The notion of purity has
dominated the Hindu psyche for
all the wrong reasons. Unfortunately, it was never extended to

keeping holy places and surroundings free of filth. The


patrons of purity, the Hindu
orthodoxy, are now waking up
to the fact that their sites of
worship, including rivers like
the Ganga, have been reduced
to garbage dumps and cesspools
of toxic material. Thousands of
sadhus who came to Allahabad
for the Ardh Kumbh complained that the water at the
holy confluence was unfit for
bathing. Pilgrims discovered
that the noxious mix of industrial effluents, sewage and other
pollutants, was a deterrent to a
holy dip. No amount of faith
and tradition would enable
them to dismiss the stink as
maya. The sadhus have now
warned that they will do a jal
samadhi (ritual suicide) if the
government fails to clean the
river before the next shahi snan.
This awakening among the
faithful needs to be tapped and
energised to revive the rivers.
Rivers like the Ganga and the
Yamuna, lifelines for thousands
of people, are for all practical
purposes dead. State sponsored
plans with massive funds to free
them of pollutants have failed
in the face of official apathy.
The Ganga Action Plan and the
Yamuna Action Plan have been
ineffectual exercises and have
led to misuse of public funds. A
major reason for the failure of
these initiatives is that they
have not enlisted the participation of communities.
The anger of the pilgrims
offers an opportunity for the
government to invite them to
share a part of the burden of
cleaning rivers. Let them, and
other people who relate to the
river for religious, cultural or
livelihood reasons, become the
custodians of rivers and river
revival plans. Spiritual leaders
could educate the faithful about
the need to keep rivers free of

filth. People should be advised


that what is unclean is unholy.
The government should
penalise industries which
refuse to upgrade to clean technology and instal sewage treatment plans. There are any number of progressive judgments
that have upheld the right of the
people to a clean environment.
In the coming years, water is
bound to be the most needed,
and the most scarce, natural
resource. Rivers are not just
sources of this precious
resource, but are also embodiments of cultural and social
memories. They support a variety of livelihoods, whose economic potential has not been
fully realised. From fisheries to
tourism, rivers present innumerable economic opportunities.
The death of a river is the death
of an ecosystem, and, also, an
economy.
