INTRODUCTION
The Central Sikh Gurdwara Board (hereinafter referred to as the Board) is privileged to present
this report on the Boards activities over the last two years. The Board is appreciative of its
fellow Board members, staff and many volunteers who have given their time and best efforts
in the discharge of their duties, and assistance in running the many programmes at the various
units of the Board, namely, the Central Sikh Temple (CST), Silat Road Sikh Temple (SRST)
and Sikh Centre (SC).
The Central Sikh Gurdwara Boards mission is to facilitate both, the learning and practice of the
Gurus teachings amongst Sikhs in Singapore. It is our sincere belief that the understanding
and practice of the Gurus teachings will lead to the betterment of each individual and to the
strengthening of the wider Sikh community. It is in this spirit that the Board has actively sought
to organize and promote meaningful activities that are in keeping with the three main tenets of
Sikhism: Naam Japna, Vand Ke Chakna and Kirat Karni.
In the following pages, we highlight the efforts of the Central Sikh Gurdwara Board.
Boards Organization Structure
The Board is constituted under an Act
of Parliament in 1981 The Central Sikh
Gurdwara Board Act [Chapter 357]. It
manages two Gurdwaras (CST and SRST)
and the Sikh Centre.
At the last Biennial General Meeting held
on 13 Sept 2009, 25 Council members
were elected and at the Boards frst
Council meeting, the designations and
responsibilities of these members were
decided as appears on the inside cover
page of this report.
Staffng
The Board employed staff to manage the operations of its various units.
Manpower Overview
Organisation 31 Dec 09 31 Dec 10
Central Sikh Temple 6 6
Silat Road Sikh Temple 10 10

Total 23 23
The turnover among staff has been low, and the Board is always on the lookout for quality staff
especially Kirtani Jathas. The Jathas at the Central Sikh Temple and Silat Road Sikh Temple have
built an appreciative rapport with the Sangat with their good vocal cords.

Childrens Parties and Funfairs
Children are our future. With this in mind, the Board specially organised childrens parties as
part of these major celebrations to teach and convey simple Sikhi concepts and messages in a
fun way. Through games, quiz competitions, and other prize winning activities, children learn
about the lives of our Sikh Gurus and their Gurbanis. Each of these parties had its own unique
theme. Bana and Bani was the theme for Vesakhi 2010 celebrations and Children are Rab
da Roop the theme for Guru Nanaks birthday celebration in 2010. The children also actively
participated in Kirtan, Paath and Naam Simran sessions.

Banas and Dastaar competitions added colour and a festive atmosphere to these parties. The
children greatly enjoyed the food such as vegetarian pizzas and burgers, and of course, ice
cream and chocolates as delectable deserts.
Bandhi Chhorh Gurpurab celebrations were particularly memorable as the children had fun
playing with sparklers. Guru Harkrishans birthday celebration was also noteworthy as the
children themselves did Kirtan and Ardas and performed other sewas such as Chaur Sahib Sewa
and distribution of Deg and Guru ka Langgar.
More than 100 children
attended each of these parties,
with parents taking the lead in
organizing the activities. The
Board greatly appreciates the
time, efforts and enthusiasm
of the parents.
Home Visits
The celebration of Gurpurabs is also a special time
for the Board to remember the less fortunate in
our society. The Board organized care and share
activities and promoted sewa among the Sangat.
In conjunction with Bhai Maharaj Singhs Barsi,
volunteers visited the Mei Ling Street Welfare Home
in 2009 and 2010. Goodie bags containing soap, a tea
towel, toothbrush and toothpaste were distributed
to the Malay, Chinese and Indian residents. They
particularly enjoyed the entertainment and langgar.
The Henderson Welfare Home was visited on Sunday 25
th
October 2009 during lunch time
in conjunction with Bhandi Chhorh. The residents thoroughly enjoyed the various dance
performances and the interaction with the volunteers. Langgar, consisting of porridge, bee
hoon, drinks and mango pudding, was served and enjoyed by all.
A group of 120 inmates from the Kwong Wai Shiu Hospital enjoyed a vigorous and captivating
bhangra dance and lunch served at the Kwong Wai Shiu Hospital as part of Guru Nanaks birthday
celebrations. The hospital was also given $3,600 for the purchase of two hospital beds.
The aged and physically challenged in our community were special guests at the Central Sikh
Temple in 2009 for Guru Nanaks birthday celebrations. They enjoyed Guru ka Langgar and
were presented gifts.
On Vesakhi and Guru Nanaks birthday celebrations each year, the Board sponsored a two
months supply of dry rations at CST for all needy families under Sikh Welfare Council (SIWEC),
and similarly funds were also raised for SIWEC during each Bhai Maharaj Singhs Barsi at SRST.
Other benefciaries of the collection and distribution of dry goods and rations such as rice,
biscuits, sugar and cooking oil over the 2009 to 2010 period included the Mei Ling Street Welfare
Home, Kwong Wai Shiu Hospital, Jamiyah Childrens Home and the Sikh Welfare Council.

