Abstract. Historical buildings is an ancient heritage building which has its own story and history that deserves to be preserved. Historic buildings existing in a city are often reflect the personality and the symbol of the city's past. That is why historic buildings have a very close relationship with a city. However, there are still many historic buildings which abandoned and seem neglected. No maintenance and protection efforts made to these buildings. There is even a historic building owned by private hand, such as Vastenburg Fort. Vastenburg Fort is one of the historic buildings in Surakarta city. The fort was built during the Dutch occupation in order to monitor movement in Keraton Kasunanan Surakarta Hadiningrat. At present, what left is just its skin and it is owned privately. This study aims to resolve existing conflicts by formulating problem-solving strategies and management processes required. With these measures, a solution to the problem of ownership of this fort will be formulated so that fort can be returned to the government and restore the order of Vastenburg Fort as usual.
