Honesty Thy Name is Quaid - e - millath

IUML Qaid-e-Millath Muhammed Ismail Sahib we witnessed the leaders from the ruling, ruled and would be ruling parties paid their homage at the mazhar of Qaid-e-Millath at Wallaja Big Mosque, Chennai. Muslim League leaders, ulemas, personalities from all walks of life visited his mazhar, performed ziyarath and prayed for the founder of the IUML, Qaid-e-Millath Ismail Sahib. Though it is a novel practice among the muslims, this practice has been accepted and adopted and has assumed political importance among the people of Tamil Nadu. The credit of this practice goes to Dr.Kalainger whose love for Qaid-e-Millath is well known. Since 1973 paying homage at Qaid-e-Milleth mazhar has been practised by Dr.Kalainger. This practice was observed on 5 June, 2011. The Tamil Nadu Chief Minister Selvi Jayalalitha visited his mazhar, spread chaddar and paid floral tribute to him on behalf of the State Government. It was during the AIADMK Rule the then Chief Minister M.G.R. Declared the Quaid-emillath birth anniversary as a state event. Further the credit of founding Quaid-e-millath memorial goes to the present CM Jayalalitha during whos rejime the memorial was declared open. The Central Government also did not lag behind in honouring its patriotic and noble son of the soil Quaid-e-millath. It released a commorative stamp on his birth anniversary in recognition of his service to the nation and its people. The former Dy.Chief Minister M.K.Stalin paid homage on behalf of the D.M.K.party. Since IUML is one of the partners in the D.M.K.led alliance its leaders and workers joined with DMK and prayed for him at his mazhar. The word Qaid-e-Millath has occupied a prominent place in the history of Tamil Nadu. As the popular titles like Periyar, Anna, Purathi Thalaivar, Kalzainger, Karma Veerar, Mudaringer, Muttamil Kavalar and Tamil Thendral point to to their possessor the title Qaid-e-Milleth points to the founder of the IUML Muhammad Ismail Sahib. Qaid-e-Millath is always remembered by the people for his honesty, dignity, and duty. His strong argument for the cause of Tamil language as the lingua franca of the Nation in the Constituent Assembly earned him the love and affection of the people of Tamil Nadu. He was a freedom fighter and he also fought for the cause of communal amity, social justice and national integration. In spite of heavy odds after the partition he founded The IUML . He relentlessly fought for the cause of sharia and strived to establish and protect the separate religious and cultural identity of Muslims. No doubt the path he has laid down is based on democracy, social justice , peace and communal amity and it is accepted by one and all as the right and honest path. As the late leader Shirajul Millath Abdul Samad stated that Qaid-eMillath led the community on the stony and thorny political path smoothly and harmlessly. He did not ride on the shoulder of the community but he did guide the community rightly, wisely and effectively. On his Birth Anniversary we should not stop just remembering him but we should strive to implement the ideals for which he dedicated his life. He serves as a light house for the service of nation. He is a mirror of patriotism and a beacon of light for social service. He shines in the Indian politics as a castle of crystal with spiritual illumination. The message of honesty should blow every where in the society, in the nation and should be the talk of every one. We need the blessings of good, pious and spiritual people and for this purpose the Muslim Leaguers assembled on 5 June 2011 in the premises of Wallajah Nawab Big Mosque, Chennai.

On 5 June 2011, on the 116th Birth Anniversary of the founder of the

Holy Quran Speaks

It is not righteousness That ye turn your faces Towards East or West ; But it is righteousness To believe in God And the last day, And the Angels, And the Book, And the Messengers; To spend of your substance, Out of love for Him, For your kin, For orphans, For the needy, For the wayfarer, For those who ask, And for the ransom of slaves; To be steadfast in prayer, And practice regular charity; To fulfill the contracts Which ye have made; And to be firm and patient, In pain(or suffering) And adversity, And throughout, All periods of panic. Such are the people, Of truth, the God-fearing. (Quran:22-177)

Sayings of the Prophet (Sal)

If you love your Creator, love your fellow-beings first. The ink of the scholar is more noble than the blood of the martyr . The most excellent jihad is that for the conquest of self . Be in the world like a traveler, or like a passer by , and reckon yourself as of the dead . This world is a prison for the Believer ,but a paradise for unbelievers .

The hunter will know the pain only when the arrow hits him : Kunhalikutty
Jun 14 - Sharply reacting to former Chief Minister V.S.Achuthanandans allegation that he was being victimised by the new government, Kerala Industry Minister and IUML Leader P K Kunhalikutty said, While hunting, the hunter does not know the pain suffered by the prey; The hunter will know the pain only when the arrow hits him. Kunhalikutty denied the allega tion and said he was not aware of any such action by the then new government against the former chief minister. I was hunted, especially in the last one year of the previous Left government, by then chief minister V.S. Achuthanandan whose only aim was to trap me as an accused in a case and despite his best efforts which continued even after the last assembly polls, he failed to do so. And it was this clandestine operation which led to voters reaction in favour of us and we came out successful, said Kunhalikutty while addressing a Meet-the-Press Programme, organised by the Press Club here.

