ButastheStateDepartment'slegaladvisorinthatnewadministration,Kohhelpedsetoutalegaljustificationforpoliciesthatincludearampedupuseof unmanneddronestoattackandkillsuspectedterroristsinPakistanaswellasinYemenandSomalia,farfromthecombatzoneinAfghanistan.Thousands havedied,andthetargetshaveincludedU.S.citizenswhowereseenasinspiringattacksagainstAmericans.