Outings for Families and Senior Citizens
Outdoor activities for families and senior citizens also formed a special part of the celebrations of
major Gurpurabs. These activities were designed to promote family bonding and a healthy lifestyle
in addition to discovering and appreciating recreational areas and facilities in Singapore.
A nature walk was organised on 29 August 2009 as part of adopting a healthy lifestyle. It
was indeed a family day as children, parents and grandparents set off on a nature walk to the
Horticultural Park as part of adopting a healthy lifestyle. For some, it was an opportunity to
take snaps of the surrounding fora and fauna and observing birds and animals in their natural
habitats. For others it was a combination of exercising and catching up with friends. There was
a quiz session with prizes for the kids, and it all ended with a sumptuous meal at one of the
pavilions.
Our senior citizens had glimpses of years past
when they visited a dairy farm on 7 November
2009 as part of Guru Nanaks birthday
celebrations.
Mighty Khalsa Visit to Pasir Ris Park
Two busloads of children and their parents visited
Pasir Ris Park on 30
th
May 2009. The day started
with seva at the Gurdwara before adjourning
to the park and enjoying a day flled with fun,
games, lots of activities, and delicious food and
ice cream.
Blood Donation
It was pleasing to see a good turnout at the Red
Cross blood donation drive held in the SRST
car park in 2009 in support of the National
Blood Programme. The Central Sikh Temple also
organized a blood donation drive on 31 October
2009 in conjunction with Guru Nanaks birthday
celebrations.
Volunteers Party
Seva is a signifcant aspect of the Sikh way of
life and volunteers play an essential role in Care
& Share and other activities. A volunteers party
was held on 29
th
November 2009 at Costa Sands
Resort to acknowledge their seva at Central
Sikh Temple, Silat Road Sikh Temple and the
Sikh Centre. About 100 volunteers attended the
function. There were bhangra performances,
dancing and lots of fun and noise. We look forward
to their continuous support and involvement in
our activities.

Sikhi for Toddlers
This programme was started in January 2009 at the
Sikh Centre and has received very positive feedback
from both the toddlers and their parents. The
toddlers learn Sikhi through play and art & craft.

Sikhi for Children
Our children and youth are an important part of
our Sangat and the Board has been mindful of the
need to develop, organize, support and promote
programmes targeted at this sector.
Sikhi classes for children were frst introduced at
the Sikh Centre in 2009. S. Jaswant Singh together
with a few enthusiastic volunteers put their heads
together and specially designed classes for
children of different age groups. The classes are
held at the Sikh Centre on Saturdays and Sundays.
A session typically involves paath, sakhi and age-
appropriate activity like colouring, puzzles, songs,
quizzes, etc. The classes are divided as:
Nikke Khalse: A Course for Kindergarten Children
Fateh: A Course for Lower Primary Children
Chardi Kala: A Course for Upper Primary Children
These classes have been popular and enrolment has risen from 55 in 2009 to 73 in 2010.
Mighty Khalsa
The Mighty Khalsa programmes are held bi-weekly at the Sikh Centre and help the children in
our community to bond and interactively learn more about the concepts of the Sikh religion and
culture in a fun way. They get to touch the Chaur Sahib and be close to the Sri Guru Granth Sahib.
They also develop the confdence to do Ardaas and take the Vaak in front of the Sangat.
Sikhi Camp
Forty-eight enthusiastic
children aged between 6
to 11 years came together
at the Sikh Centre in June
2009 for a fun-flled holiday
camp, where they also
found time to learn more
about their religion and gain
self-confdence through
interacting in teamwork in a
spirit of cooperation.

