Background
Demand for data on road costs Data locally available, but scattered and collected in unsystematic and unstructured ways There is a need of a framework to assess cost differences among regions, terrains, cost types, contract types, contractor types, etc. WB First attempt (1999): Road Works per Km from 67 WB ICRs (Period 1995 1999)
Study found that the level of detail provided in these documents was limited and that there is a world wide need for a framework to collect this information

Objective
Develop an international knowledge system on road work costs to be used primarily in developing countries to establish an institutional memory, and obtain average and range unit costs based on historical data that could ultimately improve the reliability of new cost estimates. Reliable estimates of construction costs are important for: comparing different project alternatives, justifying a project on economic grounds, planning the means of financing it, and reducing the risks generated by cost overruns.

Average and Range Unit Costs


Among many others, average and range unit costs can be used to: monitor and assess incountry road cost variations overtime, compare costs from different financing sources and at different stages (estimatecontract actual), compare road costs among country regions, better understand the impact of different types of terrain, climate, contract, contractor, etc., generate data for evaluation modules like the life cycle analysis applied in HDM4.

Concept 5. Single Currency and Single Reference Date


Costs are collected on any currency Every cost data should have a date associated with it. For comparison purposes, all the data is first converted into a single reference date (using the CPI of the selected currency), and then converted into a single currency (using the exchange rate). The system presently uses year 2000 as a single reference date, and US dollars for the single currency.

Product 2. System Components


ROCKS Database. It is the main element of the system and the primary tool to collect and input the data. It also includes a detailed manual. ROCKS View Module. This module can be used to filter, sort, view and print the information stored in the ROCKS Database. ROCKS Statistics Module. It is used to filter, generate statistical reports, and analyze the information stored in the ROCKS Database. ROCKS Disbursements Module. It is a tool to translate a series of actual current disbursement into a single cost on a single base date.