Minister indicated that the UDF government was preparing for a major shift in industrial deve lopment priorities, with emphasis on employment generation rather than promoting manufacturing industries. Basic structure of this policy had been laid out in the UDF manifesto and the government proposed to carry this concept forward. Development will focus on setting up environment-friendly industries that are suitable for the State, he said. With regard to State-owned public sector undertakings, he said the emphasis would no more be on privatisation. The PSUs would be strengthened with the overall social objectives in mind. He did not propose to bring out a White Paper at this point of time

but would conduct a review of the functioning of the PSUs under the auspices of the Reconstruction and Internal Audit Board under the Industry Department. He said there would be a general policy related to concessions and subsidies available to prospective investments in the industrial sector. The focus of the IT sector would be on industry promotion and e-governance. The State had lost a major opportunity in the last five years sitting on projects like Smart City by Previous LDF Government. When asked whether the agreement signed by the previous LDF government in their last days with the Smart City promoters would be reviewed, he said the government would like to hear the current position of the promoters at a meeting proposed on June 23. Kunhalikutty, who holds the Urban Development portfolio, identified solid waste management as a major challenge. He would rather give more responsibilities to

local bodies in relation to proposing industries, with the government giving the guidelines. This would ensure local-level participation in the development process and help the State avoid those proposals that were unsuitable. When asked wheather the e-governance initiatives of the LDF government would be reviewed, Kunhalikutty admitted that e-governance proposals had run into several problems. For example, the Information Technology Mission, which had been run with bare minimum employees, was now overstaffed, while the functioning of Technopark had gone out of the hands of the State government. Referring to cases in which prospective apartment owners were cheated by builders, Kunhali kutty said that the government would hence forth verify the status of the builders prior to issuing sanction. In response to a question on whether the IUML would have a fifth slot in the Cabinet, Kunhalikutty expressed confidence that the issue would be amicably settled through discussions.

readers. I intend to analyze the criticism made on the IUML and its leader Prof:K.M.Khader Mohideen. I spent 40 years in IUML out of 55 years of life. I have been serving in the party Head Quarters and serve as the party propaganda secretary.I also serve as the News Editor of the community daily Manichudar. Above all I remain as a critic from my school days.I do not hesitate to state what is right and what is wrong. I therefore solicit all those who criticized the party leadership and all those who read such criticism to read my analysis with patience and ponder over it. The strength and Weaknesses of IUML

The weakness of the party is that it has not publicized its achieve ments and has not advertised them in the media. The main allegation being that the party does not deal with muslim problems and it has no basic programme for the same. But this allegation is against the truth.

All problems brought to the notice of the party were attended to promptly. But the party did not bring out wall posters to blow its own trumpet. The other allegation being that the party has no functional programme to attract the youth. After the demolition of Babri Mosque a tremendous change took place in free India. People exploited the emotion of the muslim youth for their self aggrandizement, floated organizations, collected funds and amazed wealth. Emotionally incited youth lost their prime youth, they were driven to jails and their families were destroyed. (to be continued...)

Education gets liberated from political interests

of a rich and diverse culture and a well-recognized educational excellence. We have been the best mathematicians of the world, today as well as in the bygone days. Ancient India gave the world the concept of zero, and along with the Arabic numeral system it has served as the foundation on which is built the modern scientific progress. Thus, it is the oriental rather than the western world that has started off the present knowledge explosion. Even today it is to a great extent Indian Mathematicians and engineers that power western technological empires. But we in India have not been able to tap this human potentials. If Indians do better abroad, that means they have potential but is not utilized in India. It is an indication that something is wrong with our educational planning. This is more a failure of planning that of education as a system. On the other hand, it is a big failure on the part of our rulers that educated class are not given the respect and power they deserve. It is perhaps in India alone that governmental leadership (the politicians) do not give any role to the educated class in decision-making and policy framing. While in countries like the US the universities have a major role in studying and the future needs of the country and suggesting policy potions, that work is monopolized by the political class in India. At best, they listen to the bureaucracy that is all. Our budgets are prepared not by economists who see beyond the immediate constraints, but by technocrats who used to be (and perhaps still are) in the pay of global institutions and our planning is the work of an established bureaucratic elite. Thus, any setback India has experienced in development is not the result of any failure in education as such, but in recognizing the importance of that education. It is the consequence of an uneducated and myopic political leadership leading a country of educated persons the blind leading the visionaries. This is the

has no business to judge history textbooks. It was executed by NCERT chairman J.S.Rajput without informing the authors, obtaining their consents, or undertaking a content review. Once the decision was made, the CBSE abjectly capitulated, although it is autonomous of the NCERT. Most state board, which follow NCERT textbooks, will probably fall in line. Soon, our historians and children will be muzzled, and vital truths about Indias past, like casteism, will be suppressed. As Praful Bidiwai notes, the objectionable portions were at odds with Hindutvas Brahminical version of history which glorifies Indias past and presents it as a series of uniquely Hindu achievements, unmatched anywhere else. Crucial here is the tailoring of truth to specific prejudices. For instance, the paragraphs deleted from professor Romila Thapars textbooks say beef was served as a mark of honour to special guests in ancient India, but the in later centuries, Brahmans were forbidden from eating it. Similarly objectionable is a Modern India paragraph, which says the Jats established a state in Bharatpur, conducted plundering raids in the region around Delhi. They also participated in court intrigues something that not just Jats, but many other communities, did in the 16th or 18th century. Hindutvas ire especially directed against passages which say there is no archeological evidence of any ancient settlement around. Ayodhya, and that the earliest inscriptions in Mathura do not attest Krishnas presence. The BJPs new official line, enunciated by V.K.Malhotra, is the Rama and Krishna are historical, not mythological, personages. Similarly, the axe has fallen on any discussion of the rigidities of the caste system and the role of brahminical introduction in promoting fatalism about varna among the lower castes. The authority cited for this crude censorship is an appalling book of hatred, Bharatiyakaran ke Virodhi, by one Dinanath Batra,

Traditionally India has a history

fundamental flaw. Infrastructural drawbacks will solve themselves once this basic flaw is remedied. Let the nation place its future in the hands learned people rather than in the hands of the political ignoramuses. All other flaws will then takes care of themselves. Western approach to Education The so-called global explosion of knowledge is a vastly exagg erated description of the tech nological advance in the area of communication. For one thing, this lopsided emphasis on technology is an essentially capitalistic one, where speed and efficiency outweigh any human consideration. The Indian eths or, for that matter, the ethos of any religion would find it against its grain. Perhaps this basic inhumanity of modern technology is the reason why the East has lagged in technological progress. In that sense, keeping out of the sphere of this global explosion is not a fault. However, our potential is being exploited by the developed world to which there is a torrential brain drain There are also leaders here who Karnataka have been claiming that India is a forerunner in the IT race. This claim is factually wrong. For instance, Andhra Pradesh is said to have spend Rs.350-400 crores on IT publicity alone, at a time the whole state was reeling under drought, and farmers in total penury were seeking refuge in suicide. Although IT does offer a lot of job opportunities and business, its importance has been grossly overestimated. In the world software market, Indias share is a mere 1.5 per cent. Education may improve the situation, but it is a pertinent question whether is a pertinent question whether upsetting our true priorities in favour of a western approach would ultimately benefit us? Commercialisation of Education Education is a field which can be approached in either of two ways. One, it could be seen as an investment in future, a human investment in future, a human

investment and not a financial one, which will yield returns over a period of time. These returns too are not quantifiable in monetary terms. In this sense, imparting good education to young generation is the responsibility of the whole society, and it is the only guarantee for a prosperous state in the future. Commercialization of education will run counter to this concept. That in fact is the second

