Speaking at the Gibraltar Government Reception at the Conservative Party Confere nce in Birmingham, Chief Minister Fabian Picardo warned that his government were only prepared to participate in trilateral talks of non- sovereignty issues con cerning Gibraltar. He also insisted that Gibraltar must always have the power of veto over any issues concerning it and discussions about sovereignty would defi nitely not be entered in to. He stated Let us be clear though: bilateralism is dead and will never enjoy a resurrection. But we will always remain positive in our disposition to engage; showing our continued goodwill and desire for regional co -operation to trump the attempts to thwart positive engagement by those negative ly insisting on the claims of the past.
