The letter V stands in for any regular verb. For example, the present simple of learn is learns / does learn. All of the forms in the chart are in the third person singular (he, she, it, Emily, the house). For other persons (I, you, we, they), some of the forms change. For example, learns / does learn is the present simple of learn if the subject is he, but if the subject is I then th e present simple of learn is learn / do learn.