BJP HRD Minister way to approach education. It will free the state not only from the obligation of investing in education, but also from the possibility of reaping benefits from it. It is thus very undesirable. Commercialisation is tantam ount to surrendering the futu re of the country to vested inter ests. However, privatization need not necessarily lead to commer cialsitaon. Unless it does so, there is surely no harm in private ventures providing education. It will indeed insulate the society against the evil effects of state monopoly. Privatization is both inevitable and desirable, while commercialization is neither. The threat of communication is certainly real. History is being rewritten astrology introduced as a university course, and the educational structure from primary level to the research level given a new partisan orientation. Funds are being rechannelised to feed this communication. The recent changes in syllabi speak of partisan agenda in education. Many portions were censored. The process through which the objectionable paragraphs were removed was gross. It was planed by Minister the then HRD planned Murali Manohar Joshi who

who doesnt even quality as a third rate historian. Batra heads the Vidya Bharati Shiksha Sansthan, a well known RSS front with a foul reputation. His villains are Macaulay, Marx and Madrasas, whom he, incredibly. Lumps together! Rajput personally distributes and approvingly quotes this saffron tract as a fount of wisdom. It carries three of his own articles! Hindutva is absessed with obliterating one central truth about Indian culture and civilization for 2000 years its plural, multethnic, multi-religious character. As Professor Amartya Sen says: it is futile to try to understand Indian art, literature, music, food or politics without seeing the extensive interactions across barriers of religious communities. These include Hindus and Muslims, Buddhists, Jains, Sikhs, Parsee, Christians and even atheists and agnostics. Sanskrit has a larger atheistic literature than exists in any other classical and the Vajpayee government, simply cannot stomach this. Their mortal fear of facts is rooted in ignorance, hatred(of other) and a deep inferiority complete about Indianness itself. This complex demands that everything in Indias past must be presented as a continuous Golden Age only interrupted by external or melchcha aggression. This dogma runs counter to facts. Ancient India undoubtedly had many remarkable accomplishments: in literature, linguistics, dance, dramaturgy, mathematics (although not vedic Mathematics), astronomy, architecture and sculpture. But many other civilizations Chinese, Arab, Persian, Greek, Roman etc. also had great achievements. But there were very ugly things to: casteism, Dalit oppression, entrenched social inequalities and hierarchies, extreme gender discriminations, rampant superstition and deprivation and disease widespread these. Again, India received a great deal from the world. From the Arabs, it learned administrative systems, land and revenue management, music, architecture, chemistry, medicine, even couture. Similarly, it gave a great deal to the rest of Asia, and Europe. Sanctifying Superstitions There is much in Indias past that we should be proud of from Ajanta to Khajuraho, Konark to the Taj Mahal, Srawana Belagola to Qutb Minar, from the Cochin synagogue to Armenian or Syrian Churches. But there are things that we ought to be ashamed of too; sati, oppressive priesthood, widespread illiteracy, tyrannical village life, religious strife History must confront truth, not suppress it. If the educational seems to be giving up its scientific orientation (and the impression so of course well-founded). The reason is the total reversal of educational policy from investing in the future to speculating in the present. This vicious shift has to do with the power politics that has short the extreme right into the centre of Indian politics. Now education is being led backwards into the past rather than forwards into the future. Our official education system is sanctifying superstitions. The University Grants Commission chairman Hari Gautam, handpicked by Minister Murali Manohar Joshi, has already introduced Vedic Astrology in may universities. Soon they will start awarding degrees in karmakand (lifecycle ritual) and astrology. It is an insult to any religion if today superstition is being promoted in its name. Astrology is no science. It has failed over three thousand years to standardize itself. Its numerous schools dont even agree on the relevant planets or their number. For instances, Rahu and Ketu dont exist in nature. Neither the Sun nor the Moon is a planet. Astrology East and West was developed before planets Uranus, Neptune and Pluto were discovered. Astrologers agree on no standard reference: none of the three Vedanga Jyotishas or the 18 Siddhaantas. Astronomical knowledge is individual practitionerspecific and non-repeatable. Each astrologer follows a closed system. No two systems interact. One of the strongest ever refutations of astrology was provided by a large number of scientists and astrologers participating in a 1985 US experiment reported in the prestigious journal Nature. The experiment involved in 116 subjects with irrefutable records of their time of birth. Twenty eight participating astrologers nominated by a representative professional organisaton prepared their horoscopes. They were asked to pick out each subjects correct personality profiled from a choice of three. These were all based on 18 attributes profiled in the standard California Personality Inventory Test. The astrologers claims would be taken seriously only if they correctly matched horoscopes with traits in a statistical probability much higher than (the random) 33 percent. In the experiment, they failed to raise above that level. The DPEP was a good idea

presented and implemented in a bad way and shouted down before it could get a fair trail. Its basic student-centred approach militate against the traditional orientation of the teachers, parents and government. Besides, it was seen to be part of a foreign-aided scheme. It got very bad publicity and the government was not able to sell the idea by convincing the people. It was also defeated by the fact that only minuscule part of the teaching community was given proper training and motivation to implement it. The general failure of our educational system also created anxiety among the parents and they were not willing to risk the future of their children in a programme that was being executed by an insincere political leadership and incompetent educational structure. Although the implementation left many things to be desired, the concept of child centred education was basically very sound. Instead of discarding the whole thing it would have been better to preserve its concept and improve its implementation, with due consideration given to parents concerns. Education free from politics A better educational system is possible only when it gets liberated from political interests. But unfortunately education is getting more and more politicized. Centralized educational system should go, leaving space for diversification and decentralization. And jobs should be de-linked from university degrees, so that employers who wish to test job seekers do not depend on the highly unreliable universities. Jobs should be earned by candidates who pass the respective test.

