IMPLEMENTATION OF THE PLAN.

The plan was tenured for the period of 1956-1961 by the Planning Commission. The plan was presented by then Prime Minister,Pandit Jawaharlal Nehru on May 15,1956. The total planned budget for the Second Five Year Plan was Rs. 72 billions.

The plan was based on Mahalanobis Model.

APPROACH OF THE PLAN

The Socialist pattern of society.

Employment.
Industrial policy. Reduction in inequalities. Economic policy and techniques

TARGETS OF THE PLAN

Public expenditures were expected to amount Rs.48 billion, whereas in private sector 24 billion. In the public sector nearly half of the total outlay was meant for public utilities. To raise the national income by 25% during that period.

To provide employment opportunities.


The prime focus was on heavy industry.

More railway lines were added in the north east.


The Tata Institute of Fundamental Research was established as a research institute. The Atomic Energy Commission was formed in 1957 with Homi J. Bhabha as the first chairman.

ALLOCATED FUNDS TO VARIOUS SECTORS

Public Sector (48 million)


Half amount was allocated to public utilities. 20% to social service, mining, industry. Balance to agriculture.

Private Sector (24 million).

Construction 42% . Factories, mining about 24%. Village industries13%.

Mining and industry. Community and agricultural development.

Power and Irrigation.


Social Services. Communications and Transport.

SUCCESS OF SECOND YEAR PLAN

Establishment of five steel plants. Increase in coal production.

Establishment of Hydro-electric power projects.


Establishment of Atomic Energy Commission. Increase in Railway Lines in north east India.
