PROSPECTUS

FOR HIGHER SECONDARY


Admission and registration in Higher Secondary level course of study.

(1) A learner can be admitted to and registered in Higher Secondary course of study in a study centre of Council on payment of requisite fees only if- (a) he/she passes Madhyamik or equivalent examination with seven compulsory subjects i.e. Bengali, English, Mathematics, Physical Science Life Science, Geography, History in the Madhyamik Examination conducted by the West Bengal Council of Rabindra Open Schooling or equivalent examination conducted by the Board or Council of West Bengal or any recognised Board or Council in other States as well as those operating at national level or from National Institute of Open Schooling or any Open School of other States; (b) has made an application for registration to the Council along with requisite fees to be determined by the Council from time to time. (2) A learner can be admitted for Higher Secondary level course of study in a study centre of WBCROS during each academic session in a year, to complete such course of study within five years from his/her first enrolment. (3) If a learner, passing Madhyamik Examination from other State or Central Board, seeks admission into the Higher Secondary level course of study under the Council, he/she can be registered in the Council only when other eligibility criteria for admission are satisfied, he/she, however, shall have to apply for registration in prescribed format along with the migration certificate from the Board/Council where he/she was registered last with a Bank Draft of Migration Fee as determined by the Council. A learner is allowed to offer 3 (three) compulsory elective and l (one) optional elective subjects taking one from each group. If a learner desires equivalence he/she will have to clear the two compulsory Language subjects and three compulsory elective subjects as stipulated by the West Bengal Council of Higher Secondary Education. Procedure for credit transfer at Higher Secondary level (1) Any learner, who has appeared at the Higher Secondary but could not pass all subjects shall be allowed the benefit of credit transfer in those subjects to which they have been declared qualified themselves by obtaining at least 30% marks subject to the condition that they get re- admitted to the Council and apply for credit transfer.

(2) The credit transfer at Higher Secondary level in respect of students, - (a) who appeared at the Higher Secondary Examinations of West Bengal Council of Higher Secondary Education, Tripura Board or Council of Higher Secondary Education, National Institute of Open Schooling and other State Open Schools, may be permitted for a maximum of three 'subject's in which a student obtained at least 30% qualifying marks in each subject, provided the subjects are offered by the Council; (b) who appeared at the Higher Secondary Examinations conducted by recognised Boards or Councils in other States as well as those operating at national level, may be permitted for a maximum of two subjects, in which a student obtained at least 30% marks, provided the subjects are offered by the Council: Provided that if a subject has a nomenclature in a particular Board, different from that under Council, though the contents are basically identical, that subject shall be accepted as an equivalent subject, e.g. Biology or Life Science and in case of ambiguity, the matter may be resolved through the Equivalence Committee of the Council. Provided further that when a learner has appeared in a subject for which there are both theoretical and practical examinations, a student must get 30% marks each separately in theoretical and practical papers of those subjects provided those subjects are offered by the Council. Provided also that when a learner eligible for credit transfer for a subject has applied to the Council for the extension of this benefit where the full marks of the subject is other than 200 marks, the numerical recording of his/her marks in the record of the Council shall be done on the basis of conversion of percentage of marks obtained by him in the subject to the extent of 200 marks and the same method shall be followed for determining the marks in the subjects having theoretical and practical papers. (3) The facility of Credit transfer will be allowed to a learner for a period of five years from the date of last examination. (4) The learner shall also be required to produce the original mark sheet for verification. (5) The Council shall issue mark sheet and certificate subject to the condition that the Council shall forfeit the previous mark sheet in which credit transfer was allowed. A Higher Secondary Examination of XIIth class standard to be known as the Higher Secondary Examination , which shall be equivalent to the Higher Secondary Examination conducted by the West Bengal Council of Higher Secondary Education constituted under the West Bengal Council of Higher Secondary Education Act, 1975 (West Ben. Act VIII of 1975).

