Soetrisno, Hari Kusnanto, Suharyanto Supardi District Surveillance System (DSS) was developed in Wonogiri Regency from April to October 1997. This program was established in the District Health Office and 9 Health Centers. The aim of this study was to evaluate the success of the system, to see whether the system produced the epidemiologic information, to know whether the local managers use of the information in their decision making process, and to know the attributes of the system. The study was quasi experiment, i.e. pre- and post- intervention method using an external comparative group and a method of pre- and-post- intervention using a single group. The areas of this study were the district health office and 9 health centers which conducted the surveillance system and other 9 health centers which didnt conduct the system as the comparative group. Based on the McNemar Test, Odd Ratio, and Chi-Squqres Test for the two indpendent samples, the result showed that after the intervention, there was internalization process of the surveillance values in the conscience of the surveillance members (p<0.05). The epidemiologic information of resources, health services, health status, and risk areas of the outbreaks were available (p<0.05). The local managers made decission based on the epidemiologic information. The attributes of the system simple, flexible, acceptable, sensitive, predictive value positive, representative, timeliness were satisfactory. The conclusion of the study were that the existence or the intervention of the district surveillance system enabled the epidemiologic information to be ready every time. The local managers used this information to make the management decision in the local health program planning, implementing, monitoring and evaluating stages. The system was simplicity, flexibility, acceptabity, sensitive, predictive value, representativeness, and timeliness were satisfacrory.
