Volume 41 Number 7

We have had a string of thefts from homes and automobiles parked in Redwood Shores. Valuables left inside were taken from cars parked in Governors Bay and Gossamer Cove. Cell phones, tablet PCs, GPSs and other valuables were left where they were clearly visible, and the cars were left unlocked none of the entries into the cars was forced! Weve also had a few home break-ins, but again doors or windows were left unlocked. Police are aware of the crimes and have been patrolling the area, but they believe the robbers come by car and are able to move throughout the area quickly. It seems that Bay Area thieves have begun to realize that we are a vulnerable area due the general safety of the Shores and to our trust in our neighbors. However, these crooks are NOT our neighbors and they are preying on our community. LOCK YOUR CARS AND HOUSES! Take just a few sensible precautions to protect yourself. Be aware and report any suspicious behavior immediately. If you want to see a record of crime & police activity in the Shores, go to CrimeReports.com and, where it says enter an address, enter our ZIP, 94065.

At Monday nights budget study session, Public Works Superintendent Justin Ezell told the council that water rates could increase by as much as 15 percent in 2012. The increase comes directly from the San Francisco Public Utilities Commissions rate increase of 38.4 percent to the cities. The San Francisco Public Utilities Commission (SFPUC) is the sole water provider for all of San Mateo County, so cities have no choice but to accept the increase. Redwood City water rates increased 9 percent in 2010, and this same increase will again take effect July 1, 2011. But cities face the much larger increase of 38 percent on July 1 and will adjust local water rates in 2012 to reflect this increase. Its beyond our control, Mayor Jeff Ira said. If the city were to maintain only a 9 percent increase over the next few years, the citys water reserve fund would face a deficit of $138,000. The average family pays approximately $55 to $56 each month for their water bill, Ezell said. A 9 percent increase would be around $5, and then a 12 to 15 percent increase in 2012 could range from $7 to $9 for families. The average single family water bill in July 2009 among all agencies that purchased water from the SFPUC inclusive of the service charge was $51.32, according to the Bay Area Water Supply & Conservation Agency (BAWSCA). This was similar to Redwood Citys 2009 water rate. Continued on page 19

We do appreciate all of you who made time for our 60 Second Survey of issues affecting the Shores, and we especially appreciated those who took time to offer additional comments. Public safety (police/fire) issues were naturally at the top of the list of concerns, but two other items also came up in more than a few comments. The least controversial of the two items is re-gaining access to the outer Bay Trail (past the dog park behind sewage plant). This is now on RSCAs list of issues to pursue in the coming year.

More from RSCAs 60 Second Survey...

Presidents Memo for July 2011

Page 3

The second issue received several comments, and there are very strong opinions on both sides: I have children and the geese are a significant health and enjoyment issue for us, do not want to see people feeding the geese and would like to come up with consistent population control measures. And this: I believe the problem is out of control and is making RWS less of a desirable place to live. My wife and I cant walk out onto the our local sidewalks without stepping in geese droppings... they are EVERYWHERE and its disgusting. And people complain when dogs arent cleaned up after? All the dogs in the community couldnt match this mess. And forget about trying to enjoy any of the parks. Each square foot of grass will have multiple piles of geese droppings, again disgusting they are hatching like crazy and very aggressive toward people, often blocking sidewalks and streets I understand tolerance of these animals, but it is now more like an infestation... On the other side of the issue, we have some residents who believe the wildlife was here first and should be protected, as in this comment: the goose population is being depleted by animal control. They are netting the baby geese, loading them into their trucks, they are than taken away to be destroyed! Is this really your interpretation of living in harmony with nature? In our 60 Second Survey, nearly 80% felt that the issue of goose feces littering the Shores was very important to them, with over 40% of respondents ranking this extremely important. Only 8% considered this to be of little or no concern. (On a 10-point scale from no concern to extremely important, this issue scored at 8.3 among all respondents.) The rapid increase in the numbers of non-migratory Canada geese and the excrement they leave all over the Shores has created a public health hazard in addition to a significant decline in our communitys ability to enjoy our parks and walkways. This is NOT a problem caused by seasonal migratory and native birds, and we all agree that these species must be protected. The problem is with those Canada geese who decided to settle here only as this community developed. Canada geese are NOT native to this area, and they do not migrate. Current urban landscaping techniques have provided a preferred habitat, and Canada geese have become an overly successful species without natural predators here. They crowd out other native and migratory species by taking their food and habitat.

