Synopsis Proposed Project Topic: Social Security for the Unorganized in India Nature of Project: Study of a Policy problem

Introduction to the project: It is a fact that ninety percent of the worlds population does not have their social protection. This statement which is true does not concern us much as we are some times least worried about the problems of the neighbour at least not to speak of the town we live in, but the problem for our policy makers is not that of the world but of our own population and to be more nearer to the issue it is not even the population but the working population in the country. Therefore, the statement goes that the ninety percent of the working population in our country do not have any kind of social protection excepting that they have to take care of their own .Particularly the people in the informal sector are not covered by any type of social security measures, i.e. either by a contribution based insurance scheme or by any social assistance scheme. If any one takes the number of covered persons as a percentage of number of persons working, it is estimated that in India, nearly 90 percent of the working population do not have any formal arrangements for social security coverage Design of the Project: The project will touch and discuss the below mentioned points as part of study a) What Is social Security b) Meaning of Unorganized Sector c) Characteristics of Unorganized Sector d) Composition of the Unorganized sector workers e) Data from Census towards current status of people under unorganized sector f) Growth of numbers in Unorganized sector over the period of years g) Discussion over insecurity dimensions h) Comparative analysis with organized sector i) Social security programs presently available for the unorganized sector j) Proposed programs for the unorganized sector workers k) Implementation plans l) Alternative arrangements for extending social security to the unorganized m) Administrative reforms required for effective implementation n) Conclusion o) References Methodology/ Planning of work : Analysis of various reports and journals published by Planning Commission , Ministry of Labour - GOI and State

Governments. Study of various research work carried in this area by various NGOs and other International Organizations like UNDP , ILO and others.
