80 Quezon police officers, to train on disaster search and rescue

LUCENA CITY, Quezon, June 24 (PIA) --About 80 police officers from the different city and municipal police stations in the province are slated to undergo training on disaster search and rescue management. The two-day training is scheduled on June 27-28 at the cultural hall of the Church of Jesus Christ of Latter Day Saints in Barangay Gulang-Gulang, this city. Police chief inspector Bongayan Deceda, chief of provincial personnel and human resources and development of Quezon Police Provincial Office said the training is

designed to educate the PNP personnel in the basic knowledge of disaster search and rescue management, and develop skills needed before, during and after large-scale calamities. Topics to be discussed on the first day of the training include basic principles of disaster incident management, understanding the socio-economic environment and environmental impact, principles and elements of disaster incident preparedness, disaster contingency planning and table top exercises and simulation. On the other hand, the discussions on the second day will cover rescue mobilization/ operation, first aide and basic life support, evacuation and relief operations, establishment and management of evacuation centers and effective rehabilitation measures including issues and concerns. Dr. Henry M. Buzar, department head of the provincial disaster risk reduction and management council (PDRRMC) is the guest lecturer and resource person of most of the topics up for discourse in the training. (R. 1. Carmona bags DOH Red Orchid Award

TRECE MARTIRES CITY, Cavite, June 24 (PIA) -- Strict implementation of smoke-free ordinance won for the Carmona local government the Red Orchid Award given by the Department of Health. The award comes with a P100,000 grant and a distinction as a leading community in the implementation of tobacco-free environment. Municipal Health Office chief Dr. Homer Aguinaldo and Carmona Smoke Free Program coordinator Estelita Cadiente received the prize at the recent awarding ceremony held at the Crowne Plaza, Galleria in Quezon City. Carmona got a total score of 100 percent based on the criteria of the World Health Organization's (WHO) "MPOWER" initiative. MPOWER stands for "Monitor tobacco use and prevention policies, Protect people from tobacco smoke, Offer help to quit tobacco use, Warn about the dangers of tobacco, Enforce bans on tobacco advertising, promotion and sponsorship and Raise taxes on tobacco." Mayor Dahlia Loyola led the campaign last year and posted a No Smoking sign inside a tricycle and in other business establishments as part of the local government strict implementation of Municipal Ordinance 009-2011 or the Carmona Smoke Free Ordinance.

Similarly, the municipal governments advocacy for a smoke free community gets a much needed boost and support last February this year from a non-profit, non-government organization in the fight to address the harmful effects of smoking. Engineer Elmer Rojas, founder of the New Vois Association of the Philippines, Incorporated (NVAP, Inc.) was invited by the Municipal Health office to speak about the negative effects of smoking to the human body that may eventually leads to lung cancer and other diseases. Engineer Rojas urged his audience especially the young adults and students and even thee government employees to quit smoking and support the smoke free campaign of the local government and live a healthy lifestyle. 2. Cavite Blood Council holds strategic planning to ensure sufficient blood supply