and our resident Canada Geese

Many, many other communities not only in the Bay Area but all across the U.S. have reached the same conclusion regarding resident Canada geese. Federal and state agencies have recognized and adopted regulations to deal specifically with nuisance Canada geese. Part of our increasing problem here is due to the mitigation efforts of neighboring communities (Foster City, for example) driving even more of these non-migratory geese into the Shores. If we are going to keep our neighborhoods, parks, and walkways clean so that we can maintain the highest quality of life in the Shores, this is a problem that must be addressed. You can help. If you are feeding Canada geese, either at home or in the parks, please STOP! This is the #1 recommendation of both the U.S. and state wildlife agencies. Feeding encourages the geese to stay here, and it also causes them to grow accustomed to human interaction. Not only is this dangerous to the geese, but it can result in more aggressive and harmful behavior by the geese towards humans. We highly value the Shores open spaces and our surrounding wetlands, but when our kids cant play in our parks without being soiled with bird excrement, when we cant stroll through our community without constantly stepping in feces, then we have a significant problem that requires action. Most of what needs to be done will be on private properties in the Shores, and it will require cooperative efforts between the City, agencies such as US Fish & Wildlife and CA Dept. of Fish & Game, our local businesses, the individual HOAs, and the nonHOA areas of Redwood Shores. RSCA will be working with all involved to clean up our community while protecting our native wildlife and the migratory species who occasionally come to visit us in Redwood Shores.

Mayor Ira joins other local government officials who are outraged about the so-called two-bill approach to redevelopment that legislators in both the senate and assembly passed on Wednesday, June 8th. Critics characterize the legislatures action as an attempt to force redevelopment agencies to contribute money to the state or face elimination. Such action violates numerous constitutional provisions, including Proposition 22 and Proposition 1A which prohibit the State from directly or indirectly forcing local governments to shift revenues to State purposes or other agencies. These bills are also seen as having been approved in stealth mode with no formal legal analysis, no local government input, and no public hearings. This legislation stipulates that agencies which make a specified payment are exempt from elimination. Statewide, these payments are

Legislators took an illegal action by passing a state budget that eliminates redevelopment agencies and essentially extorts socalled voluntary payments from local governments, said Mayor Ira. They took this action with no public airing or analysis of the contents of those bills - so that they could balance their own mismanaged state budget at the expense of local government.

Redwood City, CA Mayor Jeff Ira denounced the California legislature for its action in passing two bills which effectively eliminate redevelopment agencies statewide. Although the bills were made part of the budget package which was subsequently vetoed by the governor, indications are that the legislature will hold those bills in order to attach them to future budget bills.

Mayor Ira further states that, This elimination and hostage taking of local redevelopment funds sends our city and the entire state of California on the wrong track. At a time when California, the nation and world fear a double-dip recession, its unconscionable that the state legislature would vote to shut down our most powerful job-creation tool. To local governments like Redwood City, redevelopment is a tool for building things, an essential instrument for the economic recovery at both the local and state level. It builds and improves communities, spurs job growth and taxes and is the most significant provider of infrastructure, urban development, and affordable housing in the state.

rumored to be $1.4 billion in the budget year and $400 million annually. It is unlikely that agencies or cities will be able to afford the significant payment to the State required to let redevelopment agencies continue to operate.

The Mayor said that he expects Governor Jerry Brown to do the right thing and veto those bills directly, and help put California back on a road to economic recovery.

If redevelopment is eliminated, projects and programs throughout Redwood Citys Redevelopment Project Area will be affected including activities to improve circulation and linkages, rehabilitate commercial properties, enhance Downtown economic development, provide financial assistance and investment in public infrastructure, create jobs, and build affordable housing.

