GENERAL DESCRIPTION 96,707 Total Existing Square Footage 1973 Building Dates K-6 Grades 798 Current Enrollment 46 Teaching Stations 25 Site Acreage Mercer Elementary School, which is not on the National Register of Historic Buildings, is a 1973 two story, 96,707 square foot brick school building located in a suburban residential setting. The facility was originally constructed as a middle school, and still has the locker rooms that are more typical of a middle school design. The existing facility does not use modular buildings. The structure of the facility is a concrete frame with non-bearing masonry exterior wall construction and brick veneer. Interior walls are a combination on nonbearing masonry and mobile partition walls. The floor system consists of a combination of concrete slab on grade, cast in place concrete, and steel joists with metal form deck and concrete topping. The roof structure is primarily steel joists with metal deck. The roofing system of the facility is a combination of EPDM, standing seam metal, and built-up asphalt with gravel ballast, installed in phases from 1997 to present. The ventilation system of the building is generally adequate to meet the needs of the users. The classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of one Gymnasium and separate Student Dining. The electrical system for the facility is generally adequate. The facility is equipped with a non-compliant security system. The building has a compliant automatic fire alarm system. The facility is not equipped with an automated fire suppression system. The building is reported to contain asbestos. The overall building is not compliant with ADA accessibility requirements. The school is located on a 25-acre site shared with Turpin High School adjacent to residential properties. The property and playgrounds are partially fenced for security. Access onto the site is unrestricted. Site circulation is poor. There is dedicated space for school buses to load and unload on the site, but loading prohibits vehicular traffic. Parking for staff, visitors and community events is adequate.

A. Heating System
Description:
The existing system for the overall facility is an electric heating system. The gymnasium is equipped with an electric resistance heat only air-handling unit that is two years old. The kindergarten area has ceiling mounted electric heat packs for heat and an air-handling unit for ventilation and air conditioning. The student dining area has a deck mounted air handling unit for heat and a rooftop mounted condensing unit for air conditioning. Student dining equipment is original in fair to poor condition. The office / music area is heated by electric baseboard. A separate deck mounted air-handling unit provides cooling with rooftop mounted condensing unit with electric VAV boxes for temperature control. Office / music equipment is original with the exception of the VAV boxes which are 2 years old. Three zones of the academic wing are equipped with rooftop mounted Weathermaker air handling units that provide heat and air conditioning. Units are 2 years old and in good condition. One zone of the academic wing is equipped with electric baseboard heaters, with cooling provided by a deck mounted air handling unit and a pad mounted condensing unit. Room 300 has a separate rooftop mounted system that is 3-4 years old. The system appears to comply with the 15 CFM per person fresh air requirements of the Ohio Building Code mechanical code and Ohio School Design Manual. The system temperature controls are a combination of pneumatic and electric. Temperature controls are original in fair condition. The system does not feature individual temperature controls in all spaces required by the OSDM. The existing system is ducted. The overall heating system is evaluated as being in safe and efficient working order; although system age implies that long-term life expectancy of the existing system is not anticipated. The structure is partially air conditioned. The site does not contain underground fuel tanks. 3 Needs Replacement Provide new overall heating, ventilating, and air conditioning system in the activities wing to achieve compliance with Ohio Building Code and Ohio School Design Manual standards. Provide new DDC type temperature controls in the academic wing to meet Ohio School Design Manual standards. Replace the ductwork system in the academic wing due to work described in item J. Cost Unit

B. Roofing
Description:
The roof over the academic section is currently being replaced to a built-up asphalt with gravel ballast system. There are small portions of standing seam metal roof over the stage storage and Early Childhood Storage areas. The roof over the remainder of the facility is a built-up asphalt with gravel ballast system that was installed in phases from 1997 to 2000. The connecting corridor is equipped with an EPDM roof that was reported as installed in 1997. A small section of EPDM roofing exists over the mechanical mezzanine. Age is unknown. There are no District reports of current leaking. No signs of past leaking were observed during the physical assessment. Multiple access hatches with ladders that are in good condition are used to gain access to the roof. There were observations of standing water on the roof. Metal flashings are in fair condition. The gutters and downspouts are properly located, and in fair condition. Roof drains are adequate in number, properly located, and in fair condition. 2 Needs Repair The roof over the connecting corridor requires replacement to meet Ohio School Design Manual guidelines for age of system. Replace the EPDM roofing over the mechanical mezzanine.