EDUCATION AND OUTREACH ACTIvITIES
The Board strives to serve the community through providing both, a variety of religious services
and activities and sustaining its continued strength and growth by also meeting its educational
and lifelong learning needs. The programmes and activities conducted by the Board in 2009 &
2010 are listed below:
Tuition for School Children
Mindful that the future lies with the strength and achievements of our children, the Sikh Centre is
fortunate to have the services of a dedicated group of well qualifed and experienced teachers to
coach and guide our students through periods of study for critical examinations. It is gratifying
to note that one student gained a distinction in O level English.
These tuition classes continue to be regularly organized:
English : Primary, Secondary and O level
Mathematics : PSLE, O and A levels
IT Education
Its a well known fact that we live in a digital world
and our citizens need to be IT literate in order to
access the full range of information and community
services that, increasingly, are now only available
and accessible online. A course on Windows:
Enhance your basic IT Skills held in 2009 - 2010
was fully subscribed by our elders.
Conversational Mandarin
We live in a multicultural society in Singapore and knowledge of Conversational Mandarin
is a great asset. With assistance from Manjit Singh, a teacher fuent in Mandarin, the Board
organized an eight lesson course in 2009 on Lets speak Chinese. The course attracted a good
enrolment.
Children Development
A seminar on Raising a Sikh Child was held for
parents on 21 November 2009 at the Sikh Centre.
It was presented by Ms Gurmit Kaur, a specialist
in early childhood education. She covered what
parents needed to know about child development
and brain development, the imparting of values
and morality, and developing a sense of identity,
pride and self-esteem.
The Board also organized Phonics for Kids, reading
programmes to cultivate a love for reading, and
arts and craft classes for young children.

Bursary Scheme
The Board set aside a bursary fund of $10,000 since 2006 with the Singapore Indian Education
Trust (SIET) to provide bursaries to needy students from lower income Sikh families. This fund
is topped up as required and 13 students received these bursaries in 2009 & 2010.
PCs for Needy Families
Over the 2009-2010 review period, 10 students beneftted from this program to own affordable
PCs with an Internet connection.
Healthy Living
The Sikh faith emphasizes and encourages healthy living through participation in activities and
sporting pursuits designed to promote physical ftness, team spirit and a healthy lifestyle. The
Sikh Centre promoted a number of such activities.
Tae-Kwon-Do
These classes are held at the Sikh Centre every
Saturday afternoon by 5
th
Dan International
Tae-kwon-do instructor Virender Singh. The
enrolment has remained consistent and the
students learn physical ftness in addition to
acquiring qualities of resilience and mental
discipline. Nine students gained their black
belts.
Bhangra
Bhangra classes organised by the Shere-Punjab group are held every weekend at the Sikh
Centre. These classes are also attended by nonSikhs. In addition to ftness training, children
and adult students of these bhangra classes acquire dancing skills to perform at weddings and
other celebrations.

Communications with the Sangat
Promoting and publicizing its various programmes and activities is an ongoing and important
Board activity and this is done through a variety of means including monthly Gurdwara
programmes, bi-monthly newsletter, fyers, posters, banners, email, e-blasts, SMS, and regular
postings and announcements on the website.
Briefng on Sikhism to Non-Sikhs
The Board receives numerous requests
from grassroots community organizations,
church and volunteer groups, educational
institutions, students and interested
members of the public wanting to visit
our Gurdwaras and be briefed on the Sikh
faith.
A committed group of staff and
volunteers have been regularly providing
tours of the temple, as well as making
formal presentations on Sikh history and
religion.
One notable visit was by 46 visitors from
the Friends of the Museum to Silat Road
Sikh Temple on 29 April 2010. They were
mainly foreigners doing social service
in the museum. They gained valuable
insights from S. Jaswant Singhs lecture
on Sikhism, and were also introduced
to traditional string instruments by our
music master Satnam Singh. They visited
the langgar hall and had a hands-on
session on the art of making chapati.
These visits usually conclude with participants being hosted to an enjoyable meal from our
community kitchen. More than 2,000 visitors from various groups have been shown round our
temples.
The Board occasionally gets
invited to make presentations
on Sikhism to other non-Sikh
institutions such as schools,
tertiary institutions, and
other religious bodies. These
interactions serve to further
promote a better understanding
of Sikhi and inter-racial and inter-
religious harmony.