The leading treatments for gum disease are scaling and root planning (deep cleaning of the gums) and surgical gum treatment in more advanced cases. Antibiotics are sometimes used in conjunction with these other therapies, often with the goal of killing bacteria that is causing the gum disease. Recently, there is a new drug, which instead focuses on controlling our bodys reaction to these bacteria. The new drug is called Periostat. To understand how Periostat works, we need to have some understanding of how bacteria in the mouth cause the loss of gum tissue and bone around the teeth. Oral bacteria cause a chronic infection in the mouth of people with gum disease. This infection causes the body to release chemical substances called cytokines, which in turn cause a cascade of reactions within the gum and surrounding tissue. One of the substances released is a family of enzymes known as matrix metalloproteinases (MMPs). One of the MMPs is collagenase, an enzyme that breaks down the gum and bone. Periostat is a new application of a not so new drug, doxycycline. Doxycycline is a derivative of tetracycline. Periostat is a 20 mg capsule of doxycycline that should be taken twice a day over several months. Periostat helps to inhibit the bodys production of the destructive collagenase. Unlike higher doses of doxycycline or tetracycline that can be used to prevent the multiplication of some bacteria associated with gum disease. Periostat protects our bodys over reaction to bacteria, and its lower dose has far fewer side effects. Periostat is not intended to replace the need for excellent oral hygiene or other traditional gum treatment. It is a drug that clinical research has shown that will modestly improve gum disease when taken in conjunction with professional deep cleaning of the gums and a thorough oral hygiene regimen.

called The Pilot, it seemed inevitable that I would someday write an article on the fear of flying. We all have heard that flying is the safest form of travel, and the numbers certainly support that. The annual risk for any one person dying from a plane crash is approximately 1 in 11 million. The annual risk, however, of dying in a car crash is about 1 in 5,000. Additionally, the Center for Disease Control estimated that 2.3 million American adults were treated in emergency rooms for car related injuries in 2009. Given those statistics, one might assume that phobias associated with driving would be far more commonplace than those associated with flying. Not true. In fact, aerophobia, or the fear of flying, is considered to be one of the most common of all phobias. So why are so many people afraid to fly when the numbers suggest there is so little danger associated with it? Most people will describe one of two reasons. The first is the obvious: the fear of something catastrophic happening to the plane, and the horrific images that go along with that. The other usually relates more to someone who has a history of panic attacks, and worrying that one may occur on a plane where they feel trapped. Many people have told me that they worry about doing something like running up and down the aisle screaming or trying to open one of the doors.

The Therapists Corner - Fear Of Flying

In writing a column for a publication

The fear of losing control during panic is a very common one, yet of the thousands of people Ive treated Ive never actually encountered it happening. While the fear is very real, people with panic usually are far more in control then they realize. The fear of flying is often successfully treated with therapy and/ or medications. Additionally, there are fear of flying programs around the country which can also be very useful, especially in terms of learning more about how planes actually work and answering various technical and practical questions associated with flying. As I have mentioned in other columns, cognitive therapy helps to confront our negative thinking, and aids in considering other, more realistic perspectives. The behavioral therapy part focuses on directly challenging the fear and puts people in the very situations they are avoiding. This, of course, can be very challenging with a fear of flying because of the time and cost involved in plane travel. Virtual reality technology can also be useful for this, as can a process called imaginal exposure where someone first uses imagery to try and lessen the fear before doing the real-life exposure. Over the past several years the airlines have given us plenty of reasons to feel aggravated with flying. Keep in mind though, that youre still very likely to arrive at your destination safely. Ill trade free peanuts for that anytime. Scott M. Granet, LCSW is a long-time resident of Redwood Shores, and is director of the OCD-BDD Clinic of Northern California in Redwood City. Remember the Hints from Heloise newspaper column? She provided simple household advice passed down from mothers and grandmothers whose common ingredients for cleaning, including baking soda and vinegar, came from the kitchen cupboard. These types of non-toxic cleaning products are making a comeback. Armed with emerging scientific data on the hazards of synthetic cleaning products, consumers are ready to get back to the basics. We now know that as we dust, polish and scrub our way to a cleaner house, we may create a harmful mix of chemicals that pollute the indoor air and surfaces and compromise the health of our family and pets. Some products contain toxic substances that can cause harm if inhaled, swallowed or absorbed through the skin. Mixing certain chemical cleaners, such as chlorine bleach and ammonia, can create toxic gases. Extremely high doses of some substances may even cause birth defects or other serious health problems, including brain damage or death. Recent studies show that many common cleaners and air fresheners contain chemicals that can trigger asthma. This includes products such as spray and plug-in air fresheners; toilet cleaners; and laundry products including detergents, fabric softeners and dryer sheets. A recent study published in the American Journal of Respiratory and Critical Care Medicine showed that people who used cleaning sprays at least once a week were 50 percent more likely to have increased asthma symptoms, wheeze or use asthma medications. Of the products studied, air fresheners, glass cleaners and furniture sprays had the strongest association with asthma. Less than 10 percent of approximately 100,000 synthetic chemicals produced each year for industry, home and agriculture uses have undergone testing for long-term health effects. Some synthetic

