However he deviated his line of action from Dr. Ramadoss who advocated locking up of wine shops, instead he said the IUML would strive to lock the doors of the hearts of people to prevent them from drinking liquor by constant preaching. The North Chennai IUML President Jainullabudin, Secretary A.H. Ismail, South Chennai IUML President Poovai Musthafa, Secretary Hyder Ali Khan led the demonstrations. Parliamentary Debate on Finance Budget for 2013-14 : delivered by Abdul Rahman-Vellore Constituency Tamil Nadu
Thank you very much for having given me an opportunity to speak on Budget 2013-2014 presented by our Honble Finance Minister Chidambaram ji. Budget for 2013-14 identifies Higher growth leading to inclusive and sustainable development as its mool mantra and endeavors to create economic space and find resources to achieve the objective of inclusive development. Creating opportunities for our youth to acquire education and skills that will get them decent jobs or self-employment identified as one of the overarching goal of budget. Revised fiscal deficit for 2012-13 stands at 5.2 per cent of GDP and is at 4.8 per cent of GDP for the year 2013-14. Revenue deficit for the current year at 3.9 per cent and for the year 2013-14 at 3.3 per cent. In 12th Five year plan which had begun in 2012-13, Total Expenditure had been fixed at Rs.14,90,925 Cr. In order to minimize the deficit, a considerable austerity measures can be taken to reduce reasonably the total expenditure. In his Budget Speech, our minister has categorically menti oned a sentence that we see Economic Policy on one side and Economic Welfare on the other side. By providing a potential and consolidated Economic Policy, the expected Economic Welfare can be achieved. So, there is a significant link in between them. This link is visualized in different dimensions. The first and foremost item of such kind is education. Allocation of Rs. 65,867 crore to the Ministry of Human Resource Development, an increase of 17 percent over the RE of the current year is much appreciable. Our nation should have very fast growth in attaining literacy rate which is only cause to reach our goal in all respects . The SSA (Sarva Shiksha Abiyan) and the RTA (Right to Education Act) are in tact for which Rs. 27,258 cr was allocated. This amount is to be increased further more enabling to announce various money for any thing, this will pave the way for land owners who lend their paddy fields to others where as the real farmers will meet no benefits out of it. So the minister should define it. Ministers announcement of setting up banks exclusively for women with initial capital of Rs.1000 cr, is receiving overwhelming appreciation all over the nation. These banks will have only women staff members and women customers only. This will definitely facilitate women folk in all respects. Dignity of women is hereby respected to high extent. This is the methodology adopted in Islamic Banking which is Interest free banking or otherwise participatory banking. This banking mode is in action not only in Arab countries but in western and European countries also. Interest Free banking is the only concept which eliminates financial exploitation in the market and it caters to all stakeholders without any financial burden and it is as simple as partner in the business. Anand Sinha Committee and Raghuram Rajan Committee reports are having vision of affirmative focus upon this type of interest free banking. We need not amend and change the prevailing system of conventional banking method but an exclusive provision can be given to adopt this mechanism. There are a number of countries like U.K, Singapore, Malaysia etc. where Participatory banking was allowed without carrying out any amendment in the Banking Act. Changes were carried out for example, in England through Finance Acts in the income tax provisions and other revenue laws to create a level playing field. Even Honble PM had urged RBI to look into the Malaysian success in Islamic Finance which was ignored till now. I am hereby reiterating the importance of our Prime Ministers advice to look into the matter even now. Thank you very much.

