of Japanese nationals on the Chinese territory of the island of Uotsuri. We demand their immediate punishment. We further condemn the presence of Japanese Coast Guard ships around the Diaoyu Islands. As evidenced by its total failure to prevent the landing of its citizens on one of the islands for nationalist, propagandistic purposes, it is clear that the Japanese Coast Guard is failing to maintain the stability it claims to seek, but is instead seeking to fan tensions and provoke confrontation with China.