TAGAYTAY CITY, Cavite, June 21 (PIA) --The Provincial Health Office-Cavite Blood Council (PHO-CBC) is currently conducting a 3-day Strategic Planning Workshop aimed to ensure that enough supply of blood in the province are readily available especially in times of emergency. The three-day workshop that ends today is expected to pave the way for the full implementation of the Provincial Voluntary Blood Donation Program (PVBDP) in the province. Health officials and staff, provincial department heads including leaders of several nongovernment organizations (NGOs) in the province participated in the planning stage and formulating various programs to ensure the success of the PVBDP. During the 13th anniversary of the Cavite Blood Council last February 27 of this year, almost 900 bags of blood (450 cc each) were collected by the PHO-CBC from volunteers around the province including one at the Lyceum Cabrini in Laguna province last February 12. Chipeco Jr. spearheaded the celebration themed Rizalismo: Gabay ng Kabataan, Inspirasyon ng Mamamayan sa Magandang Kinabukasan with pre-celebration activities such as Rizal Henyo, Rizal Comic Strip and Animation Contest, Relief On-the-Spot Painting Contest, Rizal Leadership Forum, Saranggolahan ni Lolo Pepe kite flying contest, CalamBIKE, Sulat para kay Lolo Pepe writing contest, Rizal, The Movie film showing, Mga kuwento ni Lolo Pepe storytelling activity. LUNGSOD NG BATANGAS, Hunyo 24 (PIA) -- Naging tampok na paksa ang pangangasiwa ng kooperatiba sa idinaos na dalawang araw na seminar-workshop na inorganisa ng Department of Agrarian Reform (DAR)-Batangas kamakailan. Humigit kumulang sa 50 opisyales ng mga kooperatiba ng magsasaka mula sa ibat ibang bahagi ng lalawigan ang dumalo sa seminar na isinagawa sa Office of the City Veterinarian and Agricultural Services. Sinabi ni Exur Gozos, senior agrarian reform program officer ng DAR-Batangas, na pangunahing tungkulin ng kanilang tanggapan na mabigyan ng sapat na kaalaman ang mga opisyales ng mga kooperatibang pang-magsasaka sa pagpapatakbo ng kanilang samahan alinsunod sa itinatakda ng Republic Act 9520 o ng Cooperative Code of the Philippines. Itinatakda ng batas sa DAR at sa Cooperative Development Authority (CDA) ang pagbibigay ng mga pagsasanay sa mga opisyales sa pamamahala ng kooperatiba at matugunan ang mga pangangailangan ng mga ito.

Binigyang diin ni Gozos na mahalaga ang mga kooperatiba sapagkat natutugunan nito ang pangangailangan ng kanilang mga miyembro sa komunidad sa pamamagitan ng pagkakaloob ng ibat ibang uri ng serbisyo tulad ng mga produktong nabibili sa mababang presyo at napapautang sa mababang interes. Nauna nang sumailalim sa basic cooperative course at leadership and values reorientation seminar ang unang grupo ng mga kooperatibang pangmagsasaka mula sa Nasugbu, Lian, Balayan at Calaca noong Hunyo 4-5. Ang ikalawang grupo naman mula sa mga bayan ng Rosario at Talisay noong Hunyo 13-14. Ang dalawang pagsasanay na kailangan pang pagdaanan ng mga kooperatiba ay ang cooperative management and governance at ang financial management. Kailangan nilang matapos ang ang apat na trainings bago matapos ang buwan ng Hunyo. May 10 pang mandatory trainings ang ipagkakaloob ng DAR at CDA sa susunod na buwan. Ang delegasyon ng U.S. Embassy Economics Affairs Officer; Heath Bailey, Public Affairs Officer; Pong Aureus, Dr. Nancy Knowtton; Marine Biologist ng Smithsonian Institute, at Becky Guieb ng U.S.Aid. Humarap sa hanay ng pamahalaang panlalawigan sina Provincial Environmental and Natural Resources Officer Luis Awitan, Provincial Agriculturist Pedrito Martin Dijan Jr., Provincial Planning and Development Coordinator Benjamin Bausas, Provincial Tourism Officer Emilie Katigbak at Provincial Information Officer Jing Segismundo. Napagtalakayan ng dalawang panig ang usapin tungkol sa pagkakaisa sa pagpapalakas ng siyensya at teknolohiya sa pagsusulong ng konserbasyon ng yaman dagat sa paligid ng Batangas Bay. Sa pagsasaliksik at pag-aaral ni Dr. Knowtton na nagsagawa ng