Bill creates the Police Training and Development System

Lawmakers have filed a bill creating a Police Training and Development System (PTDS) which will be the premier training institute for new police recruits. Under House Bill 6732 authored by Reps. Rodolfo Antonino (4th District, Nueva Ecija) and Pablo John Garcia (3rd District, Cebu), all police training schools will be consolidated under PTDS. Under the bill, the PTDS shall be composed of the Philippine National Police Academy (PNPA), the Police National Training Institute (PNTI) and its regional training schools, the National Police College (NPC), the National Forensic Science Training Institute (NFSTI) and other institutes or special training centers as may be created by the Board of Trustees. Antonino said police academies and training schools should be directly under the head of their countrys police force, citing the experience of the United Kingdom and the United States. Antonino said the PTDS shall be instituted as a specialized higher educational institute and shall have the powers of a corporation set forth in Batas Pambansa Blg. 68, as amended, otherwise known as the Corporation Code of the Philippines. We could strengthen the capacity of police training and promote a more integrated education system for all its personnel, Garcia said. The state affirms and mandates to provide quality education and training in the field of public order and safety for the PNP, and to develop a highly competent police force that is national in scope but civilian in character, primarily tasked with enforcing the law, preventing and controlling crimes and ensuring public safety and internal security with active support of the community, Garcia said. Under the bill, the Fire National Training Institute (FNTI) and the Jail National Training Institute (JNTI) shall be placed under the direct supervision of the Department of Interior and Local Government (DILG). The PNP Training Service shall cease to exist as a National Support Unit of the PNP and shall be placed under the PTDS. The civilian employees of the PPSC shall be absorbed by the PTDS. However, they may opt to join the JNTI and FNTI as provided in the bill. The bill mandates the National Police Commission and the PTDS Board of Trustees to issue the implementing rules and regulations within 90 days after the effectivity of the proposed Act. (30) eag
