Start here Proposal: an idea for a law First reading: bill introduced and read to the full Senate First passage: after committee approval, the bill is given its second reading and voted on by Senators Committee hearing: Senators discuss bill in committee meetings

Bill drafting: the bill is written in proper form Layover: after first passage, bills are laid over for 24 hours

Committee action: committee approves bill and sends it on; or does not approve the bill and it dies

Third reading and final passage: 34 votes are needed to pass most bills

Conference Committee: if House and Senate bills differ, a committee works out a compromise

House passage: the House must also pass the bill
