FUNCTIONS OF THE COUNCIL


a. To approve plans and policies for the management of the agency b. To approve any amendment or update of the framework c. To approve policies and guidelines relating to accreditation of programmes, qualifications or higher education providers or institutional audit; d. To approve any matter relating to the functions, powers, duties, remuneration, allowance, honorarium, benefits and code of conduct of officers, employees, agents and consultants of the agency; e. To receive and monitor report, returns, statements and any other information relating to accreditation, institutional audit and evaluation; and f. To do all things reasonably necessary for the performance of its functions under the act.

FUNCTIONS OF THE ACCREDITATION COMMITTEES BY DICIPLINE


a. Receiving institutional audit reports and recommendations on the applications made for provisional accreditation or accreditation of programmes or qualifications from the institutional audit committees; b. Evaluating and analysing provisional accreditation report or accreditation of programmes or qualifications report; and c. Granting, refusing or revoking provisional accreditation or accreditation of programmes or qualifications.
There are five accreditation committees: Social Science, Engineering and Built Environment Science and Medicine

Note: Equivalency assessment for local and foreign Qualifications based on MQF, UK NARIC and CEP Australia.

PROGRAMME ACCREDITATION
Provisional Accreditation Final programme accreditation o Programme maintenance audit once in 3 years o No re-accreditation required
Note: Programme accreditation is outcomes focused and results in public confidence

INSTITUTIONAL AUDIT
External evaluation to determine: o whether NHEP is achieving its mission and goals, strengths and areas of concern and to enhance quality Examines the effectiveness of the quality management systems used to manage the institutions core functions - (policies, processes, practices and reviews) May take different forms comprehensive, thematic, maintenance. Involves Self Review and is about accountability and institutional development (CQI). Universities Academic Performance Audit

CERTIFICATION - SELF ACCREDITING INSTITUTION


Purpose: road map to institutional autonomy on academic programmes Process: invitation by Minister of Higher Education Eligibility criteria: HEP submits application, subject to full institutional audit. Effect: exempted from programme accreditation. apply to register programmes as accredited. External check: subject to institutional audit once every 5 years.

Provides information on accredited programmes and qualifications of higher education providers Serves as National reference centre/UNESCO Portal for HE (Malaysia) Facilitates credit transfer, student mobility and provides for recognition of qualifications; Enhances public confidence of higher education qualifications.

Note: The evaluation of programme will be based on 9 areas evaluation as in COPPA

EFFECTIVE DATE 01/01/2009 - Submit to MQA - New programmes in compliance with MQF and QA standards . - (Not yet approve by MOHE) -Existing programmes- to JPA for recognition Programmes approved before 31/12/2008 to be assessed by JPA for recognition & submit for MQR registration 01/01/2011

Existing JPA recognised programmes will be audited for compliance to MQF & COPPA standards

Private Higher Educational Institutions

New programmes in MQF and COPPA standards compliant

Approved programmes but Programmes will not yet accredited are be audited for