Majority in Pakistan for Islamization : Poll

A majority of Pakistanis favour
the government taking steps for the Islamisation of society and almost a third of them believe the process should be completed in one go, according to new survey. A total of 67 per cent replied in the affirmative when they were asked during the survey carried out by Gallup Pakistan whether the government should take steps to Islamise the society. Only 13 per cent said they believed there is no need for Islamisation while 20 per cent gave no response. Forty eight per cent of respondents said steps to Islamise the society should be taken one by one while 31 per cent said the steps should be taken at once. Twenty one per cent gave no response to a question on the process of Islamisation. The study was carried out by Gallup Pakistan, the affiliate of Gallup International. The survey was carried out among a sample of 2,738 men and women in rural and urban areas of all four provinces of Pakistan during January. Rights activists and civil society groups have expressed concern over the perceived growth of influence of Islamist and radical groups in recent months. The police guard who assassinated Punjab governor Salmaan Taseer for opposing the controversial blasphemy law in January was feted by Islamist groups as a hero and hundreds of lawyers offered to represent him for free. Former federal minister Sherry Rehman virtually stopped making public appearances after being threatened by hardliners for her call for changes in the blasphemy law. - Courtesy : Deccan Chronical, Chennai - June - 02.

Thou givest power To whom thou pleastest And thou strippest off power From whom Thou pleasest Thou enduest with honour Whom Thou pleasest And Thou bringest low Whom Thou pleasest In Thy hand is all good Verily over all things Thou hast power (Quran 3-26) This glorious passage of Quran has full of meaning both obvious and mystic. What is the standard by which we may judge good? It is Gods will. Therefore when we submit to Gods will and real Islam illuminates us, we see the highest good. True to this Quranic message Qaid-e- Millath submitted himself to the will of God and his life remained as an illuminating example for the highest good. Qaid-e Milleth Muhammed Ismail sahib, whose 116th Birth Anniversary was celebrated on 5 June 2011 was revered by one and all as an embodiment of virtue, honesty, and integrity. His love for the nation and community was boundless and he served as a beacon of light to his followers. In the present modern world the hydra of corruption has spread its tentacles in all walks of public life, and it has engulfed and swallowed many so called mighty leaders of the modern world. Not only ancient empires like the Egypt, Greek, Roman and Persia were destroyed due to corruption but many modern regimes were routed because of the corrupt practices by their rulers. The World Bank defines corruption as the use of public office for private gain. The late Rajiv Gandhi once observed that out of every rupee meant for the anti-poverty programme only 15 paise reached the beneficeries. Corruption has become part and parcel of Indian politics. There are more than 550 political parties in India. Almost all political parties have one common ideology Hunt for Power. Indian political parties are personality centered rather than ideology centered. Party leaders are being surrounded and guided by the Hippocrates, idiots, egoists, perverts, crooks and scoundrels. For want of good counsel such leaders often humble and tumble in politics and ultimately fall in political deception. All their action is dictated by egoism and love for their kith and kin. In the corruption infested Indian politics, Qaid-e-Millath lived a puritanical life and he taught and practiced the value of virtues in politics. He did not favor hero worship nor did he indulge in the development of personality cult . As a humble muslim he always preached and practised the teachings of Prophet Muhammed (Sal). Qaid-e-Milleth was gentle, humble, honest, modest and never allowed anyone to block the light of reason. He proved that Will Power is more stronger and valuable than Will to Power. Every honest citizen of this country is longing to see a corruption free India. Is it possible? Of course, if politicians in our country will become Qaid-e-Millath Muhammed Ismail Sahib.

The Committee congratulates with gratitude the National leader E.Ahamed, Kerala State leader Panakkad Hyder Ali Sihabu Thangal and State General Secretary Kunjali Kutty for their tireless work for the victory of league candidates. 3 Samacheer Education The suspension of the implementation of Samacheer Education has created many problems and hardship to the students particularly S.S.L.C.students. The Samacheer Education has removed the difficulty in the teaching of minority languages like Urdu, Arabic, Malayalam, Kannada and Telegu. Due to the controversy created over the system lessons are yet to commence in the schools. Hence steps shall be taken expeditiously to solve this problem. 4. Ship Transport It was a long pending demand of the people of Tamil Nadu to commence the ship transportation between Tuticorin and Colombo. People are happy over the ship transport commencement recently. The Southern district were shocked to learn that the TN Chief Minister had requested for the suspension of ship transport. The Committee points out that at a time when the dream project of Tamil people the Sethu Bridge Project remains suspended it is their aspiration to get the Tuticorin Colombo and Rameswaram-Thalai Mannar ship transport service. 5. Enhancement of quota The previous govt. provided 3.5% reservation to muslims in education and employment. Selvi Jayalalitha has promised during her election campaign to enhance the quota by removing the anomalies in implementing the reservation. New Delhi: Jamia Millia Islamias dept of Hindi organized Devdas Gandhi Memorial lecture on 21 Dec.2010. Speaking on this occasion, Rajendra Yadav, noted Hindi author and editor of Hans, said that normally Urdu is called younger sister of Hindi, but the fact is otherwise as Urdu Is the Mother of Hindi,or at least elder sister of Hindi. He said that if we study the earliest literary works of Hindi, these can be called neither Urdu nor Hindi. In support of this he talked about the works of Insha Allah Khan Insha,Mullah Wajhi and Wali Dakkhini. He said that it would not be wrong to say that Urdu and Hindi are one and same language, with the difference that Hindi to a large extent has been influenced by local dialects whereas Urduwalas avoided this, adding that the history of Urdu literature is four or five centuries old. Speaking about the talk of change of Hindi script, he said that because of SMS, Hindi and Urdu today are being written on a large scale in Roman script, instead of Devnagri and Persian scripts. He said that because of modern techniques their exists the possibility of a great change in matters of script. He said that cinemas role has been very powerful in the propagation and popularization of Hindi. He said one of the characteristics of West has been that there is no tradition of discouraging different ideologies and theories. Rather effort is made to encourage them but this is not the case in India.Whether it is science, literature or any other field of knowledge,we are always indebted to West and that is why we have a very small number of original theorists, ideologues and thinkers and more of copycats because of which almost our entire Indian literature is a copy of the West. He said that Urdu and Hindi literatures should give up this habit of copying the west and only then the survival of any language can be guaranteed. Death penalty for fake encounter cops :SC

