FAQ on INDEFEASIBILITY OF EP AND CLOA AS TITLES UNDER TORRENS SYSTEM Q: What is the History of the Bill Enhancing the

Philippines Labor Dispute Settlement System? A: Generally there is an increasing gravity and inequity incurred to an innocent farmer beneficiary as well as the instability in the Torrens system caused by the cancellation of Emancipation Patents (Eps) and Certificate of Land Ownership Awards (CLOAs) despite the fact that many of these cases invove land titles issued after the lapse of one year or several years from the date of their registration before the Register of Deeds. This case is concretely experienced by the farmer beneficiaries of Kahiusahan sa Malahutayong mga Mag-uuma para sa Ekonomikanhong Paglambo (KAMMPE) in barangay Angas, Sta. Josefa, Agusan del Sur; Mapadayonong Panaghiusa sa mga Lumad Alang sa Damlag (MAPALAD) in Sumilao, Bukidnon; Kalipunan ng mga Maliliit na Magniniyog sa Pilipinas (KAMMPIL)-Misamis Oriental; and Pinagisang Lakas ng Samahan ng mga Magsasaka sa Barangay Baha (PLMMB) in Barangays Baha and Talibayog, Batangas. Q: What are the basic features of the Bill? A: EP and CLOA should be treated as titles under the Torrens system which enjoy the same indefeasibility.
