FROM:EdwardJ.Hinsberger,Director,ChicagoMultifamilyHub,5AHMLASUBJECT:TheReemergenceofBedBugInfestationwithinOurCommunitiesThismemorandumisbeingissuedbytheChicagoMultifamilyHubinresponsetothenoticeablereturnofbedbuginfestationswithinourcommunities.Thereisalotofavailableinformationregardingbedbugsthatiseasilyobtainablefromtheintemetandothersources.
In
fact,thereissomuchinformationthatitmaysometimesbeabitoverwhelming.Forthatreason,thebasicintentofthismemoistoofferfundamentalinformationandprovidelinkstoeffectiveinformationalsourcespertainingtotheidentification,preventionanderadicationofthisapparentproblem.Additionally,wewillattempttooffersuggestionsand/orrecommendations,whichmaybeutilizedasyoubegintodevelop,modify,andimplementyourrespectivepolicesandprocedurestoaddressthismosturgentissue.
BedBugBasics
Theexistenceofbedbugswithinthe
U.
S.declinedtonearextinctionseveraldecadesago.However,thebanofseveralunsafeinsecticidescoupledwiththeincreaseofglobaltravelhaveaidedintheirreappearance.Thepropercourseofactionforyoutotakeatyourrespectivepropertiesmaybeunclearasmanymythsaboutbedbugspersist.Consequently,GeorgeGilmoreofmystaff,inconsultationwithrepresentativesfromfederalandlocalgovemmentagencies,residentandcommunityorganizations,housingandindustrypartners,non-profitandpestcontrolentities,etc.hasassemblesomebasicfactsthatcanassistownersinnavigatingthroughtheseeminglyendlessmoundsofinformationconcemingbedbugs.Thecommonbedbug
(Cimexlectularius)
isaparasitewhichlivesontheoutsideofthebodyofthehost.Bedbugswillfeedonlyonthebloodofwarm-bloodedhosts.Theycanconcealthemselvesintightcracksandcrevicesandareoftenfoundinbedparts,suchasmattressesandboxsprings.Theycanalsohidebehindbaseboards,foldedareasofbeds,bedding,adjacentfurniture,electricalswitchplates,pictureframes,wallpaperandnearlyanywhereinsideahome,car,train,airplane,bus,orshelter,etc.Unlikecockroaches,bedbugstravelbyhitchhiking,commonlytakingarideonahumanhostfromoneplacetoanotherinasuitcase,briefcaseandonclothing,etc.Bedbugsusuallyfeedatnightbutcantakeabloodmealduringtheday,especiallyinheavily-infestedareas.Theyusuallyrequire5-10minutestoengorgewiththehostblood.Afterfeeding,theymovetoasecludedplaceandhidefor5-10days.Duringthistime,theydonotfeedbutinsteaddigesttheirmeal,mate,andlayeggs.
 
Bedbugsareexcellenthitchhikersandcanbetransportedtoyourhomeorplaceofbusiness,etc.fromliterallyanyplaceandbyanyonethathasbeenincontactwiththepest.Forexample,bedbugscanbeintroducedtoapropertybysimplyhitchhikingontheclothingorbelongingsofresidentsorvisitors.Additionally,bedbugscouldconceivablybeintroducedtoapropertybytheowner,agent,on-sitepersonnel,contractors,vendors,governmentrepresentatives,etc.Ineffectanyonewhohasorhadaccesstoaproperty.Simplystated,nooneisimmunefromtransportingthesepestsfromonelocationtoanother.Forthatreason,itisveryimportanttounderstandthatitisvirtuallyimpossibletoprovefaultwithregardtowhomayhavecreatedthebedbuginfestationwithinaproperty,Consequently,Iwishtoimpressuponyouthatresidentsshouldnotbearthesoleburdenregardingtheintroductionofbedbugstoaproperty.Additionally,Iwanttoencourageowners/agentstoworkinpartnershipwithresidents,thecommunity,HUDandothergovernmentagencies,etc.infacilitatingtheeradicationofbedbuginfestation.Lastly,althoughthefactsindicatethatbedbugsarenotlinkedtopoorsanitation/housekeeping,theovertstigmastillremains.Thiscouldbeattributedtotheinadequateinformationand/orknowledgethatindividualsand/ororganizationsmayhavepertainingtothebedbugissue.Accordingly,Iwanttoencourageyoutoobtainasmuchinformationasyoucantoeducateyourself,yourstaff,yourresidentsandyourcommunitiesandtoworkcooperativelywithallinterestedpartieswhendealingwithbedbugcontroland/oreradication.
SuggestionsRegardingPreventionandEducation:BeforeBedBugsareintheUnit
Theeducationofallpropertystakeholdersincludingon-sitestaffandresidentsisasimportanttoeradicatingbedbugsashavingaqualifiedpestcontrolprofessionaltreattheaffectedunites).Additionally,Iwishtoimpressuponyouthatbedbugandotherpestinfestation,cannotandwillnotbeeliminatedunlessowners/agentsworkinpartnershipwithresidents.Thefosteringofaspiritofcooperationwithaclearandcommonsensedialogueisjustasessentialasengagingaqualifiedpestcontrolprofessional.Ourofficewishestoencourageownersto:1.Developandimplementapestmanagementpolicythatpromoteseducationandawareness,managementandcontrol,preventionandearlydetectionfortheowner/agent,on-sitestaff,residents,etc:Thepolicyshouldbedesignedtoutilizetheintegratedpestmanagement(IPM)approach,whichisbrieflydiscussedlaterinthismemo;2.Routinelypostflyersthatprovidefactualinformationregardingbedbugs.Owners/agentsshouldbeawarethathavingbedbugscanproduceanemotionalreactioninresidents.Bedbugscanbescaryand/orembarrassingforsome.Forthesereasons,theflyershouldbepreparedanddeliveredinawaythatwouldnotcauseanalarmordiscomfort;3.Encourageresidentstoreportaproblemwhendiscovered.Again,flyers,notices,etc.shouldemphasizemakingresidentsfeelcomfortabletoreportinfestationstothemanagementagent;4.Regularlyprovideinformationduringmove-ininspections.Attachedtothismemorandumareexamplesofinformationalflyersthatcanbegiventoresidentsatmove-inandrecertification,etc.Theflyersofferinformationregardingwhatabedbuglookslikeandsuggestionsconcerningtheactionstheyshouldorshouldnottake

