WhilespendingfromallsourcesinAustralia'suniversitieswasjustabovetheOECD average,mostcamefromprivatefunds. AustraliarankedwiththeUnitedStates,Korea,ChileandJapanascountrieswithmore thanhalftheirannualinvestmentinuniversitiesfromprivatesources. Australia'spublicspendingonhighereducationwasamongthelowestofthe34developed countriescoveredbytheOECDreport,withonlyRussia,Brazil,Japan,Italy,Koreaand Chilespendinglessinpublicfundsontheirinstitutionsasaproportionoftheireconomic output.

Initsannualsnapshot,EducationataGlance,releasedyesterdayinParis,theOECDalso singlesoutAustraliaandKoreaasspendingaverysmallamountofpublicmoneyonpre primaryeducationjust0.1percentofthecountry'stotaloutputeighttimeslessthan countriessuchasDenmark,HungaryandIsrael. Australiaalsohasthehighestproportionofinternationalstudents,with17.3percentofthe campuspopulationcomingfromabroad.Incontrast,theUShasjust3.4percentof overseasstudents. Almostallthesestudentsarefullfeepaying.Thefiguresunderscorethedegreetowhich Australianuniversitiesarehostagetotheinternationalstudentdollar. TheOECDreportcoincideswiththereleaseofresearchthatshowsAustralianuniversities willstruggletoattractinternationalstudentsinthenearfuture. Butafter2020thenumberofinternationalstudentswantingtocometoAustralian universitieswillsoarpastthehighereducationsector'sabilityordesiretoaccommodate them,andtheywillalmostdoubleby2025,accordingtoresearchbythecountry'slargest studentrecruitmentcompany,IDPEducation. Thereport,GlobalStudentMobility:AnAustralianPerspectiveFiveYearsOn,saysthe compoundinggrowthrateininternationalstudentswouldbe2.9percentuntil2025,butas highas5percentayearuntil2010,basedonwhatindividualuniversitiestoldthe researchersabouttheirgrowthambitions. Onlyhalfthe38publicuniversitiessaidtheyhadtheappetiteandcapacitytodoubletheir numbersandaccommodatethe290,861studentsthatIDPpredictswillwanttostudyin Australiain2025. Therewere164,237internationalstudentsinhighereducationin2006,theFederal Government'slatestfiguressay. Universitiescoulduseinternationalstudentstobumpuptheirnumbersinthefaceof fewerdomesticstudents,MrPollocksaid. TheFederalLaboreducationspokesman,StephenSmith,saidtheOECDreportfound therehadbeenasignificantdeclineinpublicinvestmentacrossalllevelsofeducation undertheHowardGovernment.