diving expedition sa Talim Bay, sinabi nito na nakakabahala ang mga datos at mga senyales na ipinakikitang kalagayan ng mga yaman dagat dito. ANTIPOLO CITY, Rizal, June 24 (PIA) -- A total of 989 recipients of the Special Program for the Employment of Students (SPES) in the province of Rizal were awarded certificates and salaries by Rizal Governor Jun Ynares recently. The students were employed with the assistance of the local government units (LGUs) in the province and in cooperation with the Department of Labor and Employment (DOLE), the lead government agency in the implementation of SPES. The students were taught the rudiments of public service and governance for 22-30 working days and each received a salary of P3,366.98 to P7,363.62 respectively. Rizal public employment service office (PESO) federation president Cecilia Diaz said her office is very much delighted that SPES program continues to attract students to enroll in the program, adding the laudable program gives students the chance to learn the basics of public service and governance and at the same time providing them the financial assistance needed in their studies. ANTIPOLO CITY, Rizal, June 21 (PIA) --Outstanding Rizal province athletes in the recently concluded 2013 Southern Tagalog Collegiate Athletic Association (STCAA) and 2013 Palarong Pambansa held at various sports venue in the country were given recognition and incentives during the Araw ng Lalawigan celebration. Local athletes hauled a total of 27 golds, 7 silvers and 3 bronzes from various individual and team sports discipline, giving the province the much coveted back to back title of Overall Champion in the STCAA meet. Residents around the area complained of difficulty in breathing due to the oil and gasoline spill which the National Disaster and Risk Reduction and Management Office and authorities were able to contain on Sunday. PND (rck) TOP Thousands of metro informal settlers will soon transfer to safer, decent homes, says Palace Thousands of families living in danger zones are willing to be relocated and the government is ready to assist their transfer to safer areas, a Palace official said on Monday. In a press briefing in Malacanang, Presidential Spokesman Edwin Lacierda said around 4,000 families staying in Metro Manilas danger zones have agreed to be relocated off-site and off city. Some families have agreed, for instance, to be relocated off-site and off-city. There are about 4,000 structures that have already been constructed by NHA. There are around 4,000 families who are willing to be relocated. We are providing assistance to them, Lacierda told reporters. The National Housing Authority (NHA) structures are being constructed right now and the government targets to relocate informal settlers at the end of the year, he said. The present government actions to address the concerns of informal settlers arent band-aid solutions, Lacierda said, noting that a superficial remedy is just giving them assistance without considering their long-term welfare. The Aquino administration has already programmed structures to be completed for these families and budget to support the project is not a concern, he added. The government targets to relocate around 20,000 families living in the esteros, Lacierda said, stressing that the Presidents primary concern is the safety of these families. We dont want the casualties during typhoon season to happen on a yearly basis. We want that eliminated totally and thats the reason why were moving them away from the esteros or what we call the danger zones, he said. Allowing these families to live along esteros and waterways not only put them in danger but also expose them to health risks like dengue, leptospirosis and other illnesses, the Palace official said. The government has offered