Objective 1 of 2: To increase acquisition of assistive technology for individuals with disabilities.
Measure 1.1 of 3: The percentage of targeted individuals and entities who obtained assistive technology devices o
services for educational purposes through state financing activities or reutilization programs, who would not have o
the device or service. (Desired direction: increase)

Explanation. A data collection system into which states can provide their annual reports was not
approved by OMB during FY 2006. Therefore, FY 2006 data could not be collected and could not be used
to establish a baseline.

RSA anticipates receiving approval on the data collection system by the end of FY 2006. States will enter
data for October 1, 2006 through September 30, 2007 into the system. This data will be used to establish
the baseline in FY 2007 rather than FY 2006.

Given that the data collection and baseline will be newly established in FY 2007, it is desirable to maintain
the baseline for 2008.
