing to Sivaganga Zamin and the Fakir, got whacked out of the town. After assuming control of Madurai, the results were small. Disturbances still prevailed every where, the Kallars ravaged the country in every direction, the Hyder Ali, the soldier of fortune, who was in Madura and was with difficulty beaten off, and no revenue worth mentioning could be collected. The British tried in vain to induce the Nawab of Arcot to recall his brother, Mahfuz Khan, who was undoubtedly the cause of all the trouble, and soon afterwards to meet their needs elsewhere; compelled them to withdraw Muhammad Yusuf. His departure was the signal for wilder anarchy than ever. The companys garrison in Madura could only just collect, from the country directly under its walls, enough revenue to support themselves; on the north the Kallans, and in the south Mahfuz Khan had thrown himself into the arms of the principal Polygars and was beyond the reach of argument or reason.

in Madras(now Chennai) called Khan Sahib for a meeting, he refused evoking the wrath of the East India Company. By now Delhis shah and Nizam Ali of Hyderabad, the Arcot Nawabs overlords proclaimed Yusuf Khan as the rightful legal governor of Madurai and Tirunelveli regions. While Arcot Nawab along with the British was hell bent on finding a reason to capture and kill Yusuf Khan.
Final Battle
In 1764 again the British troops surrounded the Madurai Fort, this time cutting supplies to the fort. Hence Yusuf Khan and his troops went without food and water for several days inside the fort (surviving on Horse and Monkey meat according to European sources) but held on with great energy and skill, renovating and strengthening the fort at great expense, and repelling the chief assault with a loss of 120 Europeans (including nine officers) killed and wounded. At the end of that time little real progress against him had been made, except that the place was now rigorously blockaded. Meanwhile the Arcot Nawab consulted Sivaganga General Thaandavaraaya Pillai, along with Major Charles Campbell, hatching a treacherous plot to bribe Yusuf khans Dewan Srinivasa Rao, Marchand the captain of the French mercenaries and Khans doctor Baba Sahib. One morning, when Yusuf Khan was offering his prayers inside the fort, Marchand, Srinivasa Rao and Baba sahib went in quietly and pinned Yusuf Khan to the ground and tied him up using his own turban. Hearing this commotion, one youth called Mudali, close to Yusuf Khan, raised an alarm. He was quickly caught and cut down. As the news of the coup reached Yusuf Khans wife, she rushed to the scene with a small posse of troops. But they were helpless against the well armed French and other European mercenaries, standing guard around the fallen ruler. Under cover of darkness and an even darker veil of secrecy, Marchand whisked away Yusuf Khan out of the fort and handed him over to Major Charles Campbell, who commanded the English among the besiegers. Unfortunately, the major part of Yusuf Khans native forces remained totally unaware of the fateful drama that had been enacted inside his house, that morning. The next day, in the evening of 15 October 1764, near the army camp