P18,000 for each estero family to rent a safer and decent dwelling to ensure their safety particularly at the onset of the typhoon season. Tahasang sinabi ng Pangulo na higit na mapangangalagaan ang taong bayan sa malpractice kung pagkakalooban ng PRC ng lisensiya ang mga karapat-dapat na propesyonal na tulad ng mga inhinyero at duktor sapagkat tanging ang mga nakapasa lamang sa pagsusulit ang makakukuha ng sertipikasyon. Nagpasalamat din ang Pangulo sa komisyon sa pakikiisa sa pamahalaan sa jobs and skills matching agenda na ang pakay ay makalikha ng karagdagang trabaho lalo na sa hanay ng mga karaniwang mamamayan. Pinuri rin ng Pangulo ang Career Guidance and Advocacy ng PRC na tumutulong sa mga mag-aaral sa pamimili ng kursong kanilang pag-aaralan. Ang PRC ay nilikha bilang ahensiya ng pamahalaang pambansa sa pamamagitan ng Presidential Decree No. 223 noong Hunyo 22, 1973 ng yumaong Pangulong Ferdinand E Marcos. Ang Komisyon ay dating kilala bilang Office of the Board of Examiners na nilikha sa pamamagitan ng Batas ng Republika Blg. 546 noong Hunyo 17, 1950 sa ilalim ng Komisyon ng Serbisyo Sibil. Ang PRC ay nagpasimula ng operasyon noong Enero 4, 1974 pagkatapos manumpa sa tungkulin ang mga kauna-unahang itinalagang Komisyoner at Katulong na Komisyoner. PND TOP

Pag-iibayuhin ng gobyerno ang pagsugpo sa human trafficking ---Palasyo Pag-iibayuhin ng pamahalaang Pilipino ang pagsisikap na mawakasan na ang human trafficking sa liwanag ng report ng US State Deprtment na nanatili ang bansa sa Tier 2 ranking. Sinabi ni Deputy Presidential Spokesperson Abigail Valte sa pulong-balitaan sa Malacanang Biyernes na bagaman isinaad sa report ng State Department ang ilang kakulangan pa sa digma ng pamahalaan laban sa human trafficking, may mga positibong obserbasyon namang bagay na tinukoy. Sa mga nagawa ng pamahalaang Pilipino ay ang pagdaragdag ng mga tagausig na humahawak ng mga usapin ng human trafficking sa bansa, sabi ni Valte. Noong taon bago ang taon ng pag-uulat, ito ay 57. Ngayon itinaas na ito sa 98 kaya iyan ay kasama rin sa magagandang obserbasyon. Pagbubutihin pa natin ang pagsisikap sa mga positibong larangan at nang matugunan ang mga rekomendasyong binanggit, dagdag pa ni Valte. Sampu ang rekomendasyong binanggit ng US State Department at ng Interagency Council Against Trafficking at ito ay gagawan natin ng kaukulang mga hakbang, wika ni Valte. Pinapanatili ng US Department of State ang bansa sa Tier 2 status sa 2013 Trafficking in Persons report dahil sa pagkukulang ng justice system at hindi lubusang masugpo ng mga alagad ng batas ang trafficking in persons. Ang Tier 2 ay nangangahulugang nabigong umalinsunod sa minimum standards upang masawata ang pinakamatinding uri ng trafficking na nakasaad sa Traffiking Victims Protection Act ng 2000, gayunman, puspusang pagsisikap ang ginagawa upang maabot ang mga pamantayang ito. Kaya naman, simula nang tayoy manungkulan, walang patid nating inaangat ang budget ng DOH. Mula sa 28.68 bilyong piso noong 2010, nasa 51.07 bilyong piso na po ito ngayong 2013. Nagawa nating itaas ng 78 percent ang budget ng DOH nang walang itinataas na buwis maliban sa Sin Tax. Sa kabila nitoat sana naman Secretary Ike, last year mayroon tayong Sin Tax, mayroon tayong Responsible Parenthood, ngayon naman ho ay pakikiugnayan ng mas hindi masalimuot ang ating pakay itong taon na ito. Sa kabila nito mulat tayong hanggat hindi ito tumatawid at nararamdaman ng mga Pilipino, mananatiling datos lamang ang mga ito. Ang ginawa nating aksyon: mula sa 57.2 milyon na ating dinatnan, umabot na po sa 79.1 milyong Pilipino ang enrolled sa PhilHealth. Hindi lang po iyan: bukod sa 23 Case Rates Package at sa Z Benefit Package, inilunsad din po natin nitong Pebrero ang Expanded Z Benefit Package. Kung dati, tanging mga catastrophic