S7(2) A fresh survey may be instituted by Council or Committee as mentioned in S7(1) Preparation of Terms of Reference First Stage Preliminary Draft Report S7(3) The matters to be examined include: (a) Characteristics of State, including principal land uses, and neighboring areas. (b) Nation physics plan (c) Size, composition and distribution of the population (d) communications, transport system, and traffic (e) Any matters expected to affect any matters so mentioned (f) The effect that those changes likely to have on the development
S9(1)(a) Publicity is given in the State to the report of the survey under S7 S8(1) State Direction shall prepare and submitted a report of his survey under S7 to the committee for its approval, it should comply with S8(3) S8(3) The written statement should: (a) Formulating the policy and general proposals of the state authority (b) Stating the relationship of those proposals to general proposal & land use of neighboring land (c) Containing other prescribed matters

S9(4) Draft structure plan submitted by SD to Committee shall be accompanied by statement such as (a) steps that SDs has taken to comply with S(1) (b) Consultations of SD, and consideration of the views of other persons, or originally proposed to be included in the plan
S10(1) & (2) (1) After considering a draft structure plan by committee that is submitted or resubmitted, either approve, modifications or reservations, or reject it (2) Committee may take any relevant matters into account in the plan as submitted or resubmitted S10(6) & (7) (6) Committee shall submit draft structure plan to State Authority for its assent, the plan shall come intro effect once assent being given (7) Assented draft structure plan shall be published in the State Gazette and in at least two local newspapers, one belong to nation language.