In a stern message to policemen specializing in encounters or involved in fake encounters the Supreme Court has said on 14 May that policemen who do so are cold blooded murders and deserve only one punishment

2500 kids die daily due to malnutrition

At a time millions of tonnes of food grains are rotting in our godowns and else where in various parts of our country the fact that 2500 kids die every day due malnutrition is horrible. Supreme Court has expressed its concern over the death of 2500 kids every day due to malnutrition. Such an appalling figure has been brought to the knowledge of the Apex Court for the first time. Colin Gonsalves, counsel for the petitioner peoples union for civil liberties said that every year approximately 8.8 lakh children die due to malnutrition as compared 17.8 lakh total child deaths every year.

that is the death penalty . A bench comprising of justices Markandey Katju and Gyan Sudha Mishra said that if any case of fake encounter is proved against policemen in a trial then they must be subjected to the death sentence while treating it as the rarest of rare cases. The bench said, The encounter philosophy is a criminal philosophy, and all police men must know this. Trigger happy policemen who think they can kill people in the name of encounter and get away with it should know that the gallows await them. The bench also observed that fake encounters are brutal murder by those who are supposed to uphold the law. Crime committed by an ordinary man deserves ordinary punishment but if it is committed by policemen then a stringent punishment should be given because their act can be said to be in contravention of their responsibility and duty. If a policeman is given an illegal order by any superior to do a fake encounter, it is his duty to refuse to carry out such an illegal order otherwise he will be charged for murder and if found guilty sentenced to death. The supreme court made this observation while rejecting the bail plea of Mumbai policemen involved in the fake encounter at nana nani park which involved Pradeep Sharma, encounter specialist and others. Suryawanshi,Kadam and about a dozen policemen had kidnapped a real estate operator Ramnaryan Gupta on 11 November 2006 and shot him dead in an encounter.

What Price Freedom?

Mohammed Yousuf Khan - The Great Freedom Fighter
Early years
Maruthanayagam (or Mathuranayagam ) alias Yusuf Khan was born circa 1725 in the village of Panaiyur, in Rammnad country in a Hindu [1] farming family of the Pillai Vellala caste. Being too restless in his youth, he left his native village, and converted to Islam.[2][3] To make a living, he served as a domestic hand at the residence of the French Governor Monsr Jacques Law in Pondicherry. It was here he befriended another French, Marchand (a subordinate of Jacques Law), who later became captain of the French force under Yusuf Khan in Madurai. Whether Yusuf Khan was dismissed from this job or left on his own is unclear now. He left Pondicherry, for Tanjore and joined the Tanjorean army as a sepoy (foot soldier). European method of warfare and his natural talent in military tactics and strategy blossomed to its full potential. Over the next decade, as the Company fought the French in the Wars of the Carnatic, it was Yusuf Khans guerrilla tactics, repeatedly cutting the French lines of supply, that did the French in, particularly during Lallys siege of Madras in 1758. Lally was to later describe the role of the Nellore Subedars sepoys in these words: They were like flies, no sooner beat off from one part, they came from another. By 1760 Yusuf Khan had reached the zenith of his career as the allconquering military commandant. (A few years earlier he had been given the rank of Commandant of Companys sepoys). His greatest supporter during this period was George Pigot, the English governor in Madras. Yusuf Khan was held in very high esteem even after his death by the English and in their opinion he was one of the two great military geniuses India had ever produced; the other being Hyder Ali of Mysore. Yusuf Khan was regarded for his strategy and Hyder Ali for his speed. Major General Sir. John Malcolm said of him almost a fifty years later,Yusuf Khan was by far the bravest and ablest of all the native soldiers ever to serve the English in India.

Education & early career

Around this time, an English Captain named Brunton educated Yusuf Khan, making him a learned man well-versed in several languages. From Tanjore he moved to Nellore (in present day Andhra Pradesh), to try his hand as a native physician under Mohammed Kamal, in addition to his career in the army. He moved up the ranks as Thandalgar (tax collector), Havildar and finally as a Subedar and that is how he is referred to in the English records (Nellore Subedar or just Nellore). He later enlisted under Chanda Sahib who was then the Nawab of Arcot. While staying in Arcot he fell in love with a Portuguese Christian (a loose term for a person of mixed Indo-European descent) girl named Maasa (?Marsha /?Marcia), and married her.