disease gaya ng breast cancer, prostate cancer, at acute leukemia ang libreng maipapagamot sa pamamagitan ng No Balance Billing Policy, ngayon po ay kabilang na rin sa listahan ang ilang sakit sa puso, tulad ng coronary bypass, at ang pagtatama ng mga butas at maling posisyon sa malalaking ugat ng puso. Ganyan po tayo kaseryoso sa ating sektor ng kalusugan. Siyempre, umaarangkada pa rin ang ating Health Facilities Enhancement Program kung saan sa nakalipas sa taon, umabot sa 4,518 na ospital, rural health units, at barangay health stations ang ating naipatayo, at napabuti ang estado dahil sa rehabilitasyon. Hindi tayo titigil hanggat may mga kababayan pa rin tayong ni hindi nakakakita ng espesyalista sa tanangbuhay nila, kaya naman sa huling dalawang taon ng ating administrasyonbinawasan ho ako ng isang taon, siguro yong writer ko po ay gusto na ring lumipat ng trabaho target nating i-upgrade at gawing mas moderno ang 7,325 na mga ospital, klinika, at pagamutan. Patunay din ang mga pinakabagong Modernized Medical Centers sa limang DOH-Retained hospitals sa ibat ibang bahagi ng bansa sa dedikasyon nating makamit ang kalusugang panlahat. Nananalig tayong ang mga modernong pasilidad na napasakamay ng mga sumusunod na ospital: ang Cagayan Valley Medical Center ng Tuguegarao City; Region I Medical Center ng Dagupan City; Dr. Jose B. Lingad Memorial Hospital ng San Fernando, Pampanga; Bicol Medical Center ng Naga City; at ang Cotabato Regional Medical Centernaway magsilbi silang tanglaw ng pag-asa para sa mga pamilyang Pilipino. Nais ko lang pong idiin: Walang kakayahan ang pamahalaan na tiyakin na sa susunod na mga taon, wala nang darating na problema, at wala nang pagsubok na kakaharapin ang mga Pilipino. Simple lamang po ang bukal ng ating mga napipitas na tagumpay sa tuwid na daan: katapatan sa ating tungkulin; malasakit sa ating kapwa, at ang di-nagmamaliw na hangaring magkaroon ng malusog at maunlad na bansa. Kung walang tiwali, walang Pilipinong mag-aatubiling magpagamot dahil wala siyang pambayad sa ospital. Kung walang magkakamal sa kaban ng bayan, mawawala rin ang mga kakarag-karag na ospital na kulang-kulang ang gamot. Samahan po ninyo akong salubungin ang bukang-liwayway ng pagbabago, at ang katuparan ng ating mga pangarap. Alam ko pong kasama ko ang buong Department of Health sa misyong ito, kaya naman kumpiyansa rin akong hinding-hindi tayo mabibigo. Siguro ho, bago ako magtapos, paalala lang sa lahat ng kawani ng ating Department of Health: Siguro noong nag-umpisa tayo, 40 percent nga raw ho ng ating populasyon ay hindi makakakita ng health professional sa kanilang tanang buhay. Ngayon poy talagang pinupuntahan na natin ang bawat lugar ng Pilipinas maski gaano kaliblib po ito. Ang tagumpay po natin ay hindi sa dami nang gusali o equipment na makuha natin. Ang tagumpay natin dapat ang batayan at sukatan ay ilan ang Pilipinong makakaiwas pumunta ng ospital dahil inaalagaan ang kanilang kalusugan. Nagbubunsod ito sa tiwala at kompiyansa ng sambayanan sa mga institusyong pampamahalaan. Kaya naman sa nakalipas na tatlong taon, masusi nating kinumpuni ang mga bitak sa sistemang nagdulot ng agam-agam at paghihirap ng mamamayan. Malinaw ang atas ko sa ating mga kawani ng gobyerno: Itama ang mali, tugisin ang tiwali, at unahin ang kapwa bago ang sarili. Nasa frontline ang agendang ito ang Professional Regulation Commission. Napakahalaga ng papel at responsibilidad ninyo sa pagpapatibay sa kakayahan ng ating mga propesyunal. Hindi lang kayo nagbibigay ng pagsusulit o nagkakaloob ng lisenyat sertipiko; nagsisiguro sa mahusay na pagtugon ng ating mga propesyunal sa kanilang tungkulin, at paggamit nito ayon sa kanilang kakayahan at katwiran. Kayo rin po ang pwede maging talagang napaka-effective na agent for social change, dahil talaga naman pong imbis