La nostra convergència europea
s’està fent socialment reduccionista i
a la baixa, perque no inclou altres
principis recollits des de fa 20 anys,
des del 1988 i a totes les
declaracions posteriors sobre igualtat
d’oportunitats, increment de
finançament públic (i no a cost zero),
eliminació de barreres i obstacles
econòmics i socials pels estudiants.
Una aplicació de la convergència
europea sense diagnòstic previ,
sense estudis i avaluacions de la
realitat de les nostres Universitats.

La universidad —en el seno de sociedades organizadas de forma diversa debido a las condiciones
geográficas y a la influencia de la historia— es una institución autónoma que, de manera crítica,
produce y transmite la cultura por medio de la investigación y de la enseñanza.
Abrirse a las necesidades del mundo contemporáneo exige disponer, para su esfuerzo docente e
investigador, de una independencia moral y científica frente cualquier poder político, económico
e ideològico.
Por estos motivos —volviendo a sus orígenes— las universidades alientan la movilidad de
los profesores y de los estudiantes, y estiman que una política general de equivalencia
en materia de estatutos, de títulos, de exámenes (aún manteniendo los diplomas
nacionales), y de concesión de becas, constituye el instrumento esencial para
garantizar el ejercicio de su misión contemporánea.

3.3 Similarly, we will report on our national strategies and policies for the social
dimension, including action plans and measures to evaluate their effectiveness. We
will invite all stakeholders to participate in, and support this work, at the national
level.
Data collection
3.4 We recognise the need to improve the availability of data on both mobility and
the social dimension across all the countries participating in the Bologna Process.
We therefore ask the European Commission (Eurostat), in conjunction with
Eurostudent, to develop comparable and reliable indicators and data to measure
progress towards the overall objective for the social dimension and student and staff
mobility in all Bologna countries. Data in this field should cover participative equity in
higher education as well as employability for graduates. This task should be carried
out in conjunction with BFUG and a report should be submitted to our 2009
Ministerial conference.
