Like Previous Years, Odisha State Centre is also trying this year to compile and disseminate flood news
and updates through its bulletin Odisha Flood Alert. Though this year, we had drought in most districts
with deficit and irregular rainfall, incessant rains and heavy down pour accompanied by low pressure and
rain in many part of the state, neighboring states, particularly in the upper-catchments of many rivers
including the Mighty Mahanadi, over last few days have now lead to threat of heavy floods in many
parts of Odisha.
This initiative is an attempt to provide daily updates on Flood Situations and related events/news to water
enthusiasts, professionals and citizens concerned about flood in Odisha. News and information collected
from Odia news papers, English media (internet editions) and web site of Department of Water Resources,
Govt of Odisha are put together at one place to provide an overview of flood in Odisha on a daily basis.
There is also a section to present uncovered/latest flood developments/news from the field, which we
seek to collect with support from all of you our civil society partners. This Flood alert is being circulated
among media, decision makers legislatures, bureaucrats etc. with an aim to catalyze informed and
expeditious decisions and actions.

Odisha Flood Alert

(Our Sources) Due to the incessant rain particularly in western part of Odisha and its neighboring state,
Chhatishgarh since last 2-3 days, the flood situation in many rivers is expected to be worsen further.
Already the rivers are flowing higher against the danger level. By today afternoon in Chhatishgarh from
Bango dam there is a discharge of 1.5 lakh cusec water into Hasdeo which is a major tributary of river
Mahanadi. According to the official source the inflow into Hirakud reservoir by today afternoon 3pm is
8.84 Lakh cusec with 7.95 lakh discharge through 53 gates. Till now the average rainfall in Hirakud
catchment is 64mm. Now the water level in Hirakud is 627.41 feet against the upper limit of 630 ft.
Khairmal gauge site in down stream of Hirakud dam is already flowing in an alarming level. This statistic
implies that if this situation persists further it would aggravate the flood in the already swollen
Mahanadi. Moreover the Revenue department of Odisha has already declared the flood alert in 11
coastal district.

Orissa flood situation grim

BHUBANESWAR: With heavy downpour in upper catchment of river Mahanadi, flood situation in Orissa
turned grim today as 53 sluice gates of Hirakud dam were opened to discahrge water while death toll
due to floods rose to two.
As about 10 lakh cusec of water flowed into Hirakud dam, water level touched 627.5 feet as against the
reservoir level of 630 ft. "The reservoir can sustain maximum 629 feet water. If required, more gates will
be opened," Special Relief Commissioner P K Mohapatra told reporters.
While 36 of the 64 sluice gates were dischraging water from Hirakud dam yesterday, the authorities
today opened 17 more gates due to excess inflow from Chhattishgarh, he said.
Chief Minister Naveen Patnaik reviewed the flood scenario and directed all departments to tackle the
impending situation. The government was apprehending a severe flood this time in Mahanadi delta area
comprising four districts of Cuttack, Kendrapara, Jagatsinghpur and Jajpur.
"Besides these four, districts like Nayagarh, Puri, Sambalpur, Sonepur and Boudh could also be affected
due to the flood in Mahanadi river system," Mohapatra said adding about 13 lakh cusec of water was
expected to flow through Mundali near Cuttack where river the bifurcated.

Mohapatra, however, pointed out that 15.5 lakh cusec of water had flown through Mundali in 2008
flood. "The 2008 flood had left a trail of destruction. About 500 breaches on river and canal
embankments were reported in 2008," a senior official in water resources department said.
Mohapatra said since the flood water released from Hirakud yesterday would reach Mundali tomorrow,
the "next two days are very critical for the state."
About 500 weak points have been identified on river banks and embankments, of which 28 are highly
vulnerable to breach. Senior engineers and experts along with police force have been sent there to keep
a constant vigil.
Meanwhile, death toll due to flood rose to two with a fresh casualty in Aul area of Kendrapara district.
"A six-year-old girl identified as Chuni Das was swept away in river Baitarani," said Kendrapara Collector
P K Patnaik.
District authorities of Sambalpur, Bolangir, Sonepur, Boudh, Nayagarh, Angul, Cuttack, Puri,
Jagatsinghpur, Kendrapara and Khurda have been asked to be on guard.
Revenue and Disaster Management Minister S N Patro said instruction was given to keep country
boats/mechanised boats, dry food, kerosene, flash light, satellite phones, candles, matchboxes and
other essentials ready.
Meanwhile, flood situation in Subarnarekha and Baitarani rivers improved with water receding. Over 1.5
lakh people were affected as these rivers submerged 150 villages in Balasore, Kendrapara and Jajpur
districts.