na reactive tayo, pwede tayo mag proactive matulungan ang ating mga mag-aaral sa pagpili ng kanilang propesyon. Hindi po kaila sa atin na humarap ang inyong ahensya ng mga hamon at kontrobersya: pag-shortcut sa proceso, leakage sa exam, at transaksyunalismong nakasanayan sa baluktot na kalakaran. Pero hindi po tayo magpapatalo sa iilang naghahariharian sa burukrasya; hindi natin sila hahayaang patuloy na makapaminsala sa ating kapwa. Walang sinuman ang lisensyadong manloko. Papatunayan nating hindi mabubura ng ilang hudas sa sistema ang dangal at mandatong itinindig ng PRC sa loob ng apatnapung taong paglilingkod. Batid po nating habang pinapaunlad at pinapatibay ang kakayahan ng ahensya, lumalaki rin ang inyong ambag sa agenda natin ng malawakang reporma. Maliwanag ang batayan ng maayos na serbisyo: walang pabor at under-the-table, hindi na puwede ang puwede na. Mainam pong hindi tayo kailanman makuntento sa ating ginagawa. Oras na huminto tayo sa paghahanap ng paraan na mapabuti ang inyong trabaho, imposible ang totoong pagbabago. Masasanay tayo sa mga prosesong maaari pa sanang gawing masepektibo, makukuntento na lang tayo sa sistemang maaari pa sanang pabilisin at pagbutihin. Malinaw po, sa pag-aangat natin sa antas ng ating mga pamantayan, kaya nating makipagsabayan, sa loob at labas ng bansa, sa kahit anong larangan. Sa mahusay na serbisyo ng PRC, tumataas din ang kalidad ng serbisyong iniaalay ng ating mga propesyunal sa ating mga kababayan. Sa kabilang banda: Kung pasimuno ka at nagbubulag-bulagan lang hokus-pokus sa inyong ahensya, inilalagay mo na rin sa alanganin at kapahamakan ang mga Pilipinong umaasa sa serbisyo ng indibidwal o organisasyong basta nyo na lamang ipinasa. Paalala lang po: Hindi exempted ang sinuman sa mga maaaring mabiktima at mapinsala ng kapabayaan at panlalamang. Kapag nagkulang kayo, kapag pinalusot ninyo ang malinaw na bagsak ang grado, o ginawa ninyo mukhang diretso ang baluktot, ligtas ba kayo sa peligrong dulot nito? Sabi nga: Nasa huli ang pagsisisi; ang gawaing masama, ay umaani rin ng di mabuti. Puwedeng isang araw, iyong kapamilya magdusa sa kapabayaang ikaw mismo ang nagpunla. Buti na lang po hindi natin inaasahan ito sa pamunuan ng ating PRC head. Hindi po bat mas maganda: Sanayin at hasain natin ang mga kuwalipikadong civil engineer, at kapalit itoy ligtas at matatag na mga gusalit tulay. Ipasa natin ang mga nararapat na doktor, at wala tayong kaba sa resulta ng check up at serbisyong medical. Isipin din po natin: halos isang apat ng mga marino sa mundo ay Pilipino. Kung husto ang kanilang kakayahan, at kung nababantayan ang kanilang serbisyo; tiyak na maipapamalas nila ang galing at talento ng Pilipino, saan mang panig ng mundo. Sa punto nga pong ito ay binabati at pinapasalamatan natin ang mga indibidwal at organisasyong tatanggap ng parangal sa araw na ito. Maraming salamat sa pagsisilbing huwaran ng mahusay at maaasahang serbisyo sa ating kapwa at bansa. Naway magsilbing hamon at inspirasyon sa inyo ang karangalang inyong nakamit; ang patuloy na maging ehemplo sa iba pang propesyunal, at inspirasyong pagbutihin pa ang serbisyo para sa ating kababayan. Saludo po tayo sa inyong Career Guidance and Advocacy upang gabayan at bigyang kaalaman ang ating mga kabataan sa larangang kanilang napupusuan; tuloy-tuloy din ang pagbibigay ninyo ng edukasyon sa ating mga propesyunal upang mapaunlad ang kanilang kaalaman at pagpunuan sa pangangailangan sa merkado. Lalo pa sana pa ninyong paigtingin ang pagbabantay sa ating mga propesyunal sa mga kumpanya, paaralan, at industriya upang siguruhing tumatalima sila sa ating batas at patakaran. Nananatili po ang batayang prinsipyo ng daang matuwid: Katapatan at pananagutan. Lahat tayo ay may obligasyon sa pagpapaunlad ng lipunan: accountant ka