As with many municipalities, St. Lucie Countys drainage system was already in poor condition when Tropical storm Fay hit parts of St. Lucie County, Florida in August of 2008. Once these ditches become infested with undesirable plant species they lose their effectiveness and capacity to store and convey stormwater. A fast, effective, long-term solution was sought by county officials to remedy this problem. A green, vegetative look was still desired, however, limiting the larger vegetation growth that tends to establish itself over time was also sought. All of these aesthetic characteristics were still trumped by the need to be hydraulically stable during a heavy storm event. UltraFlex M4540 is an open cell articulating concrete block/mat that measures 4.5 inches thick and weighs 40 pounds per square foot. The 7 million dollars allocated by the Federal Emergency Management Agency (FEMA) had timeline restrictions placed on it in order to be funded to St. Lucie County. A new benchmark in the articulating concrete block/mat industry was set when over 280,000 square feet of UltraFlex M4540 were manufactured and installed by Submar, Inc. inside of 90 days from the date of award.
