2/22/12 DAAPOSITIONONBROWSERBASEDCHOICEMECHANISM TheFTCcalledonthebusinesscommunitytosetresponsiblestandardsforthecollectionanduse ofwebviewingdataontheInternetandtoprovidetransparencyandcontroltoconsumers. UnitedStatesAdministrationinitiativeshavesimilarlyencouragedthebusinesscommunityto developcodesofconductthatfurtherinnovativeofferingstoconsumerswhileprovidingchoicesto consumersregardingdataaboutsuchwebviewingdata. Thebusinesscommunity,throughtheDigitalAdvertisingAlliance(DAA)hasrespondedto thesecallsandisprovidingastrong,enforceablecodeofconductthatprovidestransparencyinthe formofauniversallyrecognizediconandcontroltoconsumersforonlinebehavioraladvertising (throughtheSelfRegulatoryPrinciplesforOnlineBehavioralAdvertising)andallothercollection anduseofwebviewingdata(throughtheSelfRegulatoryPrinciplesforMultiSiteData).The DAAiscommittedtomakingsuchchoicesworkforallconsumers.

TodaytheDAAannouncedthatitwillimmediatelybeginworktoaddbrowserbasedheader signalstothesetoftoolsbywhichconsumerscanexpresstheirpreferencesundertheDAA Principles.TheDAAexpectsthatsuchfunctionalitywillbeimplementedwithinninemonths. TheDAAstandardandcorrespondingenforcementofthestandardwillbeappliedwherea consumer:(1)hasbeenprovidedlanguagethatdescribestoconsumerstheeffectofexercising suchchoiceincludingthatsomedatamaystillbecollectedand(2)hasaffirmativelychosento exerciseauniformchoicewiththebrowserbasedtool.TheDAAstandardwillnotapplyin instanceswhere(1)and(2)donotoccurorwhereanyentityorsoftwareortechnologyprovider otherthantheuserexercisessuchachoice. Inadditiontothiscommitment,theDAAintendstobeginworkimmediatelywithbrowser providerstodeveloptheconsistentlanguageacrossbrowsersregardingthebrowserbasedheader signaluniformconsumerchoicemechanismthatissimpletouseandinaclearmannerthat describestoconsumerstheeffectofexercisingsuchchoice.