D. Electrical Systems
Description:
The electrical system provided to the overall facility is a 277 / 480 volt, 4000 amp, 3 phase 4 wire system installed in 1973, and is in fair condition. Power is provided to the school by a district owned, pad-mounted transformer located in the rear of the facility, and in fair condition. The panel system, installed in 1973, is in fair condition, with limited expansion capability. The classrooms are not equipped with adequate electrical outlets. The typical classroom contains 4 general purpose outlets and dedicated outlets for student and teacher computers. Dedicated outlets are not provided for classroom televisions. There are restroom spaces that have no electrical outlets. The corridors are equipped with adequate electrical outlets for servicing. There are adequate GFI protected exterior outlets located around the perimeter of the building. The overall electrical system meets Ohio School Design Manual requirements in supporting the current needs of the school. The quantity of outlets is inadequate to meet the facilitys future needs. 2 Needs Repair The entire electrical system requires enhancement to meet Ohio School Design Manual guidelines for classroom capacity, and to facilitate the scope of work outlined in Item J.

F. Windows
Description:
The overall facility is equipped with aluminum frame windows with double pane glazing type window system, which was installed in 1973, and is in fair to poor condition. The 1973 windows have seals that are deteriorated and / or broken. The two story corridor that connects the activity wing to the academic wing was originally constructed as an open air corridor / bridge. The corridor was enclosed at a later date with an E.I.F.S. wall surface and aluminum dual pane windows that are in fair condition. The majority of the entrance doors in the facility are equipped with thermally broken aluminum frame sidelights and transoms with double pane insulated glazing, in good condition. Some entrance doors are equipped with aluminum frame sidelights and transoms with single pane glazing. The exterior doors in the facility are equipped with hollow metal frame sidelights and transoms. Glazing in exterior doors varies with location. Some single pane and some double pane insulated glazing exist. Exterior door assembly condition varies from fair to poor. The school does not contain skylights. 3 Needs Replacement Provide a new insulated window system with integral blinds to meet with Ohio School Design Manual requirements. G. Structure: Foundation
Description:
The facility is equipped with a combination of concrete masonry unit and concrete foundation walls on concrete footings. The foundation system displayed one location of settlement that resulted in cracking, and leaking. The settlement occurred at the south corner of the gymnasium. Based on the perimeter topography, this area appears to have been a fill area in the original construction and settlement has occurred. The district hired an engineering company to repair the settled area by jacking it back into place. No further settlement has been observed since the repair has been made. The remainder of the foundation system is in fair condition. The District reports that there has been past leaking near the art room, which has been resolved. 1 Satisfactory Existing conditions require no renovation or replacement at the present time.