man, arkitekto, inhinyero, designer, midwife, o guro, kaakibat ng lisensyang tangan ninyo at tungkulin pagsilbihan kapwa at bansa. Patunayan nating lipas na ang panahon ng transaksyunalismo; narito tayo upang suklian ang tiwala ng taumbayan. Maging mata tayong nagmamatyag at magtatama sa mali; maging instrumento at tanglaw tayo sa malawakang pagbabago. DepEd to conduct Accreditation exams for both sighted and visually-impaired Source: http://deped.gov.ph PASIG CITY The Department of Education (DepEd) is opening the registration for Accreditation and Equivalency (A&E) test takers from July 4 to August 2 for the exams to be administered in October this year in 17 regions nationwide. Administered by its Bureau of Alternative Learning System (BALS), the A&E is a paper and pencil test which used to be known as the non-formal education test. Education Secretary Br. Armin A. Luistro FSC also announced that the test may also be given to visually-impaired test takers via Braille. This is part of our continuing push to give the differently- abled learners an equal access to education. It is designed to measure the competencies of those who have neither attended nor finished elementary or secondary education in the formal school system, explained Luistro. Passers of the A&E are given a certificate/diploma, signed by the DepEd secretary, certifying the passers competency as comparable to the graduates of the formal school system. The A&E for takers in Regions 9, 10, 11, 12, CARAGA and ARMM is on October 6, 2013. For takers in Regions 5, 6, 7 and 8, the date is October 13. Regions 1, 2,3 and Cordillera Administrative Region A&E takers is set on October 20 while it is October 27 for the National Capital Region, CALABARZON (Region 4-A) and MIMAROPA (Region 4-B). Targets of the A&E are school drop-outs, those who have not attended the formal school system, homeschoolers, or others who have not finished basic education but are basically literate. The A&E registration, administration, and certification are provided free by DepEd. |TOP| Statement on the Consultations with Heads of Posts in the Middle East and North Africa Source: http://www.dfa.gov.ph In light of recent allegations that sex-for-fly schemes and other sexual abuses are being perpetrated against distressed OFWs by some government personnel posted in Jordan, Kuwait, Syria and Saudi Arabia, Department of Foreign Affairs (DFA) Secretary Albert F. del Rosario conducted consultations with 13 Heads of Posts (HOPs) based in the Middle East and North Africa from June 22 to 23. The consultations aimed at gathering more information on the alleged inappropriate and criminal behavior of certain personnel for the purpose of validating the allegations which could lead to the application of punitive measures as well as to identify preventive and corrective measures. In pursuit of these objectives, DFA Undersecretaries, Assistant Secretaries and other officers participated in the consultations. During the discussions, the participants shared their knowledge and insights on present circumstances leading to an assessment of the publicized allegations. This resulted in several recommendations that the DFA will take up with other concerned government agencies, including identification of immediate measures such as the termination of local hires and the recall of individuals for investigation. In the longer term, the recommendations will include a review of the existing rules and standard operating procedures governing the overall management of the Filipino Workers Resource Center (FWRC), capacity-building for Foreign Service Posts to effectively handle sex-related offenses, improving the capacity for intelligence-gathering, strengthening and tightening of inter-agency cooperation and effective implementation of the One-Country Team Approach.