Control of Madurai
Going back to 1734, when the Madurai Nayak King Vijaya Ranga Chokkanatha Nayak died in 1731, he was succeeded by his widow, Queen Meenakshi, who acted as Queen-Regent on behalf of a young boy she had adopted as the heir of her dead husband. She had only ruled a year or two when an insurrection was raised against her by Bangaru Thirumalai, the father of her adopted son, who pretended to have claims of his own to the throne of Madurai approached Safdar Ali Khan, the son of Dost Ali Khan, the Nawab of Arcot with a couple of millions, while the queen sought Chanda Sahib, Safdar Ali Khans brother-in-law. At this time the Madurai Nayak ruler was a feudatory to the Mughal emperor inDelhi, whose local representative was the Nawab of Arcot, and an intermediate authority was held by the Nizam of Hyderabad, who was in theory the subordinate of the emperor, but the superior of the Nawab. The treacherous Chanda Sahib after extracting a huge amount from the queen humbled Vangaru Tirumala and later murdered him. After a few years Chanda Sahib breached the agreement with the queen and assumed control of Madurai, keeping the helpless Queen Meenakshi under house- arrest in the rock-fort at Trichy. The haples queen soon consumed poison. After the death of Chanda sahib in the last of the Carnatic wars, Madurai kingdom came under Mohammed Alis (the incumbent Nawab of Arcot) control, who in turn gave the tax collection rights of the whole Madura kingdom to the British, from whom he had borrowed huge sums of money. The polygar system had evolved with the extension of Vijayanagar rule to Tamil Nadu by the Nayaks. It was the brain-child of Aryanatha Mudaliar (Thalavaai Mudaliar), the celebrated Tamil general and prime minister of Viswanatha Nayak, the first Nayak ruler of Madurai. The country was divided into provinces or Palayams (pronounced Paalayam). Each palayam usually consisting of a few villages, was placed under the control of a Palayakkaran (Polygar or Poligar as mentioned in the English records) who was expected to provide in return, an annual tribute and military service to the Madurai ruler. Given their numerical strength, extensive resources, local influence and independent attitude, the Polygars came to constitute a powerful force in the political system

Carnatic wars
In 1751, there was an ongoing scuffle between Muhammed Ali Khan Wallajah, (who was the son of the previous Nawab of Arcot Anwaruddin Muhammed Khan hence the rightful claimant) and Chanda Sahib his relative and a pretender, for the throne of Arcot. The former sought the help of British and the latter the French. Chanda Sahib initially succeeded and became the Nawab, forcing Muhammed Ali to escape to the rock-fort in Tiruchirapalli. Chanda Sahib followed and with the help of the French, besieged Trichy. Muhammed Ali and the English force supporting him were in a grim position. Ensign Robert Clive, (who had earlier joined the East India Company as a writer) with a small English force of 300 soldiers made a diversionary attack on Arcot to draw away Chanda Sahibs army from Trichy. Chanda Sahib dispatched a 10,000 strong force under his son Raza Sahib to retake Arcot. Raza Sahib was aided by the Nellore Army and Yusuf Khan as a Subedar must have been in this force. At Arcot, and later at Kaveripakkam, Chanda Sahibs son was badly defeated by Robert Clive, and it was now Chanda Sahibs turn to escape to Tanjore where he was killed by Mankoji, a Tanjorean general. The English quickly installed Muhammed Ali as the Nawab of Arcot and most of Chanda Sahibs native forces defected to the English.

Establishment of military career

Yusuf Khans military career started during the Carnatic Wars. He became a mercenary and fought alongside the French in the siege of Arcot in 1751. Robert Clive, impressed by the charges Yusuf Khan led against the battlements of Arcot, recruited him and Yusuf Khan put his Nellore sepoys and cavalry at the disposal of the English. Under Major Stringer Lawrence, Yusuf Khan was trained in the

of south India. They regarded themselves as independent, sovereign authorities within their respective Palayams. The early struggle between the southern Polygars and the East India Company, although essentially a battle over tax collection, had a strong political dimension. The English perceived the polygars as a rival power and treated them as their inveterate enemies, allowing their hostility full expression in their accounts. The East India Company, eager for revenue, opposed the manner and scale in which the Polygars collected taxes from the people. The issue of taxation, more specifically, who was to collect it, the traditional rulers or the rapacious new collectors from overseas lay at the root of the subsequent uprising. The Polygars from Tirunelveli, Madurai regions and Sivaganga and Ramnad, were unwilling to pay taxes (kappam or Kist) to Mohammed Ali, a weak Nawab, nor ever recognized the British in the guise of tax collector. In 1755 the Nawab and British having valid reasons to quell these rebellious Polygars dispatched a huge army to the south under Col. Heron and Arcot Nawabs brother Mahfuz Khan, accompanied by Yusuf Khan as bodyguard. Mahfuz Khan and Col. Heron burnt several villages and razed down several temples, then ransacked and looted lot of towns, melting several rare statues from Hindu temples. This infuriated Yusuf Khan, who lodged a complaint with the British. Later Col. Heron was courtmarshalled. During this time the French under Thomas Arthur Lally surrounded the British fort in Madras. Yusuf Khan during the night launched a surprise attack on the French troops packing them away.

renovated the tanks, lakes and forts damaged by Hyder Ali, restoring law and order. By now whatever he did increased revenue to the Nawabs and British coffers.

Controversial wars with Palayakkars

During this time Yusuf Khan battled with Puli Thevar, (pronounced Pooli Thevar) a polygar of Nerkattumseval(Original Name was Nelkettaanseval) , a small town to the south-west of Madurai. Puli Thevar was rebelling against the Nawab and the British. Yusuf Khan(marudhanayagam) quickly separated Travancore Raja from Puli Thevars group after entering into an agreement. Also to be remembered is that the Travancore Rajas were long time feudatories of the Madurai Nayak kings, naturally becoming a feudatory to Delhi. Yusuf Khan captured several of Puli Thevars forts which were earlier tried unsuccessfully by the British. Later in a battle Puli Thevar was captured by Yusuf Khan, however Puli Thevar escaped in Sankarankovil (Is believed to be disappeared in Sankarankovil Gomathi Ambal Sanathi) where he was planned to be hanged. Puli Thevar remains a legend in the area and no further details about him is available.(Puli Thevan is today recognized by the Government of Tamil Nadu as a freedom fighter). Also during this time the Dutch captured the town of Alwartirunagari, to which Yusuf Khan retaliated and chasing them back to their ships. Alagumuthu Kon, another rebel leader was also captured at Perunaalli Forests by Yusuf Khan and mercilessly killed by blowing him from the Mouth of cannon. Alaguranmuthu Devar cane to limelight in 1962 through a Communist magazineThamarai(Lotus), and in 1995 his statue was opened at Egmore, Chennai. These brutal and savage acts instilled fear among other Polygars, who naturally pacified before the British. He even, had the audacity to make war on the king of Travancore without the knowledge or consent of the company.