attractive schemes to school going children. This will definitely pave the way to the parents in sending their children to schools and to the students in avoiding drop outs. Ministry of Minority Affairs has got the allocation of Rs.3,511 Cr only. Though it is an increase of 12% over BE, this is not sufficient enough to carry out all needful projects of Minorities in different fields. This fund allocation is to be focused towards the implementation of Rajendar Sachar Committee Recommendations. Now how many years have passed after this Sachar Committee Report was placed in parliament. How many items of its recommendations were implemented so far? On one side our UPA Government says that it has very serious concern over all affairs of minorities and on the other side even the recommendations of Sachar Committee were not taken into consideration to implement them fully. Why this kind of partial vision our Govt is having on minorities? The so called reservation announcement of 4.5% has been suspended by the court proceedings due to various weaknesses of its report preparation. At least the recommendations of Rajendar Sachar Committee are to be fully implemented. Moulana Azad Education Foundation is one of the appreciable platforms in various educational schemes are carried out by UPA Government. It gives funds to even non-govt organizations for the minorities. Its corpus fund

stands at Rs.750 cr and now Rs.160 cr has been announced in the budget to increase the corpus fund. It doesnt mean that the entire fund is allocated to the concerned purpose. The interest amount earned out of this corpus fund is used for such divine gesture. Muslim community which has a major part among minorities, dislikes the interest money earned in the bank. Islam prohibits usury and this usury may be fruitful to one side but it is a back bone of financial exploitation on the other side. As we, muslim community does not like the methodology what Moulana Azad Foundation does, I earnestly appeal the govt . to allocate fund exclusively towards this gesture in stead of keeping its fund as Corpus Fund and its interest money earned out of this deposit is utilized. Believe me., some institutions though they are very much eligible, they dont want to use this fund as it is called Haraam which means prohibited among minority muslim community. Considering the Green Revolution which brought remarkable success in producing more volume of rice, eastern states of India like Assam, Bihar, Chattisgarh and West Bengal are to be very much encouraged. Budget report says that Rs. 1,000 cr has been allocated to support agriculture. But it doesnt say what kind of support in what form. By using this fund, if agricultural tools and other resources like seeds, fertilizers, electricity etc., are given with subsidy, it is fine. If the support is given in the form of

German Research Scholar Interviews Prof.K.M.Khader Mohideen

Research Scholar Beojoin Gladestine is the head of a political Science School in the German State of South Rhine. He meets world political leaders and interviews them on major issues of the world. He publishes research papers from his institute,. On 15-022013 he met the IUML National General Secretary and Tamil Nadu State President Prof: K.M.Khader Mohideen in the IUML head quarter in Chennai and interviewed him. We publish the contents of the interview for the benefit of our readers. Q: Please introduce your self. A: My name is K.M.Khader Mohideen. I served as a professor in the department of history in Jamal Mohamed College, Tiruchy and I resigned in 1980 and joined IUML as a full time worker. I have been intimately associated with the IUML from my student period. I am All India General Secretary and the president of Tamil Nadu State IUML. I contested Tamil Nadu Assembly election for four times and lost the elections. In 2004 I contested the Parliament election from vellore constituency and I won the election with more than one lakh votes. Q: What does your party stand for? A: There are three basic principles of IUML. They are, 1. Preserving National unity and opposing to divisive forces. 2. Working for communal amity 3. In India Hindus are a majority community. We stand for presrerving and protecting the cultural identity of Muslims and other communities. Q: Did you experience any situation of social exclusion or feelings of disregard or

and Kalainger worked for peace and communal amity and they never allowedextremism to take root in Tamil Nadu. Tamil Nadu was led by rationalists. Q: Please comment on the following old tamil saying :the whole worldis my village and all folks are my kinsmen A: yes, it is the typical attitudes of Tamils. It is a great philosophy that every Tamil accepts. We do accept this philosophy whole heartedly. Q: Western governments often claim to promote universal goals, democracy, human rights and liberty. What do you think about this? Do you agree that democracy, human rights and liberty are universal goals? A: Democracy had its roots in India particularly in Tamil Nadu. Human race in fact originated from Tamil Nadu.We appreciate that democracy was systematized and perfected by the west. Liberty is part of human rights. Human Rights are Godgiven, not Government given Facult of speech is Gods gift to humanity, and no government has the right to take away this rights. Democracy is based on convictions and not on compulsions. The teachings of the Holy Prophet (Sal) promoted this kind of democracy. Q: What comes to your mind hearing the words harmonious world and what feelings are combined with it? A: The whole world is my village and all folks are my kinsmen is the right answer to your question. Every one should know thyself first, know the truth in thyself and finally do good toall. This will lay foundation for a peaceful world.