Take The Toxins Out Of Cleaning

chemicals found in cleaning products are not deliberately added, but are carcinogenic byproducts of manufacturing (including formaldehyde and benzene). The U.S. Food and Drug Administration (FDA) does not require manufacturers to list chemicals used in product fragrances. In addition, there are no legal requirements for ingredient labeling on household cleaning products. Fragrance-free products are the best solution for those at risk for asthma. This is just a rough guideline since there is no exact definition for scent-free, fragrance-free or unscented. Products labeled as unscented may actually contain ingredients to mask the smell of other ingredients. You can also try substituting chemical cleaning products with non-toxic alternatives, just like your grandmother or Heloise used to do. For example: Open windows or use products scented with essential oils instead of spraying air fresheners.

Many people today prefer texting to emails or phone calls. In fact, every day, 3.5 billion text messages are sentand that number is on the rise. While this may be a quick way to get a message out, it can mean an increased risk of neck and shoulder pain, according to a recent study. Last year Judith Gold, Sc.D., an assistant professor of epidemiology at Temple Universitys College of Health Professions and Social Work, led a study that suggested that the more people texted, the more pain they experienced in their necks and shoulders. Given this, there are steps you can take recommended by chiropractors to prevent experiencing neck and/or shoulder pain from too much texting. Sit or stand up straight. When you are texting, dont hunch over the typepad. Hold your screen/phone at eye level and keep your neck straight. Pulling your neck forward is what causes the pain. Keep your chest and shoulders open. Before you text, draw your shoulder blades back and down. This will strengthen the appropriate back muscles to avoid any pulling or misalignment at your neck and shoulders.

Tips to Prevent Neck and Shoulder Pain from Too Much Texting

Take breaks. Avoid sitting or standing in the same position for extended periods. If you are sitting, get up and move around. Try to limit texting to five minutes at a time. Use both thumbs. If you only use one thumb while texting, this can create overuse on one side. Make sure to use both thumbs. Also, give your thumbs a break when typing long messages. Stretch your shoulders. Take a break from texting and take a deep breath, while raising your arms up toward the sky/ceiling. Keep your arms raised and take five, long deep breaths. Release your arms and then shake them out, allowing your shoulders to jiggle to improve circulation to them. Stretch your neck. A few times a day, stretch out your neck. Draw your head over in the direction of your right shoulder with the guidance of your right hand. Hold and feel the stretch as you breathe to the count of five. Make sure to release your left shoulder as you breathe. Slowly inhale back to center and repeat on other side. Make sure to release right shoulder this time. Come back to center and take three long, deep breaths before you carry on to your next activity. Steven Sprague D.C. practices at Premier Chiropractic Clinic in Redwood Shores. Ezell predicted another potential double digit water rate increase in 2013, depending on the increase in 2012. However, this rate should stabilize after these two increases. Ironically, increased water conservation is partly to blame for the increasing water costs, Ezell said. With less demand for water, the utilities commission has to charge higher rates to generate similar revenue. Theyre not just pocketing the revenues, Ezell said. Ezell added that this particular spike in charges will fund much-needed infrastructure upgrades to San Franciscos 100-year old system. Theyre the ones that got us here, and they should help us address this, said Councilmember Rosanne Foust, who is a member of the councils Utilities Committee. Foust and Utilities Committee members Councilmember Barbara Pierce and Vice Mayor Alicia Aguirre will meet on July 27 to listen to Ezells presentation. The council can choose to implement rate increases before then, but this would require a laborious process, Ezell said. Ira added that the SFPUC even floated increases as high as 64 percent, but settled for 38 percent after many discussions. To offset any further increases, the city is looking at ways to generate more revenue specifically for the water fund. They have looked into selling some recycled water to other cities and using automated metering to increase operational efficiency. Disaster Preparedness Tips for July Important Information Needed After A Disaster
By Mike Mancusi