Sent to Madurai
In 1756, March Yusuf Khan was sent to Madurai to collect taxes and restore order. But during that time Madurai was under control of one Barkad thullah of Chanda Sahib days, with the support of Hyder Ali of Mysore. During this time an old Fakir climbed the top of the Madurai Meenakshi Temple and was preparing to build a dargah for himself, which angered the locals. Barkadthullah justifying the Fakirs attempts further added fuel to the fire. During this time Yusuf Khan arrived with little as 400 troops to take control of Madurai, showing his brilliance in defeating Barkadthullahs large army, with Barkadthullah fleeing to Sivaganga Zamin and the Fakir, got whacked out of the town. After assuming control of Madurai, the results were small. Disturbances still prevailed every where, the Kallars ravaged the country in every direction, the Hyder Ali, the soldier of fortune, who was in Madura and was with difficulty beaten off, and no revenue worth mentioning could be collected. The British tried in vain to induce the Nawab of Arcot to recall his brother, Mahfuz Khan, who was undoubtedly the cause of all the trouble, and soon afterwards to meet their needs elsewhere; compelled them to withdraw Muhammad Yusuf. His departure was the signal for wilder anarchy than ever. The companys garrison in Madura could only just collect, from the country directly under its walls, enough revenue to support themselves; on the north the Kallans, and in the south Mahfuz Khan had thrown himself into the arms of the principal Polygars and was beyond the reach of argument or reason.

Start of the dispute

Reports of Yusuf Khans brilliant victories now filled the Arcot Nawab with jealousy and alarm that he might depose him. Yusuf Khan by now instructed all the traders to render taxes directly to Yusuf Khan, while the Arcot Nawab wanted to have taxes routed through him. The British Governor (by now the British were good enough to have one) Lord Pigot, diplomatically advised Yusuf Khan to do as per Arcot Nawabs order, also some British traders supported the same citing Yusuf Khan as Nawabs employee. To make matters worse the Nawabs brother Mahfuz Khan started planning to poison Yusuf Khan, with the whole hearted support of the Nawab. In 1761, and again in 1762, he offered to lease Tinnevelly and Madura for four years more at seven lakhs per annum. His offer was refused, and whether he was enraged at this, or whether he thought himself powerful enough to defy his masters, he shortly afterwards threw off his allegiance and began to collect troops in an ambition to be the lord of Madurai. Around this time some British traders reported (or rumored), to the Nawab and the Company, on Yusuf Khan as encouraging people with anti-British sentiments, spending vast sums on his troops.Nawab, in turn with the British sent Capt. Manson with orders to arrest Yusuf Khan. Meanwhile Yusuf Khan sent a note to Sivaganga Zamindari reminding them on their pending Tax arrears.Sivagangas Minister and General came to meet Yusuf Khan in Madurai, and after not getting their expected respect, got a rude warning, citing annexure of certain territories for the failure of arrears. The enraged Sivaganga Zamindar, immediately ordered Yusuf Khan to be captured and hanged as like a dog. Meanwhile and Ramnad Zamins general Damodar Pillai and Thandavarayan Pillai met the Arcot Nawab in Trichy, complained on Yusuf Khans plunderings of Sivaganga villages, his cannon manufacturing plant in association with a certain French Marchaud, whom he a befriended earlier, with plans for a war against the Nawabs. Arcot Nawab and the British quickly acted by amassing a huge army. For a start they aroused Travancore Raja against Yusuf Khan (As by now the Travancore state fell smoothly into British charms). In the ensuring battle the Travancore raja was defeated and the British flags in his domains were chopped and burnt, and joined hands with the French and also hoisted the French flag on the Madura Fort. When Governor Saunders

Once again in Madurai

The Company accordingly sent back Muhammad Yusuf to the country, renting both Madurai and Tirunelveli to him for a very moderate sum of five lakhs annually. By then the Maduari Meenakshiamman temple was in dire straits, with the temple lands occupied and plundered by hoodlums; looting and dacoity rampant in countryside. Yusuf Khan immediately restored the lands back to the Temple, and by the spring of 1759 he began by teaching the Kallans a wholesome lesson. Cutting avenues through their woods, he shot them down without mercy as they fled, or executed as malefactors any who were taken prisoners. He went on to reduce the rest of the country to order, and soon had sobered by various methods all the polygar and made himself extremely powerful. Also he

at Sammattipuram, on the Madurai- Dindigul road, Yusuf Khan was ignominiously hanged as a rebel by Muhammed Ali Khan Wallajah, the Nawab of Arcot. This place is about two miles to the west of Madura, known as Dabedar Chandai (Shandy), and his body was buried at the spot. What motives forced the three main conspirators, who were Yusuf Khans close confidantes, to betray him? It is said that Yusuf Khan had once flogged Marchand with a whip (the first time a European officer had been whipped by a native ruler) and so he was waiting for an opportune time to take revenge. It is also possible that extreme misery of the people and soldiers inside the fort (because of the prolonged siege) might have forced the Dewan Srinivasa Rao (a Tanjore Brahmin) and Baba Sahib, the physician of Yusuf Khan to decide that handing Yusuf Khan over to the English, would make them lift the siege and relieve the people of their intense agony and suffering. They might have imagined that Yusuf Khan would be sentenced to brief imprisonment and/or fine as punishment and let off later on.

in Madras(now Chennai) called Khan Sahib for a meeting, he refused evoking the wrath of the East India Company. By now Delhis shah and Nizam Ali of Hyderabad, the Arcot Nawabs overlords proclaimed Yusuf Khan as the rightful legal governor of Madurai and Tirunelveli regions. While Arcot Nawab along with the British was hell bent on finding a reason to capture and kill Yusuf Khan.