rejection that motivated your decision totake an active part in politics? If yes please describe these experiences. A: I entered politics out of conviction. First of all I live a life of a Muslim, I should serve my community and people at large. Service motivation dragged me to politics.I have been in religious, social and political service from my young age. My entry in to politics is the continuation of my other services. Q: Have ever been discriminated as a Muslim in politics? A: In India political principles are good but in practice it is difficult. In India particularly in Tamil Nadu there are 234 MLAs and 39 parliament constituency. There is no Muslim majority constituency. In many constituency muslims consists of only 15%. We contest election in alliance with other parties. IUML is a glorious historical party. None consider us as untouchable in politics. People belonging toallcommunities voted for me. But in social life we experience discrimination, for example people do not rent out their houses to muslims, being a MP I too had this bitter experience.Such social discriminations are there.

Wehope such discriminations will melt away in due course. Even when babri mosque was demolished we firmly stood for communal amity and harmony. We did not sensitize the issue. We did not change our ideals or attitudes. We did not play with the lives of innocent youth by instigating them for street demonstration. Even when the film denigrating the prophet was filmed in U.S. and released all over the world we did not join with other Muslim organizations that agitated in front of US consulate in Chennai.Instead we met the Consular and conveyed our feelings and submitted a letter to forward to the US president barrack Obama. IUML never deviated from its cherished objectives and ideals. It is a great organization rooted on strong ideals. Q: What is in your opinion the highest threat to the world, to India and to Tamil Nadu now a days? A: terrorism is the highest threat to the world whether it is individual terrorism group terrorism or state terrorism. Extremism practised by people belonging to majority community we consider as a national threat. As far as Tamil Nadu is concerned extremism has not taken its roots here. People like EVR,Rajaji, Anna

Tun Dr. Mahathirs Message to Muslim Youth Reminiscence

(A TRIBUTARY & INSIGHTFUL MEETING WITH HIS EXCELLENCY TUN DR. MAHATHIR MOHAMAD. Mr. Ahamed Riaz calling at his office in Kuala Lumpur on 03 February 2012) When controversy runs high with many top-notch leaders, it is just unanimous admiration with Tun Dr. Mahathir Bin Mohamad, the great Muslim world leader of Malaysia. Tun Dr. Mahathir Bin Mohamad born on 10 July 1925, is a Malaysian politician who was the fourth Prime Minister of Malaysia. Though basically he was a medical doctor, as destined would have it, his statesmanship and political acumen made him Malaysias longest serving Prime Minister for 22 years from 1981 to 2003. His political career spanned almost 40 years. He was a dominant political figure, winning five consecutive general elections. During Mahathirs tenure as Prime Minister, Malaysia experi enced rapid modernization and economic growth, and his government initiated a series of bold infrastructure projects. As a student leader in Malaysia, I had ample opportunities to attend high level bureaucratic meetings and redress the problems faced by International students in Malaysia. At this time there cropped up in my heart a faint desire to meet the great man of that soil. Soon my wish was granted! First and foremost I thank almighty Allah (s.w.t) for His abundant blessings of their own family and prosperity but widen their perspective about the minority issues, benefits and how to make them reachable for the larger masses. There are many things that are happening around but the Muslim Youth should be focused in unity and purpose. As future leaders they should strive with a selfless attitude and promote the general cause of the deprived. The meeting was supposed to be for 10 to 15 minutes but it lasted for nearly an hour. There was so much to learn even by just looking at him. I took the opportunity to quickly brief him about our unique leader late Quaide-millath and how the Muslims of the yester years stood united under the one banner of IUML. At this juncture, I also mentioned about my own grandfather, late Madurai S.M.Muhammed Sheriff, a zealous parliamentarian. The meeting envisaged and gave a variety of insights on promoting youth leadership, education, strengthening economy and working unitedly. As I took leave of him, some poetic lines ran in my mind: And two roads diverged in a wood; Then I took the one less travelled by, And that has made all the difference. - Mr. Ahamed Riaz., M.B.A

