INTRODUCTION
Purpose

The purpose of these guidelines is to describe the competence requirements for drilling and well service personnel who participate in planning and implementation of petroleum activities on the Norwegian Continental Shelf. 1.2 Application and coming into force

The guidelines apply to drilling and well service personnel who participate in planning, implementation and follow-up of all types of drilling and well service activities on the Norwegian Continental Shelf, regardless of whether such activities take place on mobile or permanently located installations, and regardless of how the activity is organized. 1.3 Objectives and principles

These guidelines are a recognized standard, in conjunction with the authorities' competence requirements. Personnel who participate in planning, implementation and follow-up of drilling and well service activities on the Norwegian Continental Shelf shall at all times be qualified for the tasks assigned to them so as to ensure that the activities are carried out in a manner which is both efficient and safe as regards protection of life, health, the environment and financial assets. Necessary qualifications shall be achieved through relevant theoretical and practical education and training, and shall be adapted to the relevant operational and risk-related challenges associated with the respective drilling and well service activities. Knowledge and skills shall be maintained through necessary training and drills. These guidelines shall not discriminate against personnel who have built up their competence in other education and training systems. The competence possessed by these personnel shall be evaluated in relation to these guidelines to ensure compliance with the overarching requirements for safe operation, ref. Section 5. 1.4 Regulations

Employers shall establish an effective management system that ensures that drilling and well service personnel always possess the qualifications necessary in order to carry out the tasks assigned to them, in accordance with these guidelines. In addition, the operating companies shall ensure that 1. contracted companies have management systems that safeguard the applicable qualification requirements for contractor personnel, and 2. contribute to ensuring that contractor personnel receive necessary theoretical and practical training in order to handle the specific operational and risk-related challenges associated with the respective drilling and well service activities. 1.6 Definitions and abbreviations

1.6.1 Definitions Operating company: Company which, on behalf of the licensees, handles the daily management of the petroleum activities. (Cf. Petroleum Act, Section 1-6 k, Definitions) Drilling company that takes on drilling assignments for operating companies. Well service company that takes on well service assignments for operating companies Personnel who carry out work tasks in connection with drilling and well service work. Documented education, training and relevant experience. Person responsible for executing required tasks safely, professionally and in accordance with the company's instructions and procedures.

Supervisor

Person responsible for supervising work operations and participating as needed so that the operation is executed safely, professionally and in accordance with the company's instructions and procedures. Person who has ultimate responsibility for the operation. He/she is responsible for ensuring that the operation is executed safely, professionally and in accordance with relevant requirements from the authorities, operating companies and the company's instructions and procedures.

ORGANIZATION OF THE DRILLING AND WELL SERVICE OPERATION

Planning, implementation and follow-up of drilling and well service operations shall be organized in such a manner that the activity is carried out both efficiently and safely as regards protection of life, health, the environment and financial assets. Allocation of responsibility and authority between the various management functions shall be described in all phases. This also applies to the interface between offshore and land-based management functions. Job descriptions and qualification requirements shall also be prepared, adapted to the individual position's operational and safety function in the relevant phases of the drilling and well service operation in which the person participates.

COMPETENCE REQUIREMENTS

Personnel who participate in planning, implementation and follow-up of drilling and well service activities shall possess competence that corresponds to the tasks and responsibilities the person has in the relevant operation, ref. Section 3.1.

3.1

Competence requirements for offshore personnel

Guidelines 024 deal with competence requirements for drilling and well service personnel and apply to all personnel who "participate in planning, implementation and follow-up of drilling and well service activities".

A roustabout is a person who performs required tasks/support functions, and is not initially covered under these Guidelines. A roustabout is not necessarily linked to drilling and well service operations, but may qualify for various positions within mechanical maintenance, deck work including operating the crane, and drilling. It must be assured that the roustabout has the necessary competence through company-specific requirements and training programs, depending on their intended function. If the roustabout works on the drill floor, the Guidelines' competence requirements for an operator will apply as the person "participates in the implementation" of the drilling activity. 3.1.1 Operator: - Relevant craft certificate in drilling and well service disciplines. Alternatively 1) Craft certificate within Technical and Industrial Production (TIP) and electrical programs according to Kunnskapslftet and completed exam for private candidates in Advanced Course 2 (VG2) Well engineering or 2) Craft certificate within Mechanical, Chemical/process and Electrical programs according to Reform 94 and completed exam for private candidates in Advanced Course 2 (VG2) Well engineering (see Appendix Fag fra reform 94) or 3) Five years of relevant experience within the above-mentioned disciplines (cf. Appendix A and Appendix B), and completed exam for private candidates in Advanced Course 2 (VG2) Well engineering For alternatives 1, 2 and 3, it is assumed that the employee has completed relevant and documentable training in practical tasks on the drill floor as well as in the company's procedures and safety systems prior to active participation in drilling operations. If the company wishes to hire candidates with other relevant competence or qualifications, the company must follow the process in line with Section 5 of these guidelines using the Verification of competence form (see appendix). 3.1.2 Supervisor: Person responsible for supervising work operations and, as needed, participating, so that the operation is carried out in a professional and safe manner, and in accordance with the company's instructions and procedures.
(Includes for example in drilling: Assistant Driller/Driller in drilling contractor organization in well service: personnel who supervise parts of well interventions, including use of own pressure control equipment)

Competence requirements supervisor: Polytechnic petroleum college, petroleum technology discipline (ref. Appendix A and Appendix B), as well as necessary certificates and relevant experience.

