2012 ANNUAL REPORT

Dear Constituent, Though we are already well into the new year, I thought it would be important to reflect on 2012 and some of the important accomplishments that we all achieved together. We held the first-ever Participatory Budgeting vote in the City of New York. We united to defend our community from district lines that would have cut out some of our most vital institutions. We also won protected bike lanes for First and Second Avenues, and helped save two of our local public schools from closure. And those are just a few examples. Last year was an exciting one for our community and for my office. And theres a lot to look forward to in 2013. LOOKING BACK ON 2012

Spoke up against school closures and funding cuts for important after-school programs and childcare.

Marched for peace on our streets along side with District 8 youth and their parents.

Stood in our hoodies to call for justice for Trayvon Martin and his family. Marched silently on Fathers Day to end Stop and Frisk.
Wrote to the NYC Industrial Development Agency asking that the approval process for $74 million in financial assistance for Fresh Direct be slowed down to allow for more community input.

Broke ground for El Barrios Artspace PS109, an affordable live/work space for El Barrio/East Harlem artists.

Held our first Chinese New Year celebration in East Harlem

East Harlems Senior Pool Party was the launch of senior hours in 14 pools city-wide. This was after senior hours was first launched in District 8 as part of the Age Improvement District initiative by our office.

LOOKING BACK ON 2012

A comical name, but a serious campaign Theres No Poop Fairy in East Harlem, promotes being responsible pet owners.
The Upper West Side Enhanced Commercial District was created to protect small business owners who are falling victim to large banks and chains.

Seniors in East Harlem finally got to enjoy benches that I had the DOT install throughout the neighborhood.
Had the opportunity to sit on a number of panels this year. Here is one about Latinas in elected office at the 2012 BlogHer Convention. Laid 100 pairs of girls shoes on the steps of the Village Voice office, in protest of the backpage.com adult section.

Volunteered in neighborhoods affected by Superstorm Sandy.

Held our Sixth Annual Teen Fair, a positive youth movement.

Got the green light to build the Randalls Island Connector, a pedestrian bridge connecting the island to the South Bronx.
Stood with fast food workers and car washers who were demanding better treatment in the work place, regardless of legal status.

Weve held six neighborhood assemblies, including special ones dedicated to our seniors and youth.

THIS REVOLUTIONARY PROCESS HAS DOUBLED IN ITS SECOND YEAR.

FOUR COUNCILMEMBERS PARTICIPATED IN YEAR ONE. EIGHT COUNCILMEMBERS ARE NOW PARTAKING IN YEAR TWO.

FY2013 BUDGET*
The City Council adopted the Fiscal Year 2013 budget on Thursday, June 28, 2012.

restored in our district. Most of our child care slots were also restored. Libraries will remain open at an average of five day service. All large-scale layoffs were averted. All fire engine companies will remain open

Melissa helped secure nearly $1 million in expense funding and nearly $11 million in capital funding for projects in District 8.

LOOKING FORWARD TO 2013: MY PLANS & GOALS

Community Initiatives
1. Announce progress at the Julia de Burgos Latino Cultural Center, including the initiation of $450,000 in needed capital upgrades Celebrate our new protected bike lanes with a helmet giveaway and bike tourism initiative Hold a community day of action against littering and announce the placement of new trash cans funded by my office Support efforts by the South Bronx community to expand waterfront access Monitor the installation of millions of dollars in security cameras at NYCHA developments across the district Increase the number of Participatory Budgeting voters this April Reinvigorate the El Barrio/East Harlem Youth Violence Task Force, with renewed focus on supporting youth recreational programs and exploring a Violence Interrupters model for East Harlem

Budget
1. Fight for the restoration of harsh cuts proposed by the Bloomberg administration to a range of human and municipal services 2. Focus on cuts to our citys parks as chair of the Parks & Recreation Committee: prevent the closure of pools, reduction of staffing and the conversion of job training participants to unpaid WEP positions 3. Secure millions of dollars in expense and capital support for programs and projects throughout our district

Legislation
1. Pass the Secure Communities legislation I am sponsoring in the Council, which will further limit our citys collaboration with federal immigration authorities 2. Advocate for the passage of important legislation at the state level, including an end to small-time marijuana arrests and a minimum wage increase 3. Fight for a Comprehensive Immigration Reform bill at the federal level
