    Joe Karson The newly hired executive director is energetic, knowledgeable and understands the needs of the businesses in the Ravenswood Business Community. Their newly formed Business League will begin to focus on the overall business climate within the Ravenswood Business District. Application did not sufficiently demonstrate qualified program design and did not sufficiently meet the program requirements. Applicant did not sufficiently demonstrate qualified previous experience. Agency focused on "Home Based" businesses and has just recently taken over the responsibilitites of the Ravenswood Chamber. Applicant did not demonstrate sufficient qualified organizational structure. The board of directors does not have enough business members to adequately address business concerns. Proposal does not overall align with HED objectives and does not sufficiently meet the requirements for "District Needs". Other relevant details, include: Low memberships (16%); poor board composition; 2012 proposal requests 82% "City Funding" of which 77% is earmarked for personnel expenses. This leads to poor cost effectiveness in aligning program services with costs.

    2010: Agency somewhat compliant and somewhat met ""Home based"" business program goals. No dollars left in 2010 contract 2011: Agency was not awarded their contract until late-March yet was compliant and met program goals for Jan-June 2011 Applicant proposed Place-Based services. Through no fault of their own, the

    organization has been having creditability problems due to the dissolution of the Ravenswood Chamber of Commerce. Since the two agencies have shared office space, businessmen have concerns about joining the Ravenswood Community Council and many have instead joined other local chambers of commerce.
