What is RRC connection set-up is doing?

Illustrates the principle of how the radio connection between the UE and the RNC is established over the Uu interface and the access domain internal interface Iub.

UE compares the IE values if the values are identical stops time T300 then transmits an connection set-up complete message on the uplink DCCH if the values are different the Ue ignores the rest of the message

Initiation
The non-access stratum in the UE may request the establishment of at most one RRC connection per UE The UE shall transmit an RRC Connection Request message on the uplink CCCH The UE shall set the IE establishment cause according to indications from the non-access stratum or according to the paging cause received from the PAGING TYPE 1 message The UE shall set the IE initial UE Identity The UE shall indicate ist capability in the IE initial Ue capability.
