Because some projects are funded in the fall, after the school year may have already started, data for
projects completing their first year of implementation are not included in any given year. Thus, the
measure reflects the percentage of participants completing the first year of their postsecondary program
between the second and fifth year of the project.
Due to a variety of interpretations by the grantee cohorts to the definition of the "no. served," the
computation for this measure was made using the "number funded" rather than the "number served."
Explanation. This is a long-term target. This measure differs from a similar FY 2005 performance
measure in focusing on the percentage of participants who receive the GED, rather than complete the
program and receive the GED, to more accurately reflect data collected from grantees. The calculation
for this revised measure is the number of participants who receive the GED certificate divided by the
number of HEP participants funded to be enrolled in GED Instruction.