When I first started my pet sitting business I honestly had not given much thought to caring for sick or senior animals. But, as the years went by the animals in our care have grown from puppyhood to adulthood. Often the increasing years brings on things we had not bargained for. Medications, and in some cases insulin or sub-q fluids, may now be needed on a regular basis for our animals.

Important phone numbers and addresses

Dogs are almost always easier to give medications too. Put the offending pill in a hot dog or coat it in peanut butter and Fido has gobbled it down before you know it. Cats on the other hand are smarter and would not even begin to fall for any trick like that! Pet sitters and owners everywhere blessed the day Pill Pockets were inventedwhen they work that is. Pill Pockets, for the uninitiated, are little hollow treats. You put the pill inside the pocket, pinch it closed and kitty will eat it (yes, there are Pill Pockets for dogs as well). That doesnt mean Kitty will go for it though! I still have met more than one cat that will sniff at a Pill Pocket and walk away from it, never to let the treat pass those lips. As a pet sitter if there is a change in medical condition or new medication, I will often want to pay a visit well before your trip and assess the situation. For example, if Tiger your normally shy kitty suddenly becomes the Tasmanian devil when I try to give medication, we may have a problem. The last thing a pet sitter wants to do is call you when youre out of town saying we have a problem. This is the last thing the owner wants to hear as well!

You will also need information to file claims with FEMA and insurance companies. The sooner you can file, the sooner you will receive funds to begin rebuilding. This advice can save you MAJOR time and money. To help support your claims you should have: Photos of every room, every closet, cupboard, drawer and cabinet as well as the exterior of the house and autos. These are the before photos so you can prove damage.

While you are gathering all of these official items, you might also want to store a copy of all of those digital family photos to protect family memories.

more than they can handle better you both find out now and not the day before your scheduled departure. While I realize there are always going to be last minute medical issues that arise, pet sitters love it when you give us plenty of notice of any changes in an animals medical condition. I am always more than happy to meet with my clients and assess the situation to make sure it is a job I am comfortable with. As a pet sitter my goal is to do the best job for you and your animal.

For special needs pets you need to also discuss this with your pet sitter in advance. For example, not all sitters give insulin or sub-q fluids. Or perhaps your companion animal is still recovering from recent surgery. Please call your sitter and discuss specifics with them. Your pet sitter may feel the care required is beyond what they are able to provide for your companion animal. Dont despair if your sitter indicates the job is

When stores started selling their wares on the Internet several years ago, they opened a Pandoras box. Customers are now faced with so many options that they can easily feel overwhelmed and suffer paralysis by analysis. I have clients who delayed starting a remodeling project for twelve years because they had the misconception they could save time and money by doing all the planning and shopping themselves. They spent hours perusing the web and became thoroughly confused about what was a good investment, which products were reliable long term and where to begin the project. All they discovered was that the task was too daunting to undertake without professional experienced guidance.

The Perils of Internet Shopping

actively pay sales tax on all out of state Internet purchases, so there isnt even any saving in sales tax. When a customer shops for furniture, appliances and plumbing fixtures on the Internet they are unable to sit on the product, test its functionality or judge its quality. Working with a designer keeps the customer from being overwhelmed with choices and decisions. Designers guide their clients towards durable products and companies with proven track records of excellent customer service. Often making a slightly larger investment in the initial purchase will yield a product with a history of lower maintenance and better warranty service. After all, doesnt everyone want the dollars they spend today to provide years of pleasure and worryfree maintenance in their home? What happened to the clients who delayed their remodeling project for years? Within weeks of hiring a decorator, they had a team that included an architect and a contractor who transformed their wishes into a specific floor plan with detailed attention to their needs for storage as well as dedicated spaces for music and video gaming. Now they can proceed with confidence to build their forever home. Submitted by Jean Cary - 650 593-9622