theydiscoverbedbugswithintheirunit;

5.Routinelyprovideinformationduringannualrecertification;6.Inquireaboutbedbugsduringperiodicinspectionsand/orcompletionofworkorders;7.Offertheappropriateassistanceduringtheunitpreparation,which
occurs
priortotheimplementationoftheexterminationprocess;8.Collaboratewithcommunitybasedresidentorganizations,residentassociations,orgroupsofinterestedresidents
(if
noassociationexists)tohostinformationalmeetingsregardingbedbugsandhowtoidentifyand/ordetectthem,etc.;9.Establishandimplementappropriatepolicesand/orproceduresthatarereasonableanddonotpenalizeresidentsbecausetheydiscoveredandreportedbedbugswithintheirunit;and10.Considerthatbedbugandotherpestinfestationsmaybecircumventedatpropertieswhoseresidentsarefullyinformed,fullyengaged,areonthelookoutforpestsandwilltakeimmediateactionwhentheyobservethefirstsignofpest/bedbugsinfestation.
SuggestedProceduresSubsequentto
aResident
ReportingBedBugs
Theimportanceofhavingunitsinspectedandtreatedasquicklyaspossibleshouldbestressedtoallresidents.Whenresidentsreportthattheyhavebedbugsintheirunit,ownersshouldfirstinspecttheunitandconfirmthatthepestisinfactbedbugs.Ifconfmned,ownersshouldimmediatelybegintakingtheappropriatestepstotreattheproblem.Thesestepsincludebutarenotbelimitedto:
a
Infor-nresidentsnottotreattheunitforbedbugsthemselvesandnottodiscardbeds,furnitureorotherpersonalitemsthatmaybecontaminated;b.Optimally,encasemattressesandboxspringsinidentifiedunits;c.Explaintotheresidentstheimportanceofvacuuming,cleaningandgettingridofcluttertoeliminateplacesforbedbugstohide;d.Notifyallresidentsandapplicantsthatbedbugshavebeenfoundinthebuilding;e.ContacttheHUDprojectmanagerforthedevelopment,whomaybeabletoprovideadditionalinformationandhelptroubleshootthroughoutthetreatmentprocess;and
f
Inspectandtreat
if
necessarynotonlytheaffectedunit,butalsoallunitssurroundingthatunit(a360degreeinspection/cloverleaf.inspection).
Treatment

officesuggeststhatowners/agentsestablishanintegratedpestmanagement(IPM)approachtowarderadicatingbedbugs.IPMincludesearlydetection/identificationofnewbedbuginfestation,implementationofappropriateabatementandorcontrolmeasures,unitpreparation,andprovenexterminationteclmiquesusingthe
mosteconomicalandleasthazardous

Why is HUD punishing the residential populace as a whole because of finally having a knowledgeable tenant association president ready willing and capable of speak out against the negative practices taking place in Kubasek Trinity Manor. What does the President have to say about these matters of which he is fully aware?

Atrocities including but not limited to not less than fifteen (15) areas of serious concern such as, apartments not painted for more than the three (3) year requirement, outdated washer/dryers, quality extermination and the list continues. Why has HUD denied this residential populace a fulltime social coordinator, if same is paid by HUD?

HUD Lyndrew Nesmith stated that Kubasek Trinity Manor should be exterminated in its entirety the owners seemingly rejected this notional and HUD ignored the affects of this refusal. Finally, why is there no alternative HUD subsidized safe, clean and decent housing available elsewhere in Yonkers where those seeking to remove him/her self from the atrocities taking place in Kubasek Trinity Manor.

A populace that is subjected to extermination practices by a company that has had to change its name because of the negative remarks related to its questionable handling of bedbugs and rodents. It seems to be a true that ethnic bias is prevalent even among those hired to serve and protect senior citizens, handicapped and disabled residents as comprise Kubasek Trinity Manor.