OTHER ACTIvITIES
Golf
The Central Sikh Gurdwara Board and Singapore
Khalsa Association jointly organized the Bhai Maharaj
Singh Inter-Gurdwara Golf Championship 2009 on 24
th

July 2009 at the Sembawang Country Club. Minister
for Community Development, Youth and Sports Dr
Vivian Balakrishnan was the Guest of Honour. The 2010
event was held on 13
th
August 2010 at Pulai Springs
Resort Berhad in Johor Baru. The joint organization of
the event for 10 consecutive years augurs well for the
Sikh community as it refects close cooperation between our religious and sporting bodies. More
importantly, the element of Care and Share was added to the 2009 event and it helped to raise
$5,000 for the benefciaries of the Sikh Welfare Council Ration Programme. Both the 2009 and
2010 Inter Gurdwara Championships were won by Gurdwara Sahib Silat Road.
Punjabi Theatrical Evening
The Central Sikh Gurdwara Board in collaboration
with the Sikh institutions in Singapore and the Indian
Council for Cultural Relations presented A Punjabi
Theatrical Evening at the RELC Auditorium. The
night of cultural entertainment featured three plays
from the Chandigarh School of Drama by Gursharan
Singh, one of Punjabs most esteemed and prominent
playwrights. He used backdrops of Sikh history to
deal with social issues of ethics, values and injustice.
Punjabi Film Screenings
Film screenings on religious and cultural themes have proven popular with our Sangat. Often
times, lively discussions ensue after these screenings. Popular flms screened in the last two
years have included Sat Sri Akal, Mera Pind, Ucha-Dar Babe Nanak Da, Mini Punjab, and Dhee
Punjab Di.
Networking Session for Graduating Sikhs
The Sikh Centre and the Young Sikhs Association
(Singapore) organised networking tea recep-
tions for graduating Sikhs in 2009 and 2010 to
congratulate them on their achievements and
provide them with an opportunity to network
amongst themselves as well as other Sikh pro-
fessionals. Ms Grace Fu, Senior Minister of State,

SUPPORT TO OTHER INSTITUTIONS
The Board continued to work closely with and support other Sikh religious institutions and
bodies who serve the Sangat. It does this through regular fnancial donations and permitting
the free use of its facilities.
Singapore Sikh Welfare Council
(SIWEC)
The Board has been supportive of the
many programmes and activities carried
out by the Singapore Sikh Welfare
Council and regularly contributes $1,000
monthly. Families hosting programmes in
the two Gurdwaras are requested to make
donations to SIWEC.
The Ashram (Hindu/Sikh Halfway House)
This Ashram was set up from funds donated by both the Hindu Endowments Board and the
Central Sikh Gurdwara Board. It helps reformed drug addicts to regain and lead a normal life in
society. The Board contributes $250 monthly for the upkeep of this Ashram.
Sikhi for Youth
The Bahadur Bachay annual camps organised
and run by the Sikh Sewaks with the full
support of the Central Sikh Gurdwara Board
continue to be an ever popular event with our
Sikh youth. Both, the 2009 and 2010 annual
camps were held at the East Coast campus
of the Global Indian International School. The
well crafted learning modules attracted healthy
participation and served as a training ground
for future leaders in our community.

Installing new sliding doors on three sides
of the Memorial to provide better access
to all, including ramp access for the
handicapped.
Realigning the faade of the Memorial so
that it blends with the faade of the Main
Gurdwara Building.
The New Bhai Maharaj Singh Memorial Gurdwara was offcially opened on 3

Key Features
Care for the environment was one of the major considerations and many new energy saving features
were incorporated, for example, LED lights, auto cut-off taps, etc. This initiative was recognised and
featured in an article in the Straits Times on 9 June 2011.

The CST Management Committee and the contractor faced many challenges as normal
programmes continued to be held during the upgrading works.