Procedure for Partial Admission at Higher Secondary level: If a learner after passing out Higher Secondary Examination from other recognised Board or Council seeks to take one or more subjects not covered at Secondary level may be offered to study the Subject. However only mark sheet and not certificate will be issued after the completion of the examination. The learner will be permitted to seat for the examination one year after the completion of the registration. Examination The Council shall conduct- A Higher Secondary Examination of XIIth class standard to be known as the Higher Secondary Examination , which shall be equivalent to the Higher Secondary Examination conducted by the West Bengal Council of Higher Secondary Education constituted under the West Bengal Council of Higher Secondary Education Act, 1975 (West Ben. Act VIII of 1975) Eligibility of a student to appear in the Higher Secondary Examination- In order to be eligible to appear in the Higher Secondary Examination, a learner must pass the Madhyamik (Secondary) Examination or its equivalent, must submit a duly filled in pre- examination form and complete one year from the date of his/her registration with the particular subject, however, such eligibility shall cease after five years from the session of his/her registration for appearing in the examination. Procedure for enrolment and registration of student in Higher Secondary Examination (1) A learner shall be eligible to enrol and register himself/herself for Higher Secondary course and Higher Secondray Examination thereon one year after his/her registration in a study centre. (2) A learner shall be eligible to appear in the Higher Secondary Examination not more than three subjects (each of two papers) one year after his/her registration and he/she shall be eligible to appear in all subjects at a time or residuary subjects two years after registration with the subjects concerned. General structure of Higher Secondary Examination and condition relating to declaring a learner pass (1) The Higher Secondary Examination shall be held once in every year at a time to be determined by the Council. (2) A learner after passing Madhyamik Examination or its equivalent examination shall be eligible to sit for the Higher Secondary Examination one year after his/her first enrolment or registration in Higher Secondary level course of study in at most three subjects as he/she desires and in all subjects at the end of the second year onwards up to the end of five years after first enrolment; (3) If a learner, who has secured pass mark in a subject and has not been declared to have passed the Higher Secondary Examination , desires to improve his/her score in such subject in which he/she has already passed, he/she may sit for the subsequent Higher Secondary

Examination again in that subject but the marks obtained by him/her in the subsequent Higher Secondary Examination shall have to be accepted whether it is higher or lower than the marks obtained by him/her in previous Higher Secondary Examination : Provided that no student who has been declared to have passed the Higher Secondary Examination shall be allowed to sit for the subsequent Higher Secondary Examination in any subject for the second time. Subject Change: A learner has the option to change his/her subjects taken at the time of admission within two months after his/her admission. For this application has to be submitted in the specified form through the Study Centre with requisite fees. No change of subject is permissible in subsequent years. Subject Addition: A learner has also the optional subjects and for this has to apply in special form with requisite fees within two month from the date of admission. If a learner takes a subject addition in the next admission session, he/she will be eligible to appear at the Higher Secondary examination to be held after one year of the registration.

Necessary instruction for filling in of admission form: 1. Folding, stiching, stapling or any type of changing the shape of the forms is strictly prohibited. Only the james clips may be used. 2. The application forms duly filled in by the candidate should be submitted to the Council office along with relevant papers through the study centres. 3. Only the black or blue ball-pen can be used to fill in the forms. The square space in the form should also be filled in by clear and good hand-writing so far. No whitener can be used for correction of any mistake. Additional unused square space should be left blank. 4. A square space should be left blank after a complete word for name and address etc. 5. The right space should be filled in by putting tick marks, otherwise blank. 6. The signature of the applicant must be entered in Black or Blue ball-pen in the particular space for it. 7. A 2.5 x 3.5 cm recent Black and White self attested Photo of the Candidate should be pasted on the specific space for it and that should be signed by the candidate without covering the face.

Migration certificate - After passing the examination from this Council if a student desires to undertake higher studies under any Council or university outside West Bengal, a migration certificate shall be obtained from the Council on an application through the co- ordinator on payment of requisite fee. Duplicate documents (1) The Council shall issue a duplicate copy of the document, such as registration certificate, admit card, mark sheet or any other certificate issued by the Council to any student, on application made through the co-ordinator in such form and on payment of such as may be determined. (2) In case of loss or theft of original documents, the matter shall be reported to the nearest police station and an endorsement as given on the application must be obtained. (3) In case of original document being damaged the remaining portion should be attached with the application. (4) The duplicate copy of document shall ordinarily be sent to the study centre from where the student passed the examination, and thereafter the co-coordinator shall handover such duplicate document to the student or any person duly authorised on his her behalf. Correction of documents - (1) Any error or discrepancy in the mark sheet shall have to be reported to the Council by the learner within thirty days from the date of receipt of mark sheet by the student through the co- ordinator of the study centre for necessary correction failing which no such report shall be entertained. (2) In case of any error or discrepancy in any document or certificate issued by the Council, the co-ordinator of a study centre may, within six months from the date of receipt of such document or certificate, as the case may be, bring such error or discrepancy to notice to the Council. Provided that if such application is made beyond six months, a correction fee, as may be determined by the Council, shall be required to be paid along with the application. **********
