Drawer G Carmel-by-the-Sea, California 93921 Phone: (831) 620-2010 Fax: (831) 620-2014 March 26, 2012 NOTICE OF INTENT TO ADOPT A NEGATIVE DECLARATION NOTICE IS HEREBY GIVEN that the City of Carmel-by-the-Sea has prepared a proposed Negative Declaration, pursuant to the requirements of CEQA, for the Single-use Carryout Bag Ordinance. The ordinance applies city-wide. The proposed Negative Declaration, Initial Study and reference documents are available for review at the Community Planning and Building Department at the Carmel-by-the-Sea City Hall, located on the east side of Monte Verde Street between Ocean Avenue and Seventh Avenue and on the Citys website at www.ci.carmel.ca.us (click on Government, then Staff/Departments, then Community Planning & Building, then Projects). An additional copy for public review is available at the Harrison Memorial Library. The Citys Planning Commission will review this proposed Negative Declaration and Ordinance on May 9, 2012 at 4:00 p.m. at the City Hall Council Chambers. In accordance with time limits mandated by State law, written comments on this Negative Declaration and the Initial Study will be accepted from Wednesday, March 28th 2012 through Tuesday, April 17th, 2012. Project Description: Six months after adoption, the proposed ordinance would: Eliminate the use of Single-Use (primarily plastic) Carryout Bags by all retail establishments in the City of Carmel-by-the-Sea; Encourage the use of reusable bags; and Reduce the use of single-use recycled paper bags. The ordinance would prohibit any retail establishment that sells perishable or nonperishable goods including, but not limited to, clothing, food, and personal items directly to the customer, from providing a single-use carryout bag to a customer at the check stand, cash register, point of sale or other point of departure for the purpose of transporting food or merchandise out of the establishment. The ordinance encourages the use of reusable bags and would allow recycled paper bags with a charge.