Shopping on the Internet doesnt save money unless you consider that all your time is of no value. Mistakes in Internet purchases can be difficult and costly to resolve. Some companies dont even have a phone number on their website for customer assistance! The customer is responsible when they order a product in the wrong size. This can be a major dilemma when measuring for window treatments or not considering the clearance for the swing of the door on an appliance when it is installed in cabinetry. Then there is the problem of tracking the product from purchase to delivery and installation-all without damage to the product or the home. the rolling hillsides of New Hampshire, east of Concord, close to Bow Lake, in the small town of Northwood. Our aunt and uncle had a large colonial farmhouse, known simply as The House on Blueberry Hill, with a huge barn complete with hay loft, several horses and more tractors that we could ever figure out what Uncle Robert did with each of them. The grounds included a well found by a local resident with a divining rod, a peach orchard, small frog pond which was perfect for a cool dip in the summer, and acres and acres of blueberry bushes. It was one of our most favorite places to visit. My Mom and her younger sister transformed into silly schoolgirls when they got together, and my brother, sisters and I all had free rein of the house and barn. The meadows in the back of the house sloped down to a fence, and then back up a steeper hill which was covered with blueberry bushes. Wed take our pails and fill them with plump sweet blueberries, and return to the house covered with blueberry splotches all over our clothing, hands and mouths. Those blueberries found their way into blueberry pancakes, blueberry muffins and of course, blueberry pie.

WINE APPRECIATION
A buddy of mine says he likes his red wines in the style of Jennifer Lopez. You know, what you see and sniff is what you get with this colorful, grapey and juicy quaff. Overtly fruity and vibrant, with no tannic edges, this extroverted, purple, mouth watering gem is made for immediate enjoyment. Age it in your wine cellar for later drinking? Heck no, guzzle it today, and enjoy it with simple, foodribs, burgers, sausages, basic pasta. Serve it in tumblers or Styrofoam cups, and nobody will bat an eye. Subtleties and nuances are not part of this all time Bistro favorite. Everything is up front, right where it belongs. There are no cerebral discussions needed to appreciate this hedonistic package of pleasure. By Tom Barras

Im not certain just how many acres were devoted to the peach trees, but it seemed as though the trees, laden with huge peaches, went on forever. Once the peaches were harvested, they were stored for a short time in a huge refrigerated room on the side of the barn. Wed always try to sneak in there to cool off on a hot summer day. Uncle Robert would take out his pocket knife and slice into the juicy peaches left on several trees closest to the house, and we would gather around like little birds as he fed us those delicious slices. Fresh peach pie was always on the menu for dessert, too. Fresh summer peaches, blueberries and raspberries always remind me of our childhood summers in New Hampshire. Heres a very simple Crostata that you can tailor to incorporate your favorite summer fruits and berries. The Crostata is merely a free form pastry tart - you dont have to fuss with a pie plate! You can use blueberries, raspberries, or blackberries with the peaches, or a combination of different berries.

Preheat Oven to 450 degrees Pastry (Makes enough for two crostatas) 2 Cups All Purpose Unbleached Flour Cup Bakers Sugar (Superfine) Teaspoon Kosher Salt 8 Ounces Cold Unsalted Butter, cut into small pieces Put flour, sugar and salt into bowl of Cuisinart (use steel blade) and pulse to mix ingredients. Add chilled butter and pulse quickly until butter is pea-sized. With motor running, add Cup Ice Water through feed tube, then pulse until dough clumps together. Empty dough onto marble pastry board or pastry cloth. Form into two balls, flatten and wrap each in plastic wrap. Refrigerate one and freeze the other for another day (or dont freeze the second ball - make two and double the Filling Recipe below.) Filling (Makes one Crostada) 1 Pounds Fresh Sliced Peaches 1 Teaspoon Grated Lemon Zest 1 Cup Fresh Blueberries, Raspberries or Blackberries 1 Tablespoon Fresh Lemon Juice Cup Bakers Sugar (Superfine) Cup All Purpose Unbleached Flour Egg for Egg Wash Roll pastry into a dinner plate sized circle on floured surface, and transfer onto baking sheet lined with parchment paper. Combine all filling ingredients in bowl, and cover the tart dough with the peaches and berries, leaving 2 inch border all around. Fold the border up onto the peaches and berries, making rough pleats as you go around the circle. Beat one egg with a teaspoon of cold water in a small bowl and brush around the side of the tart. Sprinkle edges with sparkling sugar (available in specialty food stores), and bake crostata for 20 25 minutes or until peaches