rendered on all of us. It was a tributary and a dream comes true, meeting his Excellency Tun Dr. Mahathir Mohammad. One evening I received a call from his office and was informed by his PA that his Excellency has agreed to meet me the next day, Feb 3 2012, at 10 in the morning. For a second I felt elated and the impact left me both speechless and sleepless, and little did I realize that the exuberance is going to last even after the meeting. Next morning, when I entered his chamber, the elegance and unobtrusive ways of this great personality instilled a sense of tranquility in me. As I walked towards his table, he stood up and walked a couple of steps forward to greet me. I was literally humbled by the gesture of the nobleman. Seeing the excitement in me he put me at ease with his trademark smile. The conversation centered on empowering youth leadership,

especially in South India and certain minority issues faced in todays challenging and globalized economy. I arduously listened to his unbiased views and comments. He particularly emphasized that Muslim youth should educate themselves and learn to think rationally. They should not be just one among the herd and gullible to be misled by unscrupulous people and ideas. They should possess a sound knowledge of their religion and they should strive to practice it. He observed that there is no ultimate success if one does not practice Islam. He also remarked that it is inevitable for the Muslim youth to be business minded. They should venture into new enterprises and join hands in creating wealth. What struck me unique was his appraisal on a selfless attitude. He observed that the youth should not whirl around inside a small circle

Speech of the Honble President at the Presentation of the book Indias Voice at the United Nations
am delighted to receive the book titled, INDIAS VOICE IN THE UNITED NATIONS. The speeches of Shri Ahamed as contained in the book traverse difficult subjects. 2. We are aware that these speeches were delivered by Shri Ahamed, when the global geopolitical situation was undergoing far reaching changes. On the one hand, the collapse of the Soviet Union threw up challenges of transition in newly born countries in Central Asia while, on the other, there were a series of unification attempts in the shape of NAFTA in Northern America, formation of the European Union, collapse of the Berlin Wall and economic integration in the ASEAN region. These offered both opportunities as well as challenges. Economic inequities and political conflicts got intertwined. As the world confronted a plethora of issues having pan-global implications such as the global economic meltdown; war against terror; non-conventional threats to security; energy crisis; global warming; poverty, hunger and destitution, India spoke at various fora including the United Nations. On many such issues, Indias stance was ably articulated by Shri Ahamed, who always spoke with a vision for peace, development and justice. 3. I am particularly impressed by the range of subjects that Shri Ahamed has spoken on and his efforts at building global consensus on sensitive political and developmental issues. This is clear by just recalling the themes of the speeches delivered by him at the UN that include the Rights of the Palestinian People; Terrorism; Middle East Situation; Post-Conflict Peace Building; Financing for Development; Social Development; Human Rights; Apartheid etc.

4. Shri Ahamed is widely travelled and has represented India in the United Nations Security Council, United Nations General Assembly and various committees of the UN twenty seven times during the period 1992 2012, both as a Member of Parliament and as Minister of State for External Affairs. In 1984, he was sent to GCC countries as an Emissary of the then Prime Minister, late Smt. Indira Gandhi. He has similarly represented India at other international platforms like the Arab League Summits, Pacific Island Forum Meetings, Asian Cooperation Dialogue Summits, ASEAN, G-20 etc. 5. Shri Ahamed has always taken up causes of the welfare of the Indian community abroad, particularly in the Gulf. He was instrumental in the release of 3 Indian workers kidnapped in Iraq in 2004, which was widely appreciated. Shri Ahmed is respected both in India and abroad, for his oratory and his philosophy of peaceful co-existence. 6. Before I conclude, I would

like to make a reference to 26/11 Mumbai terror attack. At that time I was the External Affairs Minister and Shri Ahamed was the Minister of Estate in the Ministry of External Affairs. We all know that not only our nation but the whole world was shocked by the 26/11 Mumbai terror attack. Given the gravity of the situation, a Special Meeting of the United Nations Security Council (UNSC) was convened. Shri Ahamed was asked to present the