3.1.3 Head of department: Person who is ultimately responsible for the operation (highest authority). He/she is responsible for ensuring that the operation is carried out in a professional and safe manner, and in accordance with relevant requirements stipulated by the authorities, operating companies and the company's own instructions and procedures.
(Includes for example: - in drilling: assistant drilling supervisor and drilling supervisor in operating companies, assistant toolpusher and toolpusher in drilling contractor companies -in well service: assistant well service supervisor and well service supervisor in operating companies well service supervisor and senior well service supervisor in well service companies, that correspond to the same position as assistant well service supervisor and well service supervisor in operating companies)

Competence requirements head of department: Relevant engineering education or polytechnic petroleum college, petroleum technology discipline (ref. Appendix A and Appendix B), as well as necessary certificates and relevant experience. 3.1.4 Other equivalent competence Personnel who have developed their competence through other educational and training systems, or have relevant work experience, and who have equivalent competence in accordance with the competence norm (ref. Sections 3.1.1 3.1.3), are approved pursuant to Section 5 of these guidelines. 3.2 Activity-specific competence requirements

Drilling and well service personnel shall be informed concerning, and shall be provided with, necessary theoretical and practical training in regard to activity-specific factors prior to an operation. This may include, e.g. factors such as the risk of shallow gas, special pressure and temperature regimes, H2S, lost circulation, use of new technology, new forms of cooperation with the land-based organization, etc. 3.3 Well control competence

Personnel who are assigned tasks that are of significance for safety in the planning, implementation and follow-up of drilling and well service activities shall have the necessary well control competence in order to prevent well control problems, and otherwise handle such problems efficiently, if they should occur. The well control competence of such personnel must be documented. Offshore-based drilling and well service personnel who are defined as supervisors or heads of departments, as well as personnel who constitute first-line barriers, shall possess a valid and relevant IWCF/IADC well control certificate or equivalent. This certification shall be updated no less than every second year. Drilling personell must go through a simulator test.

Well control procedures shall be reviewed by drilling and well service personnel prior to any and all drilling and well service activities, and necessary supplemental well control training shall be provided in those cases where activity-specific factors so indicate. See Appendix C for more information on pressure control certification.

4.

LANGUAGE SKILLS

Drilling and well service personnel shall understand and be able to make themselves understood in the language selected as the working language for the relevant installations, so as to safeguard considerations for safety and emergency preparedness.

APPROVAL OF OTHER EQUIVALENT COMPETENCE

Before an employer approves other equivalent competence acquired in other educational or training systems, the employer shall verify that such competence as a minimum corresponds to the requirements listed in these guidelines. Such verification must be documented and produced upon demand by the operating companies and the authorities. The competence requirements must be listed in the job description for the position. Verification of the individual's competence can be accomplished by means of gap analyses, tests or interviews. A structured training program must be established and implemented to close any competence gaps, ref. NORSOK D010, 4.9.1 Testing of competence and documentation of equivalent competence can be carried out pursuant to a public scheme for documentation of actual competence. TRANSITIONAL ARRANGEMENTS

Drilling and well service personnel who have completed or started an education or training in line with previous guidelines (Rev. 3) at the time when these guidelines enter into force (Rev. 4), shall be regarded as possessing satisfactory education and training. Those who currently hold a position will be regarded as being qualified for such current position. .

APPENDIX C:

International certification in well control

1. IWCF certification "International Well Control Forum" (IWCF) IWCF has developed a system for measuring competence in well control for drilling and well personnel at middle and higher levels. The test system is organized as follows: Testing of drilling personnel: The test has two levels:

- Driller level - Drilling Supervisor level 1: A written test on pressure control equipment 2: A written test on principles and procedures 3: A practical test in a drilling simulator

The test has three parts:

The written tests can be given in 16 different languages. There is an option of selecting a test program linked only to equipment and procedures that apply to fixed installations (Surface BOP-Stack). Alternatively, there is a system for both fixed and floating installations (Combined Surface and Subsea BOP-Stack) Testing of well service personnel: The test has two levels: Level 1. Lower level Level 2: Higher level The test has two parts: 1: Written test on understanding of equipment 2: Written test on principles and procedures

In addition to the level of the test, the following areas can be selected for the equipment test: "Coiled Tubing", "Wireline" or "Snubbing", or a combination of these three for personnel working in several of these areas. For more information, see IWCF's website: http://www.iwcf.org

2. IADC certification

IADC Well Control Accreditation Program IADC has developed a training program based on approval of training sites and description of curricula and training requirements. The program has three levels: 1. Introduction level drilling, well workover and well service 2. Fundamental level 3. Supervisor level

Levels 2 and 3 cover the following categories: Drilling, well workover, wireline, coiled tubing, snubbing and underbalanced operations. Curricula have been developed for all levels and categories. The curricula describe competence requirements in: Pressure control principles and procedures Pressure control equipment

Unlike the IWCF program, WellCap focuses on how the training site accomplishes the education, rather than on uniform testing.
