Intelligence Report from the Russian NAC (National Anti-Terrorism Committee)

Doku Umarov is the leader of the Islamist insurgency in the North Caucasus of Russia, which calls itself the Caucasus Emirate. Umarov is a Chechen rebel militant leader, and is wanted by Russia for the January 2011 Moscow airport bombing that killed 36 people, and the March 2010 suicide bombings of the Moscow Metro that killed 39 people. In March 2011, the UN Security Council Al-Qaeda and Taliban Sanctions Committee officially added Umarov to its list of individuals known to be associated with al-Qaeda. Umarov is a staunch Chechen nationalist whose goal is to secure the existence of a sovereign Islamic Chechen state by committing terrorist attacks and targeting Russian forces in Chechnya, its military bases, and command headquarters. In June 2011, Chechen rebels, led by Umarov, attacked and breached the security of a Russian military base in Rostov-na-Donu, the 83rd Fighter Regiment. Ten nuclear warheads were being temporarily stored at the base in Rostov-na-Donu. They were initially scheduled to arrive at a nuclear storage facility in Kozelsk, Russia on 10 June, but because of the breach of security at the Rostovna-Donu base, the warheads didnt arrive in Kozelsk until 12 June, 2011. Nine warheads are currently located at Kozelsk. It is still unclear as to where the tenth warhead is located, but it believed Umarov sold the warhead to alQaeda operatives in exchange for financial and logistical support for the Chechen rebel insurgency. Russian intelligence is currently investigating all military operatives at both Rostov-na-Donu base and at the Kozelsk storage facility to ensure there were no internal leaks. At this stage, it is highly unlikely an internal leak occurred. It seems as if human error is to blame for the tenth warhead that was initially unaccounted for. Intelligence reports will be forthcoming as more information becomes available.