Description:
The facility has classrooms with carpet flooring, and lay-in acoustic panel (ACT) type ceilings. Walls are painted concrete masonry unit (CMU) on the exterior and walls connecting classrooms to spaces such as restrooms. The remainder of the interior walls are mobile partition walls with fabric surface. Classroom doors are a function of the mobile partition and lack accessible hardware. Finishes are in fair condition. The academic section has corridors with carpet type flooring, ACT or plaster type ceilings, and mobile partition wall finishes, and they are in fair condition. The athletic section has corridors with VCT flooring, CMU walls and ACT or plaster walls. The facility has restrooms with vinyl composition tile (VCT) type flooring, plaster type ceilings, and CMU type wall finishes, and they are in fair condition. The Gymnasium has wood flooring, exposed structure with metal deck ceiling, and CMU type wall finishes, and they are in fair condition. Gymnasium telescoping stands are in fair condition. Student Dining has asbestos sheet flooring, lay-in translucent panel ceiling, and CMU with acoustic panel type wall finishes, and they are in fair condition. Classroom casework is very limited. Some plastic laminate type construction, is provided, and in fair condition. Classrooms are not provided adequate chalkboards, markerboards, and tackboards. Condition is limited. The classroom storage cubbies are not adequately provided. The non-classroom doors are a mixture of plastic laminate and metal non-louvered interior doors in fair condition. The toilet partitions are CMU type construction, are in fair condition, but do not meet ADA requirements. The existing kitchen is full service. The existing Kitchen equipment is original and is in fair condition. 3 Needs Replacement Provide complete replacement of finishes and casework due to existing conditions and installation of systems outlined in Items A, C, K, L, O, T, and U. Description:
The typical Classrooms are equipped with T-8 2x4 lay-in fluorescent fixtures with single level switching. Classroom fixtures are in fair condition and provide an average illumination of 60 FC, thus complying with the 50 FC recommended by the OSDM. The typical Corridors are equipped with T-8 2x4 lay-in fluorescent fixtures with single level switching. Corridor fixtures are in fair condition and provide an average illumination of 40FC, thus complying with the 20 FC recommended by the OSDM. The Gymnasium is equipped with pendant T12 fluorescent fixtures, in fair condition, and providing an average illumination of 20FC, which is less than the 50 FC recommended by the OSDM. The Media Center is equipped with T8 fluorescent fixtures mounted above lay-in translucent panels in fair condition, and providing an average illumination of 40FC, which is less than the 50 FC recommended by the OSDM. The Student Dining spaces are equipped with T8 fluorescent fixtures mounted above lay-in translucent panels in fair condition, and providing an average illumination of 78 FC, thus complying with the 50 FC recommended by the OSDM. The service areas are equipped with T8 fluorescent fixture type lighting in fair condition. The typical Administrative spaces are equipped with 2x4 lay-in T8 fluorescent fixture type lighting in fair condition, and providing adequate illumination based on OSDM requirements. Description:
The facility contains a Moose type security system in fair condition. Motion detectors are provided in offices, corridors, and spaces where 6 or more computers are located. Some exterior doors are equipped with door contacts. An automatic visitor control system is not provided. One CCTV camera is provided at the main entry area. CCTV is monitored in Administrative Area with the use of TV, and VCR. The security system is not adequately provided throughout, and the district identified insecure areas. The system is not fully compliant with Ohio School Design Manual guidelines. The exterior site lighting system is equipped with surface mounted mercury vapor entry lights in fair condition. Pedestrian walkways are illuminated with mercury vapor lighting in fair condition. Parking and bus pick-up / drop off areas are illuminated by pole mounted metal halide fixtures in fair condition. The facility is equipped with a fire alarm system in fair condition, consisting of manual pull stations, horn, and strobe indicating devices. The system is automatic and is monitored by a third party. The system is equipped with sufficient flow switches, tamper switches, smoke detectors, and heat sensors. Description:
Most of the exterior entrances are ADA accessible. Access from the parking / drop-off area to the building entries is not compromised by steps or steep ramps. Adequate handicap parking is provided. Exterior doors are equipped with ADA hardware. The main entry is not equipped with an ADA power assist door. The facility has a total of 6 levels. The main level is accessible from the main entry. The lower level gym / locker rooms and the art room are accessible by use of a chair lift. The second story academic wing is accessible by elevator. The early childhood area and the split-level of the academic wing are not accessible. The stage is on the same level as the gym / locker rooms and is accessible. Classroom interior doors are a component of the mobile panel system and are not equipped with ADA hardware. The facility has some doors that are either too narrow or improper ADA clearances. Interior doors are not provided with ADA-compliant hardware. 15 ADA-compliant toilets are required, and 5 are currently provided. 15 ADA-compliant lavatories are required, and 7 are currently provided. 6 ADA-compliant urinals are required, and 3 are currently provided. 6 ADA-compliant electric water coolers are required, and 1 is currently provided. Toilet partitions are CMU; do not provide appropriate ADA clearances. ADA-compliant accessories are not adequately provided and mounted. ADA signage is not provided on both the interior and the exterior of the building. 3 Needs Replacement Provide ADA-compliant signage, power assist door opener, chair lifts, electric water coolers, toilets, sinks, urinals, toilet partitions, toilet accessories, doors and frames, and door hardware to facilitate the schools meeting of ADA requirements. Description:
The 25 acre steeply sloped site is located in a suburban residential setting with generous tree, shrub, and floral type landscaping. There are no apparent problems with erosion or ponding on the developed portion of the site. Some erosion was evident in the woods. A moderately traveled city street provides access to the site. A single entrance onto the site leads to a central parking area, which the buses block access to while loading. Proper separation of bus and other vehicular traffic is not provided. Staff, and visitor parking is facilitated by a 132 space asphalt parking lot in fair condition, which provides adequate parking for staff members, visitors, and the disabled. The parking lot drainage design, consisting of appropriate slopes and catch basins, provides adequate evacuation of storm water, and no problems with parking lot ponding were observed. Concrete curbs in good condition are appropriately placed. The main concrete sidewalks are properly sloped, are located to provide a logical flow of pedestrian traffic, and are in fair condition. Some minor sidewalks are excessively sloped. Site fencing is provided to separate the playground from the wooded area. The playground equipment is in good condition, and on a combination of hard and soft surfaces, with a basketball court being provided on an asphalt surface. 2 Needs Repair Replace damaged sidewalks. The School District provided the AHERA three year reinspection reports, prepared by Paran Consulting Services, Inc., and dated January 2002, documenting known and assumed locations of asbestos and other hazardous materials. Vinyl asbestos floor tile with mastic, and vinyl sheet flooring containing hazardous materials are located in the facility in fair condition. These materials were described in the report to be in non-friable condition. There are no underground storage tanks on the site. Due to the construction date, there is a potential for lead based paint.