Tide against Yusuf Khan

Having turned the tables against most of them, Yusuf Khan had enemies lurking around him everywhere. Earlier working for the Arcot Nawab and British he earned the wrath of Mysore, and had slaughtered most of all rebellious Polygars who were anti-British, and the remaining were on the prowl. Now the Tanjore, Travancore, Pudukkotai, Ramnad, Sivaganga kingdoms joined with the British and the Arcot Nawab to attack Yusuf Khan, who by this time had proclaimed himself independent ruler of Madurai and Tirunelveli. In the First siege of Madurai in 1763, the English could not make any headway because of inadequate forces and the army retreated to Tiruchi citing Monsoons. Meanwhile the Nizam Ali of Hyderabad once again proclaimed Yusuf Khan as the Rightful governor, while the Arcot Nawab and the British issued death sentence for Yusuf Khan as to be captured alive and hanged before the first known tree as like a dog.

Legends of his death

Local legend is that twice the noose broke down and he fell down alive, for which Yusuf Khan ordered the troops to remove a Neck brace before hanging. A sepoy guarding the Body of Yusuf Khan previous night reported to the Arcot Nawab, that Yusuf Khan appeared in his dream intending to return on the third day after his death and capture Madurai. The agitated Nawab ordered his men to chop his body into several parts and place them all over his domains. As went his Head to Trichinopoly alias Tiruchirappalli alias Trichy, arms to Palayamkottai, legs to Tanjore and Travancore for public viewing later buried at Periyakulam city near Madurai, to instilling caution and fear, later buried there. The remaining body was buried at Madurai. In 1808, a small square mosque was erected over the tomb in Samattipuram, in Madurai, which exists to this day on the left of the road to Dindigul, a little beyond the toll-gate, known as Khan Sahibs pallivasal. At the time of his death, Yusuf Khan had a son, who must have been 2 or 3 years old. Yusuf Khans wife Maasa and the little boy vanished from history after the hanging. They might have escaped to Tirunelveli (?Alwarthirunagari) or Travancore. The descendants of Baba Sahib, Yusuf Khans physician, live around Krishnan Koil in Virudhunagar District. They still practise native medicine and bone-setting. The Madurai fort, which Yusuf Khan had defended so passionately during the two sieges in 1763 and 1764 was pulled down in end of the nineteenth century. His lodgement according to the French map, must have been on, what is now called, Khansa Mettu Street (? Khansa Veettu Street). The fort in Palayamkottai, he had repaired and used so well during his earlier wars with the poligars, was dismantled in the middle of the nineteenth century. Only parts of the western bastion, (now housing Medai Police Station ), the eastern bastion (now housing the Tirunelveli Museum) and a few short segments of the eastern wall are remaining.

Final Battle
In 1764 again the British troops surrounded the Madurai Fort, this time cutting supplies to the fort. Hence Yusuf Khan and his troops went without food and water for several days inside the fort (surviving on Horse and Monkey meat according to European sources) but held on with great energy and skill, renovating and strengthening the fort at great expense, and repelling the chief assault with a loss of 120 Europeans (including nine officers) killed and wounded. At the end of that time little real progress against him had been made, except that the place was now rigorously blockaded. Meanwhile the Arcot Nawab consulted Sivaganga General Thaandavaraaya Pillai, along with Major Charles Campbell, hatching a treacherous plot to bribe Yusuf khans Dewan Srinivasa Rao, Marchand the captain of the French mercenaries and Khans doctor Baba Sahib. One morning, when Yusuf Khan was offering his prayers inside the fort, Marchand, Srinivasa Rao and Baba sahib went in quietly and pinned Yusuf Khan to the ground and tied him up using his own turban. Hearing this commotion, one youth called Mudali, close to Yusuf Khan, raised an alarm. He was quickly caught and cut down. As the news of the coup reached Yusuf Khans wife, she rushed to the scene with a small posse of troops. But they were helpless against the well armed French and other European mercenaries, standing guard around the fallen ruler. Under cover of darkness and an even darker veil of secrecy, Marchand whisked away Yusuf Khan out of the fort and handed him over to Major Charles Campbell, who commanded the English among the besiegers. Unfortunately, the major part of Yusuf Khans native forces remained totally unaware of the fateful drama that had been enacted inside his house, that morning. The next day, in the evening of 15 October 1764, near the army camp

ashington : Muslims all over the world are angry over Frances decision to impose a ban of burqua. Muslim leaders have said that the ban has unnecessarily become an issue. Organization of Islamic Conference(OIC) chief apprised that very few women in western France wear the burqua in Europe and other western countries is quite small and he found no reason why a ban was imposed. He said that a minor matter was being blown up to became a major issue which did not deserve much importance. It may be recalled that France is the first country to introduce such a ban on wearing burqua or niqab at public places.

Muslims angry over French ban on burqua

America, however, has taken a different stand on the issue.
French ban on burqua. Declaring France a prominent ally, he expressed the desire that people would seek full explanation behind the French ban from the French government. There should be respect for religious freedoms and right to freedom of expression. Darul Uloom Deoband described the ban as undemocratic and a violation of secularism as well as violation of human rights. It urged the Indian government to raise the matter with the French government. In a press release, it said that burqua is an integral part of our religion and imposing a ban on it was a denial of religious freedom. Maulana Abdul Qasim Banarasi, the officiating vicechancellor Abdul Malik Madrasi issued a signed statement. Senior member of the Jamiat Ulama-e-Hind Maulana Abdul Hameed Nomani declared that such a ban is an infringement of basic human rights. Very few members of the minority community wear it hence there was no need for such legislation. Every individual should be allowed religious freedom to practice their religious convictions. A cleric based in New Delhi, Maulana Asghar Abbas, said that people have full freedom for following the tenets of their faith in a democratic and secular country.

Declaring the personal beliefs and expression of ones faith should be granted permission so as to assert ones religious identity. Mark Tonner, spokesperson for American State Department, said that America supported religious freedom but he declined to comment on the