Swollen Mahanadi creates flood scare

BHUBANESWAR: With Hirakud feeding more and more water into Mahanadi, threat of flood loomed
large in coastal Orissa. By Friday, a moderate flood is expected in the Mahanadi river system, which is
likely to submerge low-lying areas in the deltaic region.

State Revenue department sources said at least 11 lakh cusec water is expected to pass through
Munduli by Friday noon which is likely to flood the downstream. Cuttack, Jagatsinghpur, Kendrapara and
Nayagarh will face flood fury while Boudh, Balangir, Nuapada and Sambalpur will also be affected.

All the districts located along the Mahanadi and its tributaries have already been put on alert. The
administration has been asked to evacuate people from low-lying areas if need arises, official sources
said. Information available from Hirakud Dam office said at least 36 sluice gates have been opened to
release water entering into the reservoir from upstream Chhattisgarh. By Wednesday evening, 5.64 lakh
cusec water was passing through Munduli. At Khairmal and Baramul, the flow was 6.86 lakh and 6.40
lakh cusec respectively.
Currently, 5.13 lakh cusec is flowing into the reservoir, while the outflow was much higher at 6.12 lakh
cusec. The rains upstream have induced more water into Hirakud leading to a situation wherein a
moderate flood is imminent unless water flow declines, said an official. The water level of the reservoir
stood at 626.29 feet against the full reservoir level of 630 feet. By Thursday afternoon, 9 lakh cusec
water is expected to flow in Munduli, which will rise to 11 lakh cusec within the next 24 hours. In 2008,
Munduli saw passage of 16 lakh cusec water leading to serious flood downstream of Mahanadi. While
Mahanadi was swelling, heavy rains in the catchment areas such as Sonepur and Nuapada were feeding
the river more by the hour. Nuapada had recorded 136 mm rain in the last 24 hours. We will be
watching the scenario carefully all through the night. If more rains occur upstream, we may have to
open more gates or else we could close a few to control the outflow, said a dam official. While
northern Orissa districts such as Balasore and Mayurbhanj are reeling under flash floods, more rains
over the next few days could trigger a disaster for the deltaic zone. Meanwhile, the Met department
said rain and thundershowers are expected at most places of coastal as well as interior Orissa during the
next 24 hours. The low pressure, which had moved towards Jharkhand and adjoining Gangetic West
Bengal, will trigger more showers. Heavy rains are expected at some places over interior as well as
coastal Orissa during the next two days

Panic among locals due to shifting of Rusikulya River

Report by Manohar Panda; Chatrapur: Fishermen residing near the Rusikulya Rookery are
worried over the shifting of the river mouth near the sea .Fishermen said it has started affecting
their daily livelihood .
The old River mouth provided them scope to enter the river by boats from the sea during the
tide. Through it they also used to fish from the river .Now main flow of the river enters into the
sea,though an opening that is almost 1.5 kilometer to the north of the old river mouth .

Fishermen demanding that administration and government dredge the old river mouth to help
out the fishermen of the area .as per marine scientist, shifting of river mouth towards north are
a natural phenomenon.

Chief Synoptic Situation


Yesterdays a Low Pressure Area over Jharkhand and adjoining North Interior Orissa and North Chattisgarh now lies
over Jharkhand and adjoining North Interior Orissa some parts of North Chattisgarh and West Gangetic West
Bengal. Associated upper air cyclonic circulation extends upto Mid-tropospheric level tilting southwest wards with
height. The axis of monsoon trough on sea level chart passes through Jaisalmer, Ajmer, Jhansi, Satna, central
region of Low Pressure Area, and thence South-East wards to North-West Bay of Bengal through Balasore across
Northwest Bay of Bengal. Also another upper air cyclonic circulation lies over Bangladesh and adjoining Gangetic
West Bengal extending between 2.1 and 4.5 km above sea level.

Forecast valid for next 24hrs


Rain or thunder-shower would occur at many places over all the catchments except Baitarani, Rushikulya and
Vamsadhara catchments where rain or thunder-shower would occur at a few places.

Heavy to very heavy rain would occur at one or two places over Upper Brahmani & Upper Mahanadi catchments
and heavy rain would occur at one or two places over rest catchments except Rushikulya & Vansadhara

Subarnarekha=01-10mm, Burhabalanga=01-10mm, Upper Brahmani=11-25mm, Upper Mahanadi=38-50mm,