So, whats the point of all that anthropomorphic word play? Well, first of all, Ive described three types of red wine. Each made from different grapes. With each style providing its own brand of pleasure. Recognize them? Im suggesting, not so subtly, theres variety out there. There are many reds and numerous whites that should be explored and enjoyed. If youre willing to learn the major grape varieties, and their flavor profile (taste characteristics), plus a few wine vocabulary basics (wines structural aspects), then youre well on your way to knowing whats in your glass, and more importantly, why you like it.
are tender and crust is golden brown. Let rest for ten minutes on baking sheet, then transfer to wire cooling rack. Serve warm or at room temperature. Enjoy! Lynn Kathleen Adams

And yet another friend insists that the Julia Roberts Red is the only way to go. While frequently described as a feminine style of wine, many men have been known to knock themselves out pursuing it elusive charms. A sweetie, but not in the sugar sense, this aromatic beauty offers a nifty middle ground to the two wines mentioned above. This Pretty Woman is outgoing, fragrant, and smooth tasting from the get-go. Offering more serious flavors, structure, and longevity than J-Lo, it doesnt require ZetaJones long term commitment before you understand what its all about. And while it is known for its immediate, tannin-free red berry appeal, this is not a one night stand drink. Though sometimes elusive and occasionally confounding, this is the wine that you will keep going back to week after week and year after year.

Gimme a Catherine Zeta-Jones Red any day, spouts another friend of mine. Maturity, refinement, and elegance are the hallmarks of his style of red wine. Approachable and certainly enjoyable right now, this well structured, elegant Cru delivers complex, voluptuous flavors of blackcurrant, cedar and tobacco. But this world class claret, with well balanced fruit and tannins, needs a little time and understanding to soften and reveal its long term promises. When the time comes, you must pay attention because the messages are soft, gentle, and nuance-laden. Satisfying throughout its long life, this very special red wine requires the right food, the right glass, and the right crowd. Snobby? Some would say so. Ah, but for those who know . . . .

Withholding rules The basic rule is that withholding is required on payments of California source income to nonresidents. Under the regulations, withholding is required on non-wage income if payments during the year are greater than $1,500 for the calendar year, unless the withholding agent receives authorization for a waived or reduced withholding from the FTB. If the entity (in this case the property manager) expects that the total calendar year payments will exceed $1,500, it must withhold on all the California-source payments, not just the amounts exceeding the $1,500 threshold. If, however, it did not reasonably expect the payments to exceed $1,500, there is no requirement to catch up once payments exceed $1,500. No withholding for individual renters The FTB has allowed an administrative exception to the rule in the case of an individual tenant paying rent directly to an out-of-state landlord in an effort

enforcing nonresident withholding. In the case of property managers, the FTB requires withholding on gross rents with only a deduction for property management fees. In most cases this will result in over withholding, unless the nonresident property owner files forms to request, and the FTB grants, reduced or waived withholding. This is the only way to avoid over withholding.

Property Managers Must Withhold On Nonresident Landlords Rents

In an effort to close the tax gap, the FTB has been aggressively

The FTB has provided two forms for these requests: For those who have filed and paid file FTB Form 588, Nonresident Withholding Waiver Request: On this form, the nonresident payee may get a waiver from withholding based generally on California tax filing history. Form 588 must be submitted at least 21 business days before payment is made. Depending on the nonresident payees tax filing history, the FTB may grant waived withholding for up to two years or the taxpayer may be required to re-file the next year if this is the first year the nonresident has California source income. For others, file FTB Form 589 Nonresident Reduced Withholding Request: On this form the nonresident payee itemizes expenses against the California source income. Form 589 must be submitted at least 21 business days before payment is made. Once it is accepted, the FTB provides the withholding agent a letter stating the reduced withholding amount. Generally, nonresident property owners must file this form yearly.

