When Cyrus the Great captured Babylon in 539 B.C., he ordered this clay cylinder engraved in cuneiform, proclaiming that as "king of the world" he would be benevolent, merciful toward the conquered, and tolerant of local religions. Release of the Jews from Babylonian captivity was one result of his edict; the Bible calls Cyrus God's "anointed one." Cyrus's pronouncements echoed Mesopotamian royal traditions, but his treatment of the defeated and the exiled set a new standard.
