I. Name Relief Action Network for IDP and Refugee (RANIR) II. Definitions

Internally Displaced Person A person who is taking refuge in foreign country due to the armed conflict between Myanmar Government Army and KIA since June 9th, 2011. Hpyen yen: The word Hpyen yen means both IDP and refugee. Registered: Registered with RANIR, Foreign Government (or) UNHCR Unregistered: Unregistered with RANIR, Foreign Government (or) UNHCR FBOs: Faith Based Organizations IGOs: International Governmental Organizations (e.g. UN, EU, ASEAN) INGO: International Non-government Organization CSO: Civil Society Organization IRRC (KIO): IDP and Refugee Relief Committee of KIO Diaspora: Kachin people in foreign countries Exile Group: Kachin in exile Relief Information Network System: Web-based information system that allows RANIR members update data of IDPs and refugees, finance and relief material distribution and disseminates such data to the public. III. RANIRs Core Functions

IDP: Refugee:

1. Information Hub: Serves as information hub for public as well as RANIR members. 2. Coordination: Coordinates fund raising and relief operation among different stakeholders for a more effective and efficient relief work. 3. Training: Develops human resource for relief work.

2. Relief Fund (1) Fund Proposal i. Every RANIR member organization has autonomy to submit their own fund proposal to their respective funders. ii. RANIR Coordination Office can also submit fund proposal for (a) coordination cost including training, data collection, ...etc. (b) relief work on behalf of member organization Note: A copy of every fund proposal shall be sent to Coordination Office. (2) Budget i. Every RANIR member organization has autonomy to use fund donated directly to their organization for relief work.

ii. Fund received by the Coordination Office shall be channeled or distributed to the organizations which need relief fund. iii. RANIR member organization can transfer their extra fund or relief materials directly to another RANIR member organization which needs fund or relief materials. Note: A copy of every fund receipts, expenditure and fund transfer report shall be sent to Coordination Office. 3. Operation (1) Training: Coordination Office shall provide capacity building programs for relief workers and new volunteers. Major Planning: Major planning shall be done in RANIR Meeting. Internal Auditing: i. Professional accountants shall be recruited by Coordination Office for auditing expenditures and activities of RANIR member organizations. ii. Internal audit report shall be sent to RANIR Meeting. Evaluation: i. RANIR is opened to external audits. ii. Regular RANIR Meeting shall evaluate the progress of the relief work. Second RANIR Meeting shall be taken place in one month time from the first meeting. The timing for the third meeting shall be discussed in the second meeting. Members of RANIR