Indian viewpoint in the Security Council on the 26/11 Mumbai terror attack and I may add that he did a commendable job. 7. His straight-forward stand on the matter by highlighting that terrorism is a direct threat to international peace and security and that the fight against it requires effective global cooperation in order to punish the perpetrators was taken up seriously and accepted by the Security Council. Similarly, his plea to the UNSC to proscribe Pakistani group Jammat-ud- Dawa and to bring to justice all those who were in any way responsible for the Mumbai terrorist attacks, wherever they may be, found resonance in all quarters of the UNSC. 8. I am sure that the book would serve as a reservoir of insights that India has presented to the world in trying times through the thoughts and words of Shri Ahamed. I am sure that readers from different walks of life would find the book enchanting, incisive and inspirational not only today but also in the years to come. I once again congratulate Shri Ahamed for his endeavours and wish him all the very best.

UK priest opens church to Muslims

LONDON: As a school boy, Isaac Poobalan grew up in the southern Indian town of Vellore watching people of different faiths pray side by side in the chapel of the Christian Medical College hospital. Now, four decades later, this male nurse turned Reverend has become the symbol of inter-faith brotherhood in the UK. Poobalan, the rector of St Johns Church in Aberdeen (Scotland) has opened up his facility for Muslims to pray alongside Christians. With the nearby Syed Shah Mustafa Jame Masjid mosque too small to accommodate everyone, up to 100 Muslims now pray in the main chapel of St Johns five times every Friday. Secular India taught me to look at every religion with equal respect. My inheritance and the celebration of religions in India where Hindu, Sikhs, Christians and Muslims celebrate and live side by side, irrespective of colour or creed was a significant factor for my growth, Rev Poobalan told TOI in an exclusive interview from Aberdeen. Rev Poobalan told TOI The church and the mosque are next to each other. One bitterly cold day, I saw

Muslims praying in the open with their bare hands and frozen feet. I could almost see their breaths. I thought to myself that this is wrong. I took permission from my church council to ask Muslims to come and pray inside a part of the church which does not get used on Fridays. Initially, the Islamic community was hesitant. But the number of Muslim worshippers started to gradually increase and now its common.

Needs No Comments Togadia raises pitch for Ram temple

On the day Gujarats Narendra Modi became the first Chief Minister to be named a member of Bharatiya Janata Partys highest decisionmaking body, the sangh parivar hardened its stance on the Ayodhya Ram temple issue at an event in his Assembly constituency of Maninagar. Mr. Modi skipped the event presided over by RSS chief Mohan Bhagwat, but had separate meetings with BJP veteran L.K. Advani and senior leader Murli Manohar Joshi. Mr. Bhagwat and Vishwa Hindu Parishad international general secretary Pravin Togadia raised the pitch for construction of a Ram Mandir at Ayodhya. Unless and until we will become Hindus, not only by our behaviour, but with our practice and awareness, only then will our dream of building Ram Mandir at Ayodhya be fulfilled, Mr. Togadia said. Mr. Togadia, who has been at loggerheads with the Gujarat Chief Minister for some years now, asserted that there was a growing feeling of insecurity among Hindus, which persisted even in Gujarat. He lambasted the Sadbhavna fast undertaken by Mr. Modi and without naming the Chief Minister said people who were embracing Muslims were not concerned about Hindus. Mr. Bhagwat in his address said the VHP would organise a Ram Jap programme between April 11 and April 13 demanding construction of the Ram Temple. Courtesy : The Hindu, Chennai - 1st April 2013
