I ndia Wi,lS one of the foremost nations to com;eptualize sustainable development thereby underscori ng that environmental concern and Issues cannot be Isolated from livelihood and continuity of mankind. In a prophetic speech in Stockholm Conference in 1972, for mer Prime Minister, Smt. Indira Gandhi had raised an Important question namely; - Are not poverty and need the greatest polluters? In response to the prophetic question, It can only be highlighted that poverty alleVIation measures may go a long way to redefine sustainable development through reducing emissions, preserving bio-diversity, protecting Rora and fauna of the country and wlldhfe and through pivotal acts-the AIr Act, Water Act and Forests (Conservation) Act as well as the Environment (Protection) Act . The Ministry having made a number of sincere efforts to lead from the front have been striving to meet the environmental challenges with success. In this cont ext, I am pleased to release the second KAnnual Report to the People on Environment 2010-11 N prepared by the Ministry of Environment and Forests, which Is the nodal Ministry In our administ rative system for planning, promotion, toordtnation and overseeing the implementation of environmental and forestry programmes in order to protect the envIronment and maint ain a balance between conservation and development activities. The fi rst such report was Init iated when the Hon'ble President of India in her i,lddress to the Joi nt Session of Parli ament on 4'" June, 2009 announced the preparation of five Annual Reports to the people, includIng a Report on Environment.