Exemption from withholding The FTB emphasizes that withholding is only required for nonresident property owners who fail to file California income tax returns. Compliant taxpayers will begranted a waiver upon request and verification that they have filed recent California returns and paid taxes owed. A property owner can request a withholding waiver or reduced withholding.

Direct payment to the landlord According to the FTB, withholding on the rent payment is required even if the property manager chooses to structure the contract in a way that allows the tenant to make the checks payable to the property owner, and then collects the property management fee separately from the owner. In these cases the FTBs position is that withholding would still be required because the direct payment exception does not apply. When the property manager receives a rent check made out to the owner, theproperty manager has possession and control of those proceeds, whether or not the checks are cashed. Because the property manager has control, receipt, custody, disposal, or payment of the income within the meaning of RTC 18662(0), they are required to withhold on those payments.

Property managers not exempt The exception does not extend to property managers. When a property manager collects rent, the withholding rules apply and the property manager is required to withhold on rental payments received for nonresident landlords. So, unless the property owner has received a reduced or waived withholding approval from the FTB, the manager must withhold on the payments received whether or not they are forwarded to the landlord, and without regard to repair and other expenses made by the manager. The FTB has confirmed that they will allow the property manager to reduce payments subject to withholding by the amount of their management fees.

to avoid placing a compliance burden on all individual taxpayer who may not be familiar with tax administration.

SSS Tip #2 - You probably have a pretty good idea about your body shape, i.e. round, rectangle, triangle, inverted triangle, hourglass. That being said, you should look for suits that will emphasize your most attractive assets while minimizing those areas youre not so fond of. For example, if you want to camouflage your midriff, a suit with ruching in the midriff will help. A vertical accent, such as a ruffle down the front of a suit or a vertical line in a contrasting color, will help to slim the body. If your shape is a triangle (heavier on the bottom), you can focus attention on the upper body with a printed tankini top and solid color bottom. Another way to accomplish this is a suit with wide-set straps, which will draw the eye upward and outward, emphasizing the upper chest and shoulders. If you want to emphasize (or create) a waistline, a suit with detailing at the waist will do the trick. You may want to check out the swimsuit section on the Nordstrom website - you can look at suits according to your body type.

SSS Tip #1 - First of all, forget about numbers...the size, that is. No one will see the size but you, and the important thing is that the suit fit properly, to show off your best assets. If it bothers you, cut out the tag after you purchase.

I shared swimwear shopping tips with you at this time last year, but do believe they bear repeating. Women in particular tend to dread not only the day we have to appear in public in our swimsuit, but also the whole process of shopping for it. (I mean, truly, couldnt they put some flattering light and mirrors in those dressing rooms?!) Keep these few tips in mind and it wont be quite so tortuous.

Adena DiTonno is owner of adenaDesigns, a fashion and wardrobe consultancy in the San Francisco Bay Area. She also writes a fashion blog: http://adenadesigns.wordpress.com and a monthly Style Bulletin, which you can sign up for at www.adenadesigns.net.

SSS Tip #4- Get a tan...no, not in the sun but out of a bottle. We all look better in a swimsuit when our skin is a bit tanned. Whether its a spray-on (Mystic and Versatan systems are two good ones...I especially like Versatan because it dries you off after the liquid tan is sprayed on...minimizes streaking) or a lotion (again, my favorite is Loreal Sublime Bronze...gives a good color and doesnt have a strong odor...be sure to wash your hands well afterwards or, as I do, wear latex gloves to apply.)

SSS Tip #3 - Think about the fabric and your planned activity before you purchase. For example, if youre planning on spending time in the water, avoid crocheted or loosely-knitted suits because they sag and lose their shape when wet. Move around in your suit stretch, sit down, raise your knees. You want to make sure the suit stays in put in all the proper places.

The Redwood Shores Lions Club holds its general meeting on the 1st Tuesday of each month at 6:30 pm at the Sandpiper Community Center. Anyone who is interested is welcome to attend.
